Speaker 4 00:08:34 I pledge allegiance to the flag nation under God, indivisible with Liberty and justice for all.
Speaker 3 00:08:46 Thank you. Number five, comment for administers and accountant regarding any matter on this agenda.
Speaker 1 00:09:06 None. Thank you, council president.
Speaker 3 00:09:09 Thank you. I've been at them. Number six, open to the public comment regarding item 10. Consider your items. If you wish to speak at this time, please press star nine to raise your hand. When it is your turn to speak, you will hear an announcement that you have been unmuted at that time. Please state your name and address and know that you have two minutes into it to make your comment. The council or Mr. Will respond if necessary after you have completed any comment or question
Speaker 4 00:09:55 Council president, I'm asking the first individual with their hand raised to unmute themselves, to speak with regard to item 10, the consent agenda items. That's four digits, 2 7 7 1. Please state your name and address 2 77 1. Go ahead. Okay. You were un-muted but you've just removed it yourself. There you are. You're un-muted so I'm not sure if it's on your device or not just check your device to make sure. There you go. Thank you.
Speaker 5 00:10:43 Thank you for reminding me. Yep. Uh, Evan Schakowsky chief river road rescue, uh, my personal address, two 80 river road, apartment 12. Um, I would like to ask question about item a or the consent agenda. Uh, the awarding of ambulance services for five years to JFK medical center, not to exceed 1 million and change, um, I, this amount, their bid or this amount of a bid plus the subscription fee or is this just the subscription fee?
Speaker 1 00:11:26 Hello? I think that Tim did technical difficulty, but he'll be shortly. Okay,
Speaker 6 00:11:58 Mr. President, if we can have him ask, we'll have questions that we'll answer them at the end.
Speaker 1 00:12:04 Okay.
Speaker 5 00:12:09 So you want me to ask any and all questions I might have, you're going to answer them at once, right? Correct? Correct. Okay. So if you guys answer a question and it raises another question, I wouldn't be able to answer it correct. Or ask it rather
Speaker 6 00:12:26 It's
Speaker 5 00:12:27 Okay. I'm doing it. I'm just making sure. Okay. So my question is when you guys put out the RFP, you requested a bid and you also requested a subscription fee estimate to cover all losses incurred by answering any calls that were not covered by insurance, any way, shape or form. So my question is the amount that's not to exceed is that, um, just a bid, uh, for the bid itself, whereas that a subscription fee, or is that a combined amount, um, and further I'd like to know what exactly they will be providing under this contract. And I, that would, uh, summarize my questions to Mike had done.
Speaker 6 00:13:11 Okay. So we should note for the public, that river road rescue did bid on this, uh, competitive contracting and river road was the highest price out of the three. The other was Robert Wood Johnson, who was the incumbent, which was the middle and the lowest was JFK. And that's their total bid. That's the total fee to the township for the five years of coverage. And they're going to do exactly, as we stated in the, uh, in the bid spec, they will have three ambulances here, seven days a week, 24 hours a day, providing coverage.
Speaker 5 00:13:51 Thank you.
Speaker 1 00:13:53 Thank you, Tim
Speaker 4 00:13:58 Council, president, I have on asking the next individual to unmute themselves, uh, are listed as calling user one. Please unmute yourself and state your name and address Call-in user one. There you are. You're un-muted just check your device to make sure that's a muted as well.
Speaker 7 00:14:26 You hear
Speaker 4 00:14:27 Me? Can hear you now. Yes. Thank you. Get your name and address. And this is with regard to item 10 on the agenda. Thank you.
Speaker 7 00:14:34 My name is David akin. I'm at high. You I'm at Ambrose valley lane. Good evening, counsel. I don't know. Item number C. Will you just elaborate on that again?
Speaker 4 00:14:54 Mr. Akins, I'm just going to ask that if you have other questions with regard to agenda, item 10, you stayed all your questions and then there'll be answered at one. Okay. So if there's other ones, just ask all your questions at once and then there'll be answered.
Speaker 7 00:15:08 Okay. That's why the other one would be H for hotel that a change order is that the last of the change order was a total of $40,616, or is there more on their horizon?
