We wanted to follow up last week's meeting I had spoken to Councilman Cahn, I think is enjoying Florida as we speak. I wish I about what might some possibilities for the 800 centennial site. Wanted to see if there's any update. He was, he said they had asked for a written, you, the council had asked for a written proposal. He had some thoughts on ways to improve, you know, the, the residents lot in life, so to speak. And, you know, that might be satisfactory, we hope and that we can propose to the, to the developer. Right. Speaker 0 00:05:02 So just wanted to make a, a brief comment. At this time, we don't have any additional comments to provide. I will tell you that Steve is leading the effort, but we are working on it. Okay. Speaker 4 00:05:13 Thank you. Speaker 0 00:05:13 Sure. Thank you Mr. Bill. Good evening everybody. Happy New Year. Happy. My name is Oise Ani. I'm at 1000 River Road. Reason I came today was, I read an article last week in the news that I believe it's Steve Connie proposed a thing for, for River Road, no trucks. So I, I'm just coming in support of that. Anything I can do to go and expedite it, I'm more than happy to help. But just wanted to come in and provide my support. Speaker 0 00:05:54 Okay. I just wanna just make sure I have your address. 1000 River Road. Yep. Okay. So we will definitely let Mr. Cahn know. Okay, thank you. Thank you very much. Appreciate that. Any other additional comments? Speaker 1 00:06:04 That was what the consent agenda. Speaker 0 00:06:09 Please come to the mic and state your name, address. Speaker 5 00:06:15 David Akins in Valley Lane. Good Speaker 0 00:06:18 Evening Mr. Akins. Hello. Speaker 5 00:06:19 Good evening counsel. Good evening. On item number seven. Is the Township somehow getting some help with this proposal of this 3 million some change or is it strictly by the council court? A bond is gonna have to be paid back, correct? Speaker 6 00:06:44 That's correct. Okay. If I make council president, actually this is in conjunction with a project with the Mills six County engineering department. 'cause they are reconstructing a culvert bridge out there. As part of that, the county will be helping us out in, in kind services where once the project gets underway construction, they will run the construction management of the actual job out there, which will save us some money. So, Speaker 5 00:07:13 Okay, so the amount that's anticipated are, is that with the contributions from the state of the county or? Speaker 6 00:07:25 Well, what the, the ordinance, what you're seeing right there is roughly about what's gonna be our share of the project county sheriff's gonna be excessive from I understand more than $2 million through share. Speaker 1 00:07:37 Okay. Speaker 5 00:07:39 On item eight, the authorization needed for GE control services. What happened there? Since it's be Speaker 7 00:07:48 Due to the weather, we did not receive the envelope of the bid until Friday closed on Thursday. So we have to rebid it. It was, Speaker 6 00:07:55 We can't accept bit late. Speaker 1 00:07:58 Okay. Speaker 5 00:08:01 Let's see Now for item K kilo, someone just spoke about it briefly. This 87,000, they change who, who's paying for that? Or is it a gift? Speaker 6 00:08:22 The Township government's paying for that. Speaker 5 00:08:27 And, and in its entirety. In Speaker 6 00:08:28 Its entirety. 'cause we're the ones asking that. And that's what the, the rules are. If a town has asked for it, especially this is a county road, we have to flip the bill for the study to permit to give to the county and then also to the State Department of Transportation. Speaker 5 00:08:47 Okay. This is just for the engineering services. Speaker 6 00:08:49 That's it. Speaker 5 00:08:50 And those services was 87,000. So change. Speaker 1 00:08:56 Okay. Thank you. Speaker 0 00:08:59 Thank you Mr. Akins. Thank you. Any other comments or questions from the public at this time? Speaker 1 00:09:04 Okay, Speaker 0 00:09:05 At this time I'd like to adjourn the meeting. Do I have a motion? Speaker 1 00:09:08 Motion? Speaker 0 00:09:08 Have a second. Second. Speaker 1 00:09:10 All in favor? Speaker 0 00:09:12 Meetings adjourned. I'd like to move on to the agenda meeting. At this time, I'd like to call the meeting to order. This is for Brook Brookside Road improvements by JAS Construction not to exceed $74,103 and 13 cents. Are there any comments or questions at this time? If Speaker 6 00:11:25 I may. Council president. I think this change order was due to some additional quantities when they were doing sub-base repairs. And I think also in addition to some of the sub base repairs from where they were installing the sidewalks. I believe Speaker 0 00:11:40 One thing, I know something, there was something about some fencing that was along there. I wasn't sure what that was. Speaker 6 00:11:46 Not, not along there. Speaker 0 00:11:47 Not along there. Speaker 1 00:11:59 Yeah. Speaker 0 00:12:00 Chain line fence. Oh, that, Speaker 6 00:12:01 That's, well that may have been by Mr. V's. House. Okay. There's way Brook runs right there. There's a flag lot. I don't know if you know about there. Flag lot there. It's a very long driveway. Yep. And a pipe that goes across and think there. Engineering Herrera one which just puts some small four foot high chaining power coded fence there just to make sure sidewalks that no kid or any fall. Speaker 0 00:12:36 Okay, thank you. Speaker 1 00:12:40 Okay, Speaker 0 00:12:40 Let's see. Item number nine as a resolution authorizing award of bid for the 4th of July. Fireworks bid opening will be January 18th, 2018. Mr. Bullard, Speaker 3 00:14:40 I just, one comment on that is I would like to thank the Mayor for all the work he put into the snow, the snowing and, and all the videos and everything which was made Speaker 0 00:14:50 I thought was excellent. Speaker 0 00:14:54 Took this in the back a little bit so we can, people can see what actually happened. Yeah, but he was out there. Councilman. Lombardi? Not