Speaker 1 00:03:15 Counsel President. Thank the department Division heads working on. Interesting. So, so a lot of this has attributed to all the hard work that we've done over the last five to six years of economic development within the town to get some of these companies moved back in to the economic crisis that we faced back in 2008 in our community and we're continu to working down that path, which is bringing additional revenue to all entities government within the town. So afford, unlike what's going on down in Washington where that tax bill that was passed and signed at the law. Now even though at the local level they trying the tax, some folks are gonna see an increase in their income tax rate because non reduction trade. Speaker 0 00:04:30 Thank you. Are there any announcements or comments? Picture of this month? Council? Speaker 1 00:04:39 Yes. Speaker 3 00:04:47 And 28th you get an opportunity. Thank you. Speaker 4 00:05:08 That's my husband's birthday. Maybe we will come by and celebrate there. I would just like to also thank Daniel who I know within many, many hours on the budget and thank him for his hard work. Every year he does this and I think he puts in a lot of hours throughout the entire year, not just at Speaker 2 00:05:33 Thank Speaker 0 00:05:33 You council. Speaker 3 00:05:36 I'm on the finance committee and currently the chair. I've been on the finance committee on and off for a long time. And you would thank Daniel. This the re budget. I cannot, I know when the, in my time the Mayor has been involved No, than me. No one. And that's a combination of good budgeting and, and an excellent CFO for a long time and good money management, but also economic development as the Mayor mentioned, a combination of the drop in the tax rate and the increase in jobs. So I'm really pleased the Mayor pointed out in 2008. I can remember a budget was putting the budget together a do it. So Speaker 0 00:06:35 Come that. So Speaker 3 00:06:38 I'm really happy that we're able to use the rate job. Speaker 0 00:06:44 Thank you. Councilman. Speaker 4 00:06:47 Well working with by you. Can we put it down another sense? Can we get it down another sense? So I, I would assume that you're very happy with this and I too would like to thank everybody who came together and on budget for the thousand 18 year. I would also like to offer my congratulations s rolling off Jen. Speaker 0 00:07:15 Thank you Council. Okay. Council Mayor. Mayor Mayor Business counsel. And again, I just want to echo the, the sentence that might appell counsel colleagues that we're happy to see a decrease. I sure you don't wanna, Speaker 5 00:08:07 And I wanted to come and put him on the record, my action by the counsel to address the free crisis of Scott's residence and equally disturbing the failure of all of you to do anything to advance protection for our undocumented residence. As you recall. And the video, if you don't, the counsel attorney is assured the A CLU and the public and that you would not enforce the unlawful ordinance, which you're notfor that apportion. But as you're aware, it's not sufficient simply to un to ignore. The unlawful orders may have to repeal it. And any changes that need to be made in the ordinance ought also include the pieces about the Speaker 5 00:08:46 Informal conferences that includes being very questionable as well as city council president. If any other city council, there's no legal standard and it permits informal conferences under the Open Public Meetings Act. If more than three of you meet and discuss council business at any time, at any time, you need to provide public notice under the Open Public Meetings Act. Yet your ordinance allows you to do that. Either though. It just that, that just prevent in Public Meeting Act. So when you get around to re reconfiguring the ordinance, we need to address that as well. There's simply no reason to have a provision in an ordinance like that that that the circumvent the sunshine walls. Unless you have something to hide and maybe you wanna hide because you don't seem to have very much to show for your actions. You've been aware for nearly a month that this ordinance needs to be addressed and we haven't seen anything. Speaker 5 00:09:38 No committee hearings, no public input sessions, no resolutions, literally nothing. And nothing's happened in response to a bunch of us, many of us. About 200 people finding petitions, asking you to take steps to protect your undocumented residence. Here in this gathering ice is literally pulling people off the streets in the Touchin and in Highland Park and we've come and asked you to do something and you have done nothing but pay lip service. You all sat around here and talked about how you thought it was a great idea and you get right on it. And that was September. So no committee meetings to discuss it. No proposed policies. No input settings from the public. Literally nothing has