Speaker 1 00:15:40 Um,
Speaker 6 00:15:54 Okay, David, so item C was for the ad word, developmental equity company. They put a, a standby letter of credit in with regards to one of their planning board applications. And we're just refunding the letter of credit and for each that's the ongoing, uh, curb and sidewalk and ADA ramp project that we've got going. Uh, this was a, this was a small increase with a 3.16% increase in the contract. Uh, we're not anticipating, but there could be a, another change where as the project is not finished yet, This is throughout the curbside curbs sidewalks and the handicap ramps throughout the entire town.
Speaker 7 00:16:42 Okay. Down by, I had a couple of others. I don't know how the other ones were J for Juliet alpha Lima, the settlement agreement. So that included any financial compensation,
Speaker 6 00:17:01 Uh, they're paying us what they're paying us. The engineering company say it's $19,900 within 30 days. Uh, they were working on a sanitary sewer line and we weren't satisfied with the project. So we had to stop the project and have another company design, some changes to it. And they were going after the original company for the cost of our, uh, that we had to put up for changing it.
Speaker 7 00:17:35 Last one out pre-tenure to extension of a grace period for the third quarter property taxes.
Speaker 6 00:17:43 Yeah. As of today, the county has not certified their, uh, tax bill. So we've, uh, actually all the towns, a Middlesex county camp print our tax tools yet. So we're hoping that they have a certified within the next few days. So we're extending the due date from August 10th, August 25th or 25 days after the mailing, whichever is later. Okay. Thank you. All right.
Speaker 3 00:18:09 Yeah. Thank you, Tim. Thank you. Mistaken
Speaker 4 00:18:17 Council president. There are no other individuals with their hand raised with regard to item 10.
Speaker 3 00:18:46 So we closed the public post, uh, item number seven, ordinance secondary authorizing Akron general financial every bit with nuclear LLC block 5 1 0 1 lot five go to 6.02 and 7.02. Open to public visitor center adopting ordinance. At this time, if you wish to speak at this time, please press star nine to raise your hand. When it is your turn to speak, you will hear an announcement that you have been unmuted at that time. Please state your name and address and know that you have three minutes in which you make your comment, the counselor and redistribute respond. If necessary after you have completed any kind of comment or question,
Speaker 4 00:19:46 I'm going to read this resolution for this ordinance. First, be it resolved by the township council, Scotty township, New Jersey, that in order to titled,
Speaker 4 00:19:56 Uh, hold on one sec. Ordinance of the township of Piscataway county of Middlesex, New Jersey authorizing the execution of a financial agreement is seeing the township and duke Realty, Washington avenue, urban renewal, LLC, pursuant to the long-term tax exemption law and J S a 48 colon 20 dash one at sec was introduced on the 29th day of June, 2021 and had passed the first reading. And it was published on the second day of July, 2021. Now therefore be it resolved that the other said ordinance, having had a second reading on July 13th, 2021, the adopted passed and after passage be published together with a notice of the date of passage for approval in the official newspaper. The brothers that this ordinance shall be assigned. Number 2021 dash one seven council president. I have one individual with their hand raised. I'm asking them to unmute themselves with regard to this agenda item last four digits 9 6, 9, 7. Please unmute yourself, state your name and address. Thank you.
Speaker 8 00:21:08 Yes. Hi, it's Charlie crowd Deville from new Brunswick, new Brunswick. Today. I wanted to ask a few questions about this. Uh, um, is this a longterm tax exemption?
Speaker 9 00:21:27 Hey, Charlie just started go ahead and ask all your questions and then we can respond to them all together. Thanks.
Speaker 8 00:21:32 Yeah, I'm not going to do that. You could answer the question was a simple yes or no question.
Speaker 9 00:21:37 There's a comment period. Uh, not a question to answer. So, um, you know, if that's your only question, um, then we'll enter it.
Speaker 8 00:21:47 I may have follow-up questions or is this a long-term tax exemption or not?
Speaker 9 00:22:00 Is that your final question or, I mean, go ahead and speak to your yesterday.
Speaker 8 00:22:03 I'm not going to play a game and not going to play games with you, Mr. Groomer. Here, I have a number of questions on this. The first one I need to know is this a long-term tax exemption? It's a yes or no question. Please answer it.
Speaker 9 00:22:15 Mr. Credible, it's credible. This is a common period. You can ask questions to the administration outside of the meeting and you always call up the mayor's office and they'll be happy to answer questions for you. Um, so,
Speaker 8 00:22:26 And hopefully it's a great time. I don't need you to take my time. I am asking questions at a public hearing on an ordinance before the township council. My questions are not directed to you, sir. They are directed to the council president. And the first question is a real easy one. Is this a long-term tax exemption.
