Speaker 2 00:03:31 2250 Plainfield Avenue North. Thank you, Speaker 0 00:03:34 Mr. Well, Speaker 2 00:03:35 Hi, how are you? I'm back. I have some follow up. I wanted to ask One, I had asked last week and a few weeks before about parking on Plainfield Avenue North. You were going to, I was told you were gonna talk to the police and see what you could do. So the residents on the street had adequate parking. Speaker 1 00:03:59 Yeah, we're, we're still working on it. I'll get your number after the meeting and we'll follow up with you during the week. Okay. Speaker 2 00:04:06 Appreciate it. Number two, has anything, anything new with the 800 centennial? Speaker 1 00:04:17 I don't think it's anything that I'm aware of than they appear to be complying with the agreement and how they're gonna do demolitions on Speaker 2 00:04:27 I did, Speaker 1 00:04:28 Mr. Brennan I know sent an email asking a number of different items, Mr. Daisy's in Ireland. I noticed that. I just noticed that he had responded, but I, when Mr. Dacy gets back, I, I told Jim that I would follow up. I I would, I would like a, a discussion about the firm directly with the principals. I don't know when that'll be, but I'll, but I'll, I'm gonna make an attempt to arrange that. Okay. Speaker 2 00:04:54 I appreciate that. Speaker 1 00:04:55 It's gonna be long before any construction 'cause construction is months and months off. Right. So I, I will, I will follow up on that and I will be there. I don't know, but I mean some representatives, I guess that would be fine with me and Mr. Stein and somebody from the developer will see if we can't iron out with some of the discrepancies are, Mr. Jones told me he, it was just subjective to make everybody happy. So we, I'll give him that opportunity. Speaker 2 00:05:27 Thank you. Third, I question about the Ariba Scientific, the, the supposed sp hedge between my property and everybody on Plainfield Avenue North. They did some work in the fall. They were going to do more in the spring. I actually spoke to the gm, I forgot his name, but still I haven't seen anything being done and there are more trees down, there's garbage building up, et cetera. So I know they said they were having an issue with a contractor, but I would hope we would put some pressure on them to get, Speaker 3 00:06:10 I can answer that. Yep. Speaker 2 00:06:12 Thank you. Speaker 3 00:06:13 Just a couple items out there. One, some of the, there was some damage done obviously to like many home little businesses during the march. There were storm and still need to be remedied. Number two, take a look at the garbage. But number three there is, there is a lot of landscaping that was put into over there. If you drive by there, you see a lot that were put in for what the landscape architect tells me. There's a mature canopy out there and the types of bush that were planted that are gonna be ultimately will grow up to eight foot in height. However, that's gonna take a while for them to get to that, that height. But from what I understand and I drove, I personally drove out there and I did see a lot of landscaping that was installed in the fall. Speaker 2 00:06:56 I will point out that from my home, there's landscaping to the right and landscaping to the left. And my view, wait and my view of the building is less obstructed now than it was five years ago. And there are very, there's very few plantings and I don't think I'm being picked on, but it just turns out that there isn't a lot of planning done in front of my section. So Speaker 3 00:07:25 I'll appreciate Speaker 2 00:07:28 They Speaker 3 00:07:28 Did do, they did do a lot of fun. Speaker 2 00:07:29 They did, I agree. Speaker 1 00:07:31 Been an issue that, I dunno the answer to, but a lot of things have died in that one space. That's as if there's a, a soil issue. Speaker 2 00:07:40 Right. Which, it's a weird, I've had spot trees die that I wondered if there's a plume of some sort, but I haven't had, you know, getting a course sample will be expensive. Speaker 3 00:07:52 But we'll have Henry Stein go out there and check it Speaker 2 00:07:55 Out. I would appreciate it. Haven't looked from the front of my home and look across and, and tell me what he sees. 'cause they planted things over the years, but they don't maintain them. And during the, and they don't water and during the dry month in August they die. Understood. So, and then lastly, I believe it was in March, March 6th, we asked about the warehouse projects that are going on in the town. And there were claims of jobs and we asked that if any, if there was any guarantee of jobs for Piscataway residents we're told that you didn't feel you could mandate that, but, but that you would find out if Piscataway residents obtained any jobs. Speaker 3 00:08:46 So we can't, we cannot mandate that a company come, Speaker 2 00:08:48 Comes in. But actually you can with a, with a benefit agreement or community benefit agreement if the state puts in more than a hundred grand into any project. So I'll then you can have a community benefit agreement. I'll defer. Speaker 1 00:09:06 There's, Speaker 4 00:09:07 There's two aspects of it. There's, there's a lot of requirements to the community benefit. Yep. But there's also, the issue is if, if we're bringing these, these owners or developers into redevelopment areas, we have to incentivize it enough for them to feel that they can, that it's in their interest to come. So it's sometimes restricting their employment region or geography is something that a lot of business owners don't want to do. Not saying that that's you, you know, that's a