happened. And that seems to be the MO here. Nothing happens until residents make you do something. It's great that you passed an ordinance, you're considering one to get truck traffic off of River Road near your own home and near 18 years after it was proposed. Speaker 5 00:10:24 But you're not doing anything to stop the truck traffic that will be on the other side of the heights from the GE warehouse redevelopment that you allow to happen. Even if you resolve that situation in many of the folks that you do. It's only because many concerned residents came here and urged you to act. I'm a Massachusetts native but not a Patriots fan. I think everybody would benefit from listening to their motto just the same. We need you to do your job. It's unclear why you're here. If you're collecting salaries from taxpayers, if you won't act on the pressing issues that face our community. We're watching and we're waiting. And so far, like many Patriot fans, were pretty disappointed in the job. Thank you Mr. Murphy. Speaker 3 00:11:05 Just want update counsel on, we have actually this week, a couple days by we on it and we'll have the council to review discussion. Yeah, we happy proceeding on it. Speaker 5 00:11:21 Can you make that public when you do it before you Speaker 3 00:11:24 Do it? Yes, of course. We can make a, Speaker 5 00:11:25 The reso the fact that resolutions aren't available when you're voting on them, Speaker 3 00:11:28 But when there's legal, when there's legal review and work, you know what, we'll provide you a completed copy. But when it's work product right now as we're drafting it, we're not gonna release, you know, our initial draft until you even before the council. Speaker 5 00:11:42 So Ms. Berger, if you could just have a seat. I just have a quick question. I just wanna know why it's not possible for you to provide copies of the resolution to the people I've been meeting on. Speaker 0 00:11:53 One, I, sorry. So this, so people kind of understand what happens. So everyone has three minutes and can come up your name and address and you, you can either stand it for your three minutes or if you or have a seat, but once the council has an opportunity to comment, they will we'll move forward with the next person Speaker 3 00:12:12 Also. Mr, I just wanna update you. You said that there's be no updated informal congress. I think you made a request asking for any information on them. There has been none and I think the, the clerk's office notified you that there was none. That's not Speaker 0 00:12:24 The issue. The issue is, except it your municipal ordinance allowed you to do that. Speaker 3 00:12:28 Updating you on your request. That's why. And, and you know the ordinance will provide, you know, we'll be working on all the other issues that you discussed. We have been working on. Speaker 0 00:12:38 Is there anyone else from the public that would like to speak? If so, please state your name and your address and you also have Speaker 6 00:12:57 On the Speaker 0 00:13:05 Yes, Mr. Akens. Okay, Speaker 6 00:13:07 On item essence Sierra t Tango. I see there's two different contract orders going for Walk Home Depot and Low two different. You elaborate on that. Speaker 3 00:13:27 This, a lot of the repairs that we go over at the Sterling Village come up as the toilet or something. So what we do, lows depot, the places normally we repair. Speaker 0 00:13:45 I see two different amount. Speaker 3 00:13:46 Yeah, we generally buy Home Depot, spend more Home Depot. Speaker 0 00:14:03 Thank you. Are there any comments? Parties sir, state your name and address and thank you. Speaker 7 00:14:31 So I'm also here to speak in opposition to the relocation of truck traffic from River Road to other corridors. We live next to the Route 18 corridor next to LAR Avenue. We have plenty of truck and road highway traffic as it is and it seems to be a not in my backyard situation, but I'd much prefer to see that jacket naturally instead of by four. Speaker 0 00:14:58 Thank you. Thank you. Are there any other comments or questions this time? Please state your date address. Okay, at this time I'd like to adjourn the meeting so I have a motion to adjourn. Adjourn a second. All in favor? A. Okay, meeting adjourn. Move forward to the agenda meeting. Speaker 4 00:22:39 Council President, the one of the items that brought to mind about Network BO and how in the springtime they'll have their largest fundraiser and Speaker 0 00:22:50 We Speaker 4 00:22:51 Say it's a G that we have here in and our town is where the first 4th of July was celebrated to the general of Washington and we have Metler Bodine case that belongs to the taxpayer. So as we get closer to that date, I expect that I will be advocating for residents to come out with support that Bodine for their auction dinner. Speaker 0 00:23:17 Thank you Council. Thank you. Council la. Not Speaker 4 00:23:23 At this time. Thank you Speaker 0 00:23:26 Council. No