Speaker 9 00:22:49 And just to make sure that you have your three minutes, we are asking you to make all your questions and then we'll respond to them.
Speaker 8 00:22:56 I've asked one question. It's a yes or no question. I haven't asked you anything. Mr. Groomer, Mr. Counsel present, can you tell me, is this a long-term tax exemption,
Speaker 9 00:23:06 Mr. Crowder Villa, I'd ask you to just calm down. You know, this is not, you, you know, we've asked you to follow a procedure, you know, if you can, by, by that.
Speaker 8 00:23:17 No, I'm reclaiming my time. Again, I've been to Piscataway council meetings before. This is not the procedure that's used. Is this a new procedure? Did you just implement this tonight
Speaker 9 00:23:27 In order to make sure that every speaker has their three minutes, we're asking people to make all their comments, have their full three minutes, and then we will respond to any questions that are asked
Speaker 8 00:23:39 And whose idea with this was this new policy,
Speaker 10 00:23:49 Mr. Crowder. Velia 45 seconds under three minutes.
Speaker 8 00:23:54 Okay. Well, I'll just point out for the record that longterm tax exemptions, Rob our school systems of, uh, precious revenue. Uh, and if this is indeed a long-term tax exemption, uh, this is, uh, you know, stealing from the school kids basically. Um, the way these things work is they redistribute the funds away from the school systems. And, uh, you know, I, I had said some very basic respectful questions to ask about this, but unfortunately, Mr. Groomer is running interference, um, where this council and the council is not brave enough to answer the basic questions that I'm putting forward. So maybe you can tell me if this is a long-term tax exemption, how much it's going to cost the school system over.
Speaker 10 00:24:41 Thank you. Your three minutes are up
Speaker 9 00:24:45 To answer your questions. This is a payment in lieu of taxes. There are still taxes being collected, just as part of a financial agreement and the, the school district still does receive some funds out of that agreement. Thanks
Speaker 4 00:25:08 Council president. I'm asking the next individual with their hand raised to unmute themselves last four digits, 861. You can unmute yourself, state your name and address. Thank you.
Speaker 11 00:25:25 Hi. Yes, this is Jessica credible, 1247 Brookside road. SCATA we New Jersey. Um, I wanted to follow up. I wanted to first ask Mr. Gummer if he could please direct all of his responses back to myself, Jessica credible. Despite the fact that I do have a brother and a husband, also a father who you did forget to mention that I could ask for the public documents on the last call I wanted to ask how much is this payment in lieu of taxes, going to take away from the Piscataway school children's budget for their education. And that's the summation of my questions, because you don't want to have a democratic question and answer where people can ask more questions after you've given an answer. You only want to give the answer once and then stop all discourse. So I'm done asking questions, please go ahead and let me know how much money you're robbing our school children have for their education.
Speaker 1 00:26:43 Hi,
Speaker 9 00:26:43 Justin um, in response to your question, the kids aren't getting robbed of anything. Um, but in regard to your question of the amount for the financial agreement payments, um, you can put it in an Oprah request tomorrow, and we'll be happy to provide you the agreement.
Speaker 11 00:27:02 The amount of the tax agreement is not available at this public meeting. If it's a public dock, I can't ask you for this over the public meeting. You're not going to make that public
Speaker 9 00:27:20 Ms. Credibility again, you know, we're not doing an answer, a question and answer session, but I would say that the payments aren't as simple as an amount, the payments on a now, so you can make an appeal request.
Speaker 4 00:27:48 Council president. There are no other individuals with their hands raised at this time.
Speaker 3 00:27:56 So I'm fully closing the public portion. Do I have motion? Thank you, Jim. The second,
Speaker 1 00:28:13 Second counseling is
Speaker 3 00:28:14 Gone. Thank you, Mr. Kahn shooter

Speaker 12 00:30:27 Um, council, president, I just, them and I, I, I just wanted to confirm, is this still some of the work being done over in that step on fake Lynn road area? I think, uh, I think the streets are like fielding Clarkston. Is it still part of that road, uh, reconstruction that we're working on? We've tried to get our neighbors to do their part. I'm not sure, um, that if Tim or, or the mayor having technical difficulties, but I think that's it. So I will offer.