limiting factor. But it, it is a consideration is when we're, when you're trying to get more businesses in, we have to look at both the requirements for the community benefits agreement, but also whether, whether that will restrain us getting actual 12 presented. Speaker 2 00:09:56 And I understand that, but when you publicize these things are being done and they're gonna be a benefit to the community. Speaker 0 00:10:03 So that's, Speaker 2 00:10:04 You mention a number of jobs that none of them Speaker 0 00:10:08 We try to advertise, it'll be of interest to the residency. Speaker 1 00:10:12 Do you know, other than making a political speech, do you know whether or not the jobs are going to Speaker 2 00:10:16 Residents? I don't know anything I've, we asked and were told that we would be got, that some information would be provided. And I haven't heard anything back. And that was three months ago, two months Speaker 0 00:10:28 Ago. We have been informing our residents actually on social media and all of those other networks that we all keep talking about, about jobs availabilities. So if somebody is looking, they can reach out to those various companies. And I will tell you, a client of mine has received a job. I keep the Speaker 2 00:10:46 Share. That's great. That's great. Okay. The more the better. It'd be nice if we had some, some numbers to track just how it is benefiting jobs in the community. And that's all. Thank Speaker 0 00:10:58 You. Thank you. Any other comments or questions from the public at this time? Speaker 1 00:11:02 I just wanna say we get the projects that the data centers and these other things that have come into town in the last two, three years and created over a thousand job opportunities that mean thousand. I don't know if there's a thousand, I don't know what this unemployment guy was, but I'm willing to bet you just anecdotally that a large percentage of those jobs will go to residents in town. I don't have any way to prove that other than just people in town. I've had people come up to me who live in town and they're excited because of the job opportunity. Speaker 0 00:11:36 The opportunity is there for people. A lot about you and council president. Correct me if I'm wrong, Mr. Mayor. I would shoot this to you. We, we, we have it up on our sites when these companies are coming in. Yes. Okay. And I do know probably, hopefully I just heard the Best Buy probably come in online in like 30 to 60 days. They'll probably be hiring because one of our residents who is here at the last meeting is asking, he lives locally and would like to work there versus Lowe's. So he can back bike then he could ride his bike there. Yep. Sue, Sue. We are, we do have it on social media. You know, you heard what they said about the mandated but I, I do know that we are directing people to let them know Speaker 5 00:12:22 And Speaker 6 00:12:23 Asking questions. Isn't a political speech is what I'd say. I'm Speaker 0 00:12:27 Just asking, asking questions. I'll open to. Okay. I don't mind standing there. That's cool. Speaker 5 00:12:32 Everyone has their Speaker 0 00:12:33 Time. Speaker 5 00:12:34 We should ask one share of the parkway. First of all, we took a, a picture with the Mayor at the street fair. We haven't been able to find it on social media. We can get a copy of that. That'd be awesome. We like to share it as well. I think Mr. Will took a picture. Speaker 0 00:12:54 We'll see if we get the Mayor autograph. Speaker 5 00:12:56 Want an autograph? Gotta sell it somewhere. Fundraiser. I need that. Speaker 0 00:12:59 Yeah. Speaker 5 00:13:01 55 cents, you know. Okay. Other than that we are still looking forward to a follow up meeting. I know we, a bunch of us met in August of last year. We haven't quite met since. I know we've spoken about other things in addition to getting wanted to meet about, talked about the letter. I know the police chief's on vacation. Stacy's on vacation. Everyone's on vacation. We are still looking forward to that follow up meeting. Some things that happened this weekend I spoke to some of you about, I don't think now's right time to really share it, but we would definitely like to have that follow up so that we can prevent Speaker 5 00:13:40 Certain things. Again, we wanna do the best we can for our residents or visitors and those who are passing through. So we will be, we will be looking for a follow up. The township's council has been legal counsel has been nice enough to help us understand some things too as well. We'll be calling up. So thank you everyone for the input. We are looking forward to that meeting also. Thank you for the financial contribution. We did pick that up. Indeed. Sorry. Positive be well on its way to be putting to use to better our service. Other than that, I mean if you guys have any questions the same way I ask you guys questions, do you have any questions for us? Do you know when we should anticipate at least what month a follow up meeting? Just so we can let our officers know. Speaker 0 00:14:27 Need to answer that question. He's on vacation. Speaker 5 00:14:30 Yeah, I like I say your, I know he said he was on vacation. We did provide that letter. We're just eager to help more people. I'll ask him when Speaker 0 00:14:36 He get back. He's gonna maybe a quarterback of that. So we really need him Speaker 5 00:14:40 To answer. Speaker 0 00:14:42 Okay. Thanks Speaker 5 00:14:42 Evan. Thank you. Sure. Speaker 0 00:14:44 Any other comments or questions from at this time? Speaker 7 00:14:52 David Akins, Ambrose Valley Lane. Good evening counsel. Good evening. Mr. Let me elaborate a little