Mayor counsel. No Speaker 4 00:23:33 Thank Speaker 0 00:23:33 You. I don't have any comments or questions at this time, but at this time we'll open to the public. So unless I had a question, if you come to please name Hi Laura Leitz ended at 1 0 2 passing Australian Street South in the Pot County section. Very excited to see that there is a resolution addressing what many, many residents have been leading for a very long time, which is some movement on the Pi Skyway Community Center project. I'm wondering where, if I can get a little bit of history, because I know this project's been on the books and in discussion for a very long time. We're putting aside $39,000 for and engineering of what do we have planned from the last time we opened this up? What is the history? Where's the spending, where's that record keeping? Where's the plan? These are all the kinds of questions that as a citizen of this Township, I'm sure you here and I know Speaker 1 00:24:37 I've heard definitely. So if you would like to see the plan, you you're welcome, right? To come up to, right, you can come up to the mayor's office and and see them Speaker 0 00:24:47 And there was Township input Speaker 1 00:24:50 From what, when Speaker 0 00:24:52 Would that be happening? Speaker 1 00:24:53 For the, for the center? What they're looking, Speaker 0 00:24:57 Well this is, so is this money, what are they gonna be doing with this $39,000? What are they getting? Speaker 1 00:25:04 This is to finish out the site work for what most folks don't know. There would've been through the State Department of Transportation about $4 for the site work already completed out there. New Road Network also all utilities have been stuffed out for the building. Also Fiber optic Cahn, everything to that nature management. And this is basically for the engineering. The design plans are roughly about 90% complete completing amount shortly, hopefully by June. Speaker 3 00:25:40 We really couldn't, couldn't build anything until this June 18 project was completed because the agreement that we had many, many years ago, department of Transportation, they were gonna do the infrastructure work for us. State the Mayor, it gets about four or $5 million in cost. We don't see some of that because of below ground and the road is in and so on and so forth. Just took a long time to get the financing in place from the issues, delays in budget. We talked about work long time to get the money in place too. Plans are terrific and what would we go take a look at? Speaker 0 00:26:24 So just to clarify this, 39,000 is our portion finishing up the site work for this 39,000 is for the plans that they created for us? Speaker 3 00:26:36 No, this is to complete the engineering work for this framework. Speaker 0 00:26:40 Right. So it's our portion of what you're saying other, other entities provided for us. This is our piece to pay for those. Right? Finishing up Speaker 3 00:26:48 Ready bid, this bid Speaker 0 00:27:01 And the plan that's in the mayor's office for us to look at. That was created with input from your committee or you, you met with folks around town or with the plan for this, this plan, the Mayor, Speaker 1 00:27:16 This input that has taken over the last three to four years also work in conjunction with the national YMCA, what their needs would be in order to operate and the design. And this is due of actually a telephone actually entity that was done Foursquare Marketing. It's by the YMCA. Speaker 0 00:27:40 So we have a commitment from the YMCA that this is gonna be a site for us in Wick. Oh, Speaker 1 00:27:46 If I may It is, it's it's owned by the Township. There is no commitment from the Y yet. The work is still working with the Y national on this, but about operating it, it is a Township government in theory. Speaker 0 00:28:03 So we would like subcontract to them kind of thing. Okay, all thank you very much. Sure. Speaker 5 00:28:18 30 threeway informal conference that laid out the ordinance, whether I over something or not. And whether I over that for a year or two years or the entire time at that ordinance has been in effect, which some of which we know to be unlawful, we don't agree on. That is not really the question. The question is whether or not the product that you are developing to replace that ordinance Cahn, it continues to include the permission of an informal conference. Can you tell me whether it from someone on the council, tell me whether or not in your ordinance come Speaker 3 00:28:53 What you, Speaker 5 00:28:54 I'm talking about in your ordinance you have a clause that allows you to have an informal conference. So long as it does not conflict with the Open Public Meeting Act, there's no way to have an informal conference that does not conflict with the Open Public Meeting Act. So what I'm asking if I can finish because I had three minutes what I'm asking, Speaker 3 00:29:13 I'm trying to, I'm trying to understand