Speaker 12 00:35:27 Uh, yes. I just want to remind folks we're seeing, um, about the bicycle rodeo that's going to happen at the Williams CA um, Saturday the 17th. Um, it should be a lot of fun. Um, kids are to, are encouraged to bring out their bicycles, um, for repair, but, um, in this may be the start of the effort that we will have town-wide to, uh, create awareness of our, uh, bike ways and paths. Um, and so more of the future. So I encourage you all to come out. Thank you.
Speaker 3 00:36:01 Thank you.
Speaker 9 00:36:05 Yes. Thank you, council president. I just want to say a brief word about the tragic passing of, uh, Jay moody, who was a resident of this town for a long time, very active in the community. He was a former zoning board member. Uh, I know all the members of the council know him, so my comments are way more for those members of the public that may be listening. Um, just a nice man, very bright guy, uh, had been an engineer for the city of New York, but, but nice, nice guy friendly to everybody. And the one thing I, I know, I know Councilman Cahill knows, I don't know how many years, maybe the 20 years that I've known him, always either sent me a birthday card or would come by my office and give me some token birthday present. Not because he wanted anything just because he was a nice guy. And, uh, we had a friendship and it was his way of honoring our friendship. And so Jay is, you know, it was a loss for the whole community, but, you know, personally, he was somebody I liked, uh, very much. I know many of the other members of the council, uh, feel the same way. And I just wanted to know his passing, uh, is a loss for the entire community. Thank you, council president,
Speaker 12 00:37:25 The council president. I just wanted fan. It's going to wake up and say something about ya, but Councilman Khan is right and I'm not going to go on long because I know a council president. You knew him very well, but, um, I just would say that, um, if you were there at the service, um, at the cemetery, you would know how well loved that man was because of the amount of people who were there crowded into an, basically an unconditioned building unairconditioned building and talking and praising him. And, um, we only wish the best for his family and we'll always keep them held up in our thoughts and prayers and support them in any way that we can in this town as he gave of himself to this town.
Speaker 3 00:38:16 Thank you. It's good. I'm assuming about,
Speaker 13 00:38:22 Uh, no, uh, yes. Uh, I think that scattered way is done a fantastic job of remembering our seniors and I enjoyed the activities, uh, the last a week or so, uh, and this a wonderful experience, uh, looking forward to doing more and to be aware of it and just see, um, my mother is a senior, so I know she was happy. So, and I was happy to see that we remember I was seen as like that.
Speaker 3 00:38:48 Thank you, sir.
Speaker 14 00:38:53 Yeah. I just want to echo the comments from Gabrielle and Steve about Jay Modi. He was a great guy and well loved. He's going to be missed. Thank you, council.
Speaker 3 00:39:04 Thank you. Thank you, Mr. Frank. Uh, we had a blind Waller.
Speaker 7 00:39:11 Thank you, council president. I just want to echo, Councilman said comments about Jay. Everybody had a story to tell about Jay and the reason why he had a story because as counseling said, he was just an overall nice person. Thanks for council present. Thanks.
Speaker 3 00:39:27 Uh, I said Mr. Gimme the issue.
Speaker 7 00:39:30 Nothing tonight. Thank you.
Speaker 3 00:39:32 Thank you. no comments. Thank you. Thank you. Uh, yes. Uh, Jay Modi is with, uh, from 2001, our committee person and also great worker for community. You have three minutes in which you make your comment, the counselor, and Mr. Responded that necessary after you have completed any comment or question
Speaker 4 00:42:33 Council president, I'm asking the first individual to unmute themselves last four digits, 9, 6, 9, 7. Please state your name and address. Thank you.
Speaker 8 00:42:51 Hello. It's probably crowded bill new Brunswick, new Brunswick. Today. I continue to investigate the 2018 w some ware attack on the Piscataway police department and the ensuing coverup of the township and the Hoagland firm. And, uh, I asked the same question 29. When I asked at your meetings, if Mr. Gacy gave permission for Lieutenant fills the Moda to work at Los oft while he was on the PPD payroll, I appealed to you Mr. Council president through you. Can you please ask Mr. Dacey if he gave that permission, which my understanding is required under section 2.22 of the employee manual. Are you there Mr. Council? President? Can you hear me?
Speaker 3 00:43:51 Uh, yes.