bit about the fair. I also acknowledged the Mayor at the fair. I didn't get a picture taken. That's okay. We can do one tonight if you want. No, that time is coming past. I Speaker 3 00:15:15 Offered to take a picture but you were on your way out. Speaker 7 00:15:18 Well item number D, delta and E Echo. All I want to know is how are we proceeding with putting that additional information on? That's all I want to know at this time. Speaker 4 00:15:33 Okay. Yeah. Me and the clerk are working on it that because there's potentially certain contracts and multiple change orders. What we're trying to make sure, trying to create a formatting that we can use just as a temp, be consistent in the future and on, on what we would put on there and how we would put it to make sure it's accurate. Yeah, Speaker 7 00:15:57 I understand it. Just the initial, Speaker 4 00:16:01 Well yes, but then if there's multiple change orders then we would have to list each change order your original, original contract amount, current contract amount it starts. You're not just adding one number. Otherwise I would easily have, you know, do it. But we're working on it. Speaker 7 00:16:17 Okay. I don't number H Hotel. What happened with the HVAC Speaker 3 00:16:24 Novation vac? Speaker 7 00:16:26 What happened? The contract Speaker 4 00:16:30 There was, there was a, Speaker 3 00:16:31 There was a glitch in the template from the bid spec. Speaker 4 00:16:34 Yeah. There, there, there's a couple items missing and a couple forms missing in the bid spec. So, so it's just being revised and it'll be reissued. Speaker 7 00:16:42 Do you know when, Speaker 4 00:16:45 Probably the next week or two Speaker 3 00:16:47 Come in the first week? June, Speaker 7 00:16:49 June 14th? Speaker 4 00:16:50 Yeah, the, I think they're gonna keep the original, the original bid date of June 14th. Speaker 7 00:16:56 Okay. Item number I India. Would you elaborate on that equipment? Speaker 3 00:17:14 Sure. There's, there's two items out there I may have. The behest of Councilman Cahn represents that area Lieutenant happened is there's gonna be a new double tennis court out there to replace the old one, which we now have refurbished into a basketball court doing that. There's a drainage problem. There's also gonna be a new walkway fitness trail that's gonna be built in the park. And then on top of that there's gonna be an adult fitness component with that. So we're in construction for the children's playground portion out there. But also there's gonna be adult Cahn fitness area, which now will make that park a all encompassing type park for that general area of North three. Yeah, Speaker 1 00:18:03 I'm happy to say that drawing park, I'm have you say it. Brian Park will soon be one of the nicer parks in town. It's gonna have a lot of stuff. It have a lot of entities. And you know what, it's a good location for one. It's next to Norwood School. Yep. And there's a lot of streets that feed right into it. It's a great community park 'cause there's so many residents that live around it. So things that we're adding to it are gonna be well and well used. Speaker 0 00:18:27 That's one of the things that I kept advocating for. All our parks are primarily to the children. So I wanted one of the parks to be, have something that adults can use. And fitness equipment was one of those things. And sit up bench sheet, double chest press, talent bike, cross trainer. Freemont hand bike is like, oh, we'll be having an exercise class in the morning. Okay. Speaker 1 00:18:48 We're also making renovations to Tower Park, which is just a few blocks down. Speaker 0 00:18:53 Will you be joining us Mr. S? Speaker 7 00:18:57 Well, yes. After the, after this. When, when is that supposed to happen? Speaker 3 00:19:01 Well sure they should start at the end of June. Speaker 7 00:19:05 It should start David Joan. It'll Speaker 3 00:19:07 Be under Speaker 7 00:19:07 Construction by the end of June. Okay. And we complete it when Ms. Snow, Ms. Sue Cole will do it. We Speaker 0 00:19:12 Won't make you sweat. We'll do it in September. Cold. Alright. Happy Speaker 1 00:19:17 To say in the third way that Wynwood Park, tarot Park, and Park are all being re redone either right now or in the next 30 days. Speaker 0 00:19:29 So I'm gonna move on from this topic, right, because we're open for three minutes. Speaker 7 00:19:33 Okay. Since there's everything's above ground, the $40,053 in change, do you anticipate any changes, any change orders? No. You know, you're not going into the wall or anything of that nature. Do you anticipate any change orders? Speaker 0 00:19:51 We'll say Hopefully not. We don't anticipate any. So, Speaker 4 00:19:53 David, at the time we award these contracts, you don't ever anticipate change orders? No. So it's only when they get out there and actually start working. But of course, you know, the goal is that the bid specs cover everything. They, they do their background, you know, the department officials make sure that they, you know, review the project thoroughly and make sure they try and account for everything. So yeah, at this point, you know, when we do award contracts, you don't anticipate any change orders. Speaker 7 00:20:20 Thank you. Speaker 0 00:20:20 Thanks Mr. Eman. Any other comments or questions from the public at this time? Do I have a motion to adju? Speaker 8 00:20:28 One moment. I'm sorry. Speaker 0 00:20:29 Sure. Sorry I didn't see you. State your name and minutes. Speaker 8 00:20:35 Sure. Goomer Regal. 25 Shirley Parkway. Speaker 0 00:20:39 Good evening, Mr. Regal. Speaker 7 00:20:40 Good Speaker 8 00