what you are talking Speaker 5 00:29:16 About. I'm talking about the ordinance that you adopted. I just Speaker 3 00:29:20 Had, I just had a conference with the Mayor and with Daniel. You saying that that mid point the conference that I, Speaker 5 00:29:29 Well the mayor's not a member of the Cahn, the the staff person. I'm saying that if three of the members of the council Right, have a conference of any kind to discuss business of the, of the, of the council. If you Councilman, Lombardi and Councilman Shaw were at, you know, Applebee's and you were talking about something that was related to this matter before the, before the council, that needs to actually be an open public meetings act. That would be noticed. We, I'm not accusing you. We, we know that. Council president. May I, Speaker 0 00:30:00 Hold on. Yeah, go ahead. You have, I've got another minute or so. Speaker 5 00:30:03 Well, I It's okay. Go ahead. Okay, so my, my question is in the production of the new ordinance, which I'm very happy to hear that you're, that you're undertaking, does that informal conference, is that informal conference provision stricken because there's no need there? Either you have a formal meeting or you don't, there's no like being pregnant. There's no in between. Okay. I'm sorry. Speaker 0 00:30:26 I think I got your question. Okay, so council or Council. So, so Speaker 3 00:30:30 The council always complies with open public meetings act. They never have not, the, the language in the, in the ordinance is probably 10 years old if not more, where we are cleaning up the language of the ordinances to make sure that there's no interpretation that it could be conflicting with the state statutes. Speaker 5 00:30:46 So my question is whether I just gets my, my Speaker 3 00:30:48 It, it will, it will be, it is part of our considerations. I'm going through revisions right now, so, okay. Speaker 5 00:30:53 And will you be having a meeting to discuss the revisions before it comes to the council as a draft resolution? Like many other municipalities have committee meetings where they invite the public to see the work product before it gets to the council. Speaker 3 00:31:05 If, if we did that for every ordinance, Speaker 5 00:31:07 I'm not asking to do it for every ordinance. I'm asking to do it for this ordinance. Speaker 3 00:31:10 I, you know, I'll, I'll Speaker 5 00:31:11 Is there a committee that that would be referred to? Do, do you all have a committee that was Speaker 3 00:31:16 Public? As the attorneys will, as attorneys will we have a draft ordinance we present to the council for, for their comments back today. Okay. From there. I I'm sure the council may offer that to the public when it's, when it's in that final draft for public comment if necessary. But, but that's the council's decision at this point. We're still, Speaker 5 00:31:34 Wait a minute. I understand that you're not a member of the council and that you're providing legal. Speaker 0 00:31:37 Okay. So I'm gonna, I'm gonna close this. So at this point I think that our council is working on it and we'll get back to you in terms of our decision. Okay. Thank you. Are there any other comments or questions from the public at this time? Okay, this comment like, oh, Speaker 5 00:31:51 Sorry Ms. David Speaker 6 00:32:02 On there was an extension of service for what, three questions. What was the initial course it was of the grand services and when did it start? When's it supposed to end? And three, why extension? Are they doing additional work or? Speaker 3 00:32:31 Started, started, last year was supposed to be for a year. We put it out to bid with companies that are bidding on it. We're working the attorneys to resolve those issues and we continue that until we resolve the issue. When we, we prorated their, their yearly bid, the monthly and admin three months. Speaker 1 00:32:56 What was the yearly salary? Speaker 3 00:33:04 Well, quarter 4,000, roughly hundred thousand. Speaker 1 00:33:09 So the 24,460, is this the same contract or it another contractor? Speaker 3 00:33:19 It's the same contractor. Our contract an additional quarter while we work at the bidding issue. Speaker 1 00:33:25 Okay. When is this contract in? Since this started last I 17. Okay. What happens that bid you gonna go out the bid again? Speaker 3 00:33:39 We went out the bid last year. We received several bids. We without conflict, several bids with the vendors not interpreted correctly. So we were trying to resolve those conflicts instead of going out and when the attorneys are comfortable we, Speaker 1 00:34:00 And the meant that it see this three or four months, what would we do? Extend it again is I think that's what you're Speaker 3 00:34:06 I think we're, I think we're okay. Video the expense advertised. Speaker 1 00:34:18 Okay. But what, what happened against the behind that had extended conflict with language Speaker 3 00:34:27 Dinners? Dinners