Speaker 8 00:43:56 And so that question through you for Mr. Dacey, did he give permission for Philz and Buddha to work at loss off while he was on PPD payroll? I know Mr. Davis is on the call so he can answer this.
Speaker 6 00:44:14 Uh, I actually, you actually submitted an Oprah request, which rises handling. I submitted my information garage arrived shift, if you could comment.
Speaker 1 00:44:26 Yeah. I was just waiting for Mr. to be finished with his statement is before we responded to any questions you
Speaker 9 00:44:31 May have.
Speaker 8 00:44:33 Okay. So playing games again with a cyber attack that has caused the, the police department to be unable to access records of fatal incidents, domestic violence, incidents crashes, involving township vehicles. You are playing games with this stuff and you will regret it. Um, I asked this very same question on June 29th, your response, Mr. Groomer was quote, you can email me tomorrow and we can get you a response quote. I will get that answer tomorrow and email you. So Mr. Groomer and I have been back and forth and the mayor knows it and, uh, Dacey knows it. And, and, and, and some of the others who are on those emails know it. He has not answered that question. I put it in writing to him the day after your last meeting. He promised an answer that day. Still, no answer. Now, weeks later now he doesn't even want to answer in the middle of my remarks, because if he says an answer that is nonsense or based on lies, like some of the answers you said before, no one will be able to call them out.
Speaker 8 00:45:36 He wants to get the last word. And so these games are disgraceful. They make the council look bad, and I encourage you to stop at one of those other questions that I was waiting for an answer on this is he implied that my sister was not honest in her remarks at your meeting on the 29th. I went back and saying, thank you. I went back and listened to it. I encouraged people to go to the new Brunswick today, YouTube channel, uh, and the Piscataway progressive democratic organization, Facebook page, and listen to these meetings. And I would like to hear, what on earth do you believe? My sister said that was not accurate at the last meeting
Speaker 12 00:46:14 You have three minutes are up
Speaker 9 00:46:33 Mr. Credible? Um, no, I would just like to say that you can go ahead and publish Ms. Kale.
Speaker 12 00:46:41 Yeah, I'm sorry. I do want to chime in, um, I mean, um, I, I see, um, some notes there. I, I thought on you can correct me if I'm wrong, Raj, that you had said that you get answers to the questions that there may have been some misrepresentation of that. Um, I'm really concerned, um, Jeff, about this discourse, um, that is going on. Um, the reason why it's, you know, conserved is because a lot of times we're not free to talk about certain things due to personnel records. We, you know, everything of course is operable. There's really nothing here that we can hide from the public, but more over is that the line of questioning, um, that's coming from Mr. representing himself, um, as a, um, reporter, which he is, we just heard him mentioned to go to the PPD. Oh. And, um, it is in with that respect that I'm most concerned because it feels like to me that the, uh, essential, uh, people are asking questions that, uh, seemingly are trying to agitate or to disrupt our people who are also part of, um, you know, uh, uh, a political party that would like to unseat us, they've run against us, et cetera, et cetera.
Speaker 12 00:48:17 Now set that aside. Uh, we're here to answer, uh, township residents, true concerns, uh, an obviously people from outside of the town as well. But I do want him, you know, Raj, I mean, I would like to, to have this discourse not go down, um, despite feeling whole, because it sounds like it sounds like that the council and the administration are, are gift being attacked. And I would love to remind folks on this call that, uh, from Mr. Bellard to, you know, Mr. , uh, almost everyone, except for myself, I didn't have children of my own raised families here have lived here their whole life, um, and have only the best interest in this town. So from my perspective, I'd like this to be a discourse which could be made, but I do hope that it is with the one in Tennessee, if I may say that way or the correct intent as a concerned citizen, more and less, so much as, um, a political, let's say operative in this case. And I certainly have no issues with anyone asking these questions. It's really more about the tone and tenor and I apologize, council predator. It just feels like over these last several meetings, that's how it's going. So I just wanted to say that, and I appreciate your time. Thank you. Thank
Speaker 9 00:49:55 You. Uh, this is the temporary, I just want to also correct some of the fact patterns, um, you know, most credible credible says I'm hiding, not I've responded to, um, probably over 40 to 50 questions that he's presented to me. Um, and he, you know, uh, Ms. Carol credible continues to misrepresent facts or make assumptions just like the body camera enforcement last meeting. You know, I didn't have the details for him. I do not want to make inaccurate statements. Um, in the process, Mr. Credible made an assumption that we were not in compliance with the state regulations after speaking with the, the chief of police. Um, you know, I, and I responded to Mr. Carnival that we have 93 body cameras that as of early may, and probably we were probably one of the first townships to do it. Uh, we were in full compliance of, of the state requirements and every individual police officer that was on the street actually had a working body camera.