at this time, no. Councilman RN Mayor is working on a couple other items that he may have within 30th. We're not, we're not sure yet. We're a couple weeks away. Okay. Thank you. Our counsel. Mike Raj, no counsel and I don't have any either at this time, but at this time we're open to the public. And Mr. Miller, you're welcome to come up. Please state your name and address. Few minutes in which Speaker 4 00:15:29 Anthony Wild. 2250 Plainfield Avenue North one I regarding the River Road commercial truck. Strongly support that. I actually hadn't seen it was in the consent items, but secondly on you have the, for the agenda, you're talking about the idling truck idling ordinance. I'd like to know what are the details of the truck idling Speaker 0 00:15:58 Ordinance? So Goomer wanted some details. Speaker 8 00:16:06 So I mean the two main, two main points on it are that the trucks cannot idle for more than three minutes. There's one exception that if their engine is being stopped for three or more hours, then they can idle 15 minutes to warm up their engine. But, but they're limited to three minutes at the time. Also there's, I don't wanna misstate this, let me just reread it. So there's also a restriction as to non-residential non-residential use, which lies within 300 feet of residential zone. It's limiting use of use of trucks u It's basically limiting the idling of trucks within close to residential zone. Okay. Within 300 feet of rooms. And you can get a copy if you want a copy. We'll have a copy of the next meeting. So Speaker 4 00:17:07 Very good. And then I would like to see, I don't know if it's appropriate, but a agenda item to address the, what's happening with the 800 Centennial Avenue project, if there's any progress. Speaker 0 00:17:23 So we can try to provide you, we'll get back to you in terms if, if we haven't updated that time. Speaker 1 00:17:28 Okay, Speaker 4 00:17:29 Thank you. Speaker 0 00:17:34 I, if I'm not mistaken, also, I believe other towns have idling restrictions and we, we made this one a little bit more stringent. Yeah, it can't supersede the correct. I Raj and Mike can't supersede the state law. Speaker 9 00:17:48 Right. I think it's just 1 0 2. At least have the state law. Thank you. Speaker 6 00:17:55 Sure. Speaker 0 00:17:56 Any other comments from the public at this time? Mr. Akens? Speaker 5 00:18:03 David Akens, Ambrose Valley Lane on item number eight, what was the initial estimate before all the change orders? Speaker 0 00:18:19 Let's, Speaker 6 00:18:21 This was a project, Speaker 0 00:18:24 Let's see, we can get that actually the original contract amount was $1.3 million and the change order was for 74,000. Revised total contract amount is approximately one. Well it's $1,476,830 and 63 cents. Speaker 5 00:18:42 The reason why I asked, and I've seen this come up, change order one, two, and three and I remember one time, well they didn't know how much certain things gonna be until they start digging. Okay. That may happen once or twice. Mike to elaborate on this. Have baked it may enough digging at this point that there will not be a change order. Number four and additional monies, Speaker 6 00:19:11 The David, they would've had this road finished had it not been for, they were waiting for PSC and G and cable vision to remove one pole that was out in the middle of the roadway for two months. So that's why the road is still opened up. This will be paved probably in the middle of April. Now as soon as the asphalt plants open up and we expect a closeout item, assume that they don't use over the quantities for the final paving of the roadway. I don't proceed at this point anything. But I would like to reiterate the question that Mr. Kins is asking is applicable to a lot of the streets in that general area of North Stelton and to some of the areas of Arbor where we're gonna start next year is that a lot of those areas tend to have clay. And once you open it up, you don't necessarily know what you're getting into as much as you do core samplings and things of that nature out there. Speaker 6 00:20:10 And if it requires additional quantities, it is what it is. You know, these roads were never true roadways to begin with when they were built 75 years ago and now we're bringing 'em up to Township standards and all the aada a improvements out there. And I'm gonna remind Mr. Akins, a couple of months ago we had a, a decrease change order for one of the roads that we were closing out. So sometimes you get a a minus and sometimes you get a negative. So, but the engineering department does a pretty good job of guesstimates of what, what things are gonna cost out there Speaker 5 00:20:45 In closing. Hopefully there won't be a change order for, Speaker 6 00:20:52 I don't know if there will or not. I can't say yes or, but what I can tell that this, this road project here on Brookside Road has taken well over two and a half years or longer because with all the utility work that had to be moved, all the gas lines, the overheads, the cable, Verizon, and this is, this was a very challenging job out there on both side. Okay. Culvert to the D. Speaker 5 00:21:26 Okay. But I wasn about the length of time is just the escalating cost. That's Speaker 6 00:21:32 What that was. Well, in the grand scheme of things, David, it is seven point half percent of what the public contract was. You're ought to go up to 20%. So that's pretty good considering problems that we're having Speaker 5 00:21:44 Out there. I agree. But wouldn't it be nice to be able to say that Speaker 6 00:21:48 As much I not disagreeing with you, Speaker 5 00:21:50 But And use it. And use for other and use it for other roadway. Speaker 0 00:22:03 Thank you. Any other comments? By Speaker 6 00:22:06 The way, it's my understanding that Speaker 0 00:22:13 Any other comments or questions from the public at this time, I'd like to have a motion to adjourn. Motion to add. Second. Second. All in favor? Aye. Adjourn. Have a good evening. Thank you. Thank you again for coming in.