did not clarify what they were gonna to do for what They did work through re bid council bid. Speaker 1 00:34:40 But it was initially approved. Correct? Speaker 3 00:34:43 This was approved over year ago. Speaker 1 00:34:46 Okay. Item number 13. What was the initial cost and what is the change order? What, what did that consist of? Speaker 3 00:34:57 The initial cost 2,500. And we realized that there's an issue with this building and another one of our building is with lightning protection. This building include lightning protection. So we're having them include lightning protection. So if they're looking at 4,000, Speaker 1 00:35:18 Is this the only building that you're referring to? This building? Speaker 3 00:35:24 We're looking, we're working here building. Speaker 1 00:35:30 So that $4,000 would cover all this, looking into that. Is that correct? Speaker 3 00:35:35 Yes. Engineering. Speaker 0 00:35:38 So Mr. Akens, I have, did you have any other questions because I'm, you know, I don't want to, I wanna be fair to everybody. So I recording of question minutes here. Okay. Of course you, I know, I know. Speaker 1 00:35:57 Item number 20, air system maintenance actually exceed 99 and notice the resolution. Is this for the whole complex police station Municipal court? Speaker 3 00:36:18 It actually, it's for all of our building. Senior building, Adelphia Public Safety, the municipal building, the two libraries, fire training grounds, recreation building, fire ion building, also works. Building, building. All covered by this. Speaker 1 00:36:38 Thank you. You're welcome Mr. Okay. Okay. Speaker 0 00:36:41 Are there any other comments or questions from the public at this time? Please state your name and address and you have three minutes to speak. Speaker 1 00:36:49 Good evening. Name is Fred White. I live Code seven Park White. This actually, I've got a couple of different questions. Is there anything happening with the idea of turning around the Penford group building to the debate based centennial or the done deal that they're gonna be right up against the right? Speaker 0 00:37:15 We, Speaker 1 00:37:16 We Speaker 3 00:37:17 Met the developer that week day was, and we had discussion with them about doing several different modifications to the site and they need to do some engineering research, get back to us on the cost to discuss some of these different modifications with their lender that we have a contract with. As of an hour or two ago, we still have not gotten the response from them. I can only say decision working with government. Can't say whether it will be to do those things or not. I was at, I was at the, I don't have the answer. Speaker 1 00:38:16 Fine. Speaker 3 00:38:16 I called it to park at about five 30. Again, not heard. Speaker 1 00:38:23 Okay. Then the other question I have has to do with some sort of monitor to measure decibels coming from that operation. Does the Township have any kind monitor Speaker 0 00:38:37 So that, that I'm not aware of is can you have an answer to your Speaker 1 00:38:41 Question? Yeah, Speaker 3 00:38:43 They, they would have to meet all of our, our statute all and it would be, Speaker 1 00:38:51 I sorry, it Speaker 3 00:38:52 Would be of enforced by the health department if you have complaint. Speaker 1 00:38:58 What do they have monitored? I mean the physical thing that they can measure. I don't have the ability to monitor what asking Yeah. Speaker 3 00:39:06 Health department. Yeah. Speaker 1 00:39:08 Do you know what kind of make and model it is? I do. So what we could, Speaker 0 00:39:13 I mean if that's something that you're interested in, what we could do is take your name and we can kind of let Mr. White in that, if that's something you're looking for. Right. Speaker 1 00:39:20 Go to the health department, I'd appreciate that. Sure. I think other people would too. If you, if you could just give him your, your number and we we're Speaker 0 00:39:28 More than happy to Speaker 1 00:39:30 7 3 2. Oh, you don't have, Speaker 1 00:39:37 Okay. The last question has, this is totally probably very different from the other two I've asked. I know that in this country there are some police departments that have taken military equipment for their own city purposes. Has the getaway taken any equipment from military providers? The is no. Although we, we will be applying at some point in time for a double trucks. So if there's ever a heavy flood in town, it's one of those high surplus trucks where if you had to evacuate somebody from a heavy flood that if they ever have a surplus, we Thank you. Thank you. No evening. I name it's Dr. John Connors reside at 10 Seward Avenue by school and have not attended a council council meeting since last year. So I everyone Item 18, resolution of the Piscataway Community Center project. My question, as I recall years ago, there was a chance for the public to donate and buy a brick or the facility. And