Speaker 9 00:50:49 So, you know, for those reasons that, you know, we are careful with what we say on, on these meetings, cause Mr. attempts to, you know, twist them or make assumptions. Um, that being said happy to continue a conversation, um, as long as the questions are relevant, um, in regard to not, not being responsive to, or having an effect, uh, the, you know, as, as, as we've seen, ransomware has affected thousands of people, even in the, in the news recently. So, you know, it's, it's not something that that's not common. Unfortunately it happened to the township. The township has been able to work through it. This was three or four years ago, and it hasn't adversely affected any individual that was, you know, that those records affected yet. Mr. Credible continues to, you know, attempt to argue that that people have been lives have been destroyed, which is not accurate. Um, so, you know, I'm happy to have, uh, you know, continued discourse with Ms. Credible, if it's a productive, um, conversation
Speaker 4 00:51:59 Council president, I'm asking the next individual with their hand raised on mute themselves, call in user one, please unmute yourself, state your name and address. Thank you.
Speaker 7 00:52:19 This is David Akins, Ambrose valley lane, as the old Harper farm on south Washington avenue. Or are there any intentions of changing that zoning from residential to commercial? If so, has that happened? Uh, if council president, this is a mayor Waller David, um, we should have shortly a settled agreement with the family and VAR and involving the environmental cleanup of the property. Uh, we do have an engineering firm on board for the cleanup plan, and we're hoping to be out to bid by the end of the year, uh, with the cleanup of the property, the environmental cleanup, and then once that's completed within 18 months to two years at a cleanup or looking to turn it into a beautiful park. Okay. I appreciate that. In other words, a, uh, a warehouse won't be constructed on that screen acres property. No, I, I understand I'm just to fasting. So the answer is no it's Parkland, David. Okay.
Speaker 1 00:53:43 Thank you.
Speaker 4 00:53:51 Tell the president, I'm asking the next individual with their hand raised unmute themselves 0 9 6 2. Please unmute yourself and state your name and address. Thank you.
Speaker 1 00:54:06 You are
Speaker 15 00:54:10 Hello, Brian rock here at 1247 Brookside road. And I guess just to be clear, I am indeed a resident of Piscataway. Um, my concern as a citizen here is the lack of transparency from our government. I mean, it took me complaining that you lied to the state last meeting to get you to actually start publishing the zoning and, uh, planning board meeting minutes. Um, I've been trying to get a copy of the anti-nepotism policy out of you, but my upper request has gone unresponded to since, uh, right after the last meeting. Yeah, the 29th, uh, I would think finding a public ordinance, shouldn't take this long. So I'm kind of confused. And I'm wondering if you can tell me what's going on there. Um, I, I find it very concerning that the council appears to try and be trying to suppress the discord here. I mean, you're really making people ask all their questions upfront so they can't follow up, but you can follow up, but you can't just, I don't understand it. And, uh, for, for David, I just wanted to clarify the warehouse is going across the street from the plan park, not on the park.
Speaker 9 00:55:39 Mr. Act in regard to your anti-nepotism, you're done with your three minutes. Um, you had, um, that's actually my delay. I was reviewing with the administration. I actually have a response over to the clerk that she'll be responding to you, uh, tomorrow morning. Thank you.
Speaker 1 00:55:58 Thank you, Mr. Wright
Speaker 4 00:56:09 Council president, I'm asking the next individual with their hand raised to unmute themselves last four digits 8, 9, 6 1. So you then meet yourself and state your name and address. Thank you.
Speaker 1 00:56:23 Hi.
Speaker 11 00:56:23 Yeah, this is Jessica again, uh, 1247 Brookside road, Piscataway New Jersey. I wanted to speak on the comments that were made about the, the tenor of the discourse. And I think that it's really the council and their representative, Mr. Groomer, that are changing the, the tone and tenor of this discourse to be more, um, to be a lot more adversarial than they need to be. We're concerned citizens that have a vested interest. Also living here, I've lived here for five and a half years, and I intend to live here for the rest of my life. I really love Piscataway, and we're just very concerned about the way that the council and their representation under Mr. Gomer are handling the place that we live and care about. And to say that we're being, uh, that, that we're being political. I'm not understanding really what, what you mean.
Speaker 11 00:57:32 We're concerned the same way that you're concerned. And when we ask questions at we're told that we can't get an answer to the question until the conclusion of our, uh, speaking period. Isn't the way to have a discourse. That's, anti-democratic, you're destroying the public's confidence in there, our system of government. And I'm really, I I'm open to having a much more, um, friendly discourse if the council and Mr. GeMar intends to behave that way, accusing citizens of lying and, and speaking about people who are calling in with their legitimate concerns, the way that Mr Gummer and others have is not the way that you turn this around. And I just, I'm very interested to hear any comments that any member of the council or the mayor or Mr. Grimmer have to say about the way that things are being handled at this time. We want the best for the township and for the residents here. And I don't understand why we can't work together to get that. When we have a question, we want an answer. We don't want to get told, uh, send somebody an email, go ask your brother, uh, filing over requests. That's not productive. I don't understand why even answers I'm. I'm done. Thank you all. Have a good evening.
Speaker 1 00:59:05 Uh,
Speaker 4 00:59:12 Council president, I'm asking the next individual to unmute themselves. That's has their hand raised last four digits, nine, eight for the nine. Please unmute yourself, state your name and address. Thank you.
Speaker 16 00:59:32 Can you hear me? Yes,
Speaker 4 00:59:34 I can hear you. Good.
Speaker 16 00:59:34 I said Madison 1 76 Blackford avenue. I'd like to thank you for all the green actions you have taken for Prescott away. I'm here to, uh, to work on stopping new fossil fuel infrastructure projects in New Jersey. Our approaches changing from an ask to a demand more on that in a minute. First climate science, a 2007 study projected three, 350 parts per million carbon dioxide was required for a stable climate. We are now at 419 parts per million and more fossil fuel infrastructure will compound that problem. The conservative international energy agency has recently stated, and I quote priority action. Make 2020s, the decade of massive clean energy expansion. Another quote from the same, uh, agency. There is no need for investment in new fossil fuel supply. That's the end of the quotes simply put allowing more fossil fuel infrastructure in New Jersey is 180 degrees in the wrong direction.
Speaker 16 01:00:57 Now about, uh, in regards to the approach, empower New Jersey had been asking the governor for action asking is the operative word that has not worked tomorrow. There will be an announcement about a legal petition demanding action about legal approaches to about fossil fuels. Backward-looking approaches to collect from the fossil fuel industry for lying and damages. They have caused have failed forward looking approaches. That demand actions that reduce global warming have been winning. So empower New Jersey is on the right track, but the bad news is that the legal system is not designed to achieve the, as soon as needed actions to stop global warming. It becomes incumbent on the public to force the government to take the needed actions and newsflash stopping fossil fuel infants structured project projects will save us on energy costs. The federal energy regulatory commission allows a 14% return on equity for pipelines. The Southern reliability link south of us in New Jersey has asked for a 25% increase in their fee in part because of the $300 million they spent on pipelines stopping on needed. Fossil fuel infrastructure projects will save us from additional costs like that. An appropriate draft resolution supporting that position will be support will be submitted after tomorrow's, uh, opening of that particular petition. Are there any questions?
Speaker 10 01:02:48 Okay.
Speaker 12 01:02:55 Uh, council president, if I made an assist council woman Kay hill, um, uh, outburst, um, again, I just cannot impress upon, uh, the gratitude that we have, uh, for the work that Mr Madison does and the group that he is part of. Um, we're just as a side note, the municipal buildings are, um, going to be, or we are at, I think maybe a hundred percent, uh, green. Now we're 60% for the street lighting. Um, and we have, we did send a resolution to the governor. Um, Mr. , Mr. Madison was referring to about asking the governor to sign on to this. Um, and if Mr. Madison has a another resolution, um, I would ask that he email it to, um, the council or to Mr. Daisey, but again, um, much appreciated. And, uh, you know, I know that the township here, the council here is committed to, uh, sustainability, um, that, that includes, um, still plans for, um, you know, more solar panels when we are redoing any municipal buildings. Um, and, uh, obviously trying to get all of our street lighting in conjunction with the utility company, the state, et cetera, the county to, to be a hundred percent green. Um, but Mr. Madison could, we'd appreciate again, uh, that if he wants to send forth that information, um, we're happy to take a look at it, but, um, we are committed to, um, to sustainability in this town and, uh, you can see some of the work that we've done to that. Thank you.