my question is, I know at home I believe I bought two bricks and other people in town bought bricks. And where does that total money Speaker 3 00:41:34 Resides the account. And we have a list we got your name on. Great. I think Tom, you, you may very well have been on the initial committee that project, Speaker 1 00:41:47 Is that right? I, I do not recall. Okay. Speaker 3 00:41:51 I got a better memory. Speaker 1 00:41:54 Been around for a while there, see, been around for a little while. Any other comments, Mr. Oh, that was it. Okay, good. Thank you. Any other comments or questions before we this? Sorry, sorry, sorry. Council has a comment. Speaker 3 00:42:12 In regard to ordinances, there's always three opportunities for the, the public to comment on ordinances. It's on the proposed agenda and there's always two readings and there's always comment period. So there's definitely opportunity for the public to comment on the ordinances. And the ordinances always provided in the back for your review. So even if there, there's no prior discussion, there's always gonna be three, three chances where the discuss something before I didn't, but apparently there's some odd language, I guess word it a question asked about and I believe that's gonna be clarified. Yeah, I didn't know. I had no idea what what meant, but yeah, there's, there's undefined language in the organization. Okay. You're still Speaker 1 00:43:10 Enforcing anyone else? One last comment, comment first. That basically counsel, do nothing, a body disagree. Characterization, discovery body. We've done a great job with the dropping 12% tax rate. We provide a lot of services for the community over the years and all the economic development are doing, bring all these jobs, which have good paying jobs out there, which are hard to come by. And a lot of, some of 'em manufacturing jobs, which is state of New Jersey. That's not the norm. We're fixing a lot of the, a lot of the roads throughout the entire town. Most people realize that a lot of these neighborhoods were built back into the sixties and seventies. So the, their streets are at the end, their lifespan. And we have a systematic process to working through the engineering department and the public works department of renovating these areas that, that need to be done. Speaker 1 00:44:11 We have one of the best systems going for doing that. And we have, we, one of the lean shift here and provide a lot of services here. A very good police department here in town that will offer lot of programming, which by the way, we provide assistance to the school district. We have three police officers over there that come out that comes out our budget, not the Board of Education's budget and, and recreation and all the other things. So I, I mean it doesn't characterize the governing by, we're not doing anything, you know, for a town that has a double a plus rating in has sterling comments when Moody's investment or standing Ford's comments about us and that we've gotten a lot of accolades and national accolades for our committee. I think respectfully disagree with that comment there. Speaker 1 00:45:04 I'd like to, a motion to adjourn. One last thing as an aside note. There was a comment made about development in avenue now most people know is our revenue card and has been a revenue partner for only 60 years that help supplement the home homeowners live here, where corporations and the companies pick up more of the share of the tax burden and do the development along that quarter. None of the zoning has changed out there for more than 60 plus years. So everything that's out there is a permitted use. But I would like to mention though that Ms. Berg, it's bring about over development. You know, she is a lobbyist for a housing coalition that advocates for housing around the state of New Jersey, as she knows a big chunk of the state, New Jersey and town, our town among the other towns New Jersey is because of her advocacy. Speaker 5 00:46:12 I, I can't, I That's person you're not What I, I that's inappropriate thing I have ever seen you do. I represent 50 nonprofit. I'm not personally responsible for state housing. I didn't sign any of your fair share. Agree. That's on you and below the Speaker 2 00:46:54 Call. Yeah. If you have Speaker 5 00:46:56 Something to say, come say it to my Tracy, a man about it. You don't have, you don't have time. You can use your bully pulpit to, to disparage people having affordability. Excuse me. You need to hire a publicist. I I'm not gonna, I cannot. Our taxes is paying for your public. You're not disagreeing that you all signed a fair share agreement that I had nothing to do with. But if you have something to say, Mr. Mayor, Speaker 2 00:47:23 Please come say it to my face. Speaker 5 00:47:28 That was, that was something That's your, that's your, your address, that is your counsel and your Mayor at work. I'm not ashamed of what I do every day.