Speaker 3 01:04:45 Thank you, Mr. . Thank you, Mr. Madison, you'll do the great job.
Speaker 4 01:04:51 I'm the president. There are no other individuals with their hands raised.
Speaker 3 01:04:55 Okay. Thank you. So item number 14, most central region
Speaker 7 01:05:02 Council president. Uh, I think I'm just, I want to just want a little, if I, if I may very quickly, very briefly quick clarification on, um, the comment made by one of the residents in regards to the finances for the, uh, school district in regards to the, um, you know, the, the agreements that we have with some of these companies, just as a side note, um, all these, all these properties pay taxes to all the taxation districts. This is a question of how, how it's structured and in all the years that I've been involved in government, I've never ever had a superintendent get up and say, Hey mayor, Hey council members. You know, we're not getting, uh, the money that we were supposed to be getting. As far as the tax structure, the school district in the state of New Jersey submit their budgets to the tax collector and to the finance director, for us to be collection of taxes and every day, whatever they submit, we collect and hand over them.
Speaker 7 01:06:02 And as a matter of fact, statutorily, the town only has to give quarterly pavements to the school district. But in this case for the last seven or eight years, we've worked out an agreement with the school district finance officer to pay them on a monthly basements so they can better juggle their finances. So we've worked with the school district. Uh, I believe it's just this myth. That's being peddled by folks that, um, ran for office last year. And by the way, we're were resoundingly defeated both in the primary and the general election, um, on this whole, um, myths that they've been pedaling. Um, I just believe that, you know, they just don't like the fact that there's economic development going on in town. And the idea was that they wanted to build high density housing. And I don't think that's a way, a sustainable way for economic development within our community, because you still have to provide services.
Speaker 7 01:07:01 Uh, if there's high D if there's high density housing, whether it's police, fire, EMS, or social services and impact on the school system. And this is a way of us instilling bringing revenue within the community, uh, we have probably about $150 million worth of, uh, roads that need to be reconstructed. Uh, we don't have this year alone, we're spending $10 million. Um, we construct in streets throughout our community. Uh, it's probably one of the largest amounts in the, in the middle six counties, central New Jersey area, uh, and you know, money doesn't grow on a tree. And we have, we have a lot of infrastructure needs that need to be taken care of. And the school district is being taken care of through a lot of this economic development. As a matter of fact, uh, the library actually received a substantial increase in their funding this year because of all the economic development that has gone on as well as all the other taxation districts.
Speaker 7 01:07:59 So we were able to under the finances should have the tax rate flat again. Um, and, and even in a pandemic. So this myth that's being peddled by a political progressive club out there is, I like to say incorrect. Uh, and the temerity of it is, is that they keep pedaling this, and that's factually not correct. I believe that most of the people in last year's election, 70% of them understood the argument and, and voted accordingly. And I guess people overall understand that they want to get the road six. They want their schools nice. Um, they, they, they want social services and things and all that costs money. So you have to have economic development and to say there that we, as the governing body are not listening to these people, when, you know, they're actively coming on a group of their political consultants, come on these meetings and basically, um, you know, pedal myths out there.
Speaker 7 01:09:00 And it's just not right. I mean, just listen, if you want to have a, a good discourse, that that's one thing, but if your penalty myths out there, uh, that's a whole nother thing. I'm not going to let that slide by. So that's all I have to say for tonight, council president, and, uh, one other thing, council Brennan very shortly. Um, uh, it's good to see that the, uh, spray park is in, has a big attendance crowd out there, uh, every day. And especially on the weekends, when we have great weather out there, given the fact that stole a lot of families, can't get out on the road and have the vacation, because it depends demic. It's nice to know that they have some place to go. That's here safely to take their children to thank you, council president.
Speaker 3 01:09:41 Thanks so much to me here, here, motion to agent, I'll say I,
Speaker 1 01:09:59 Uh,
Speaker 3 01:10:05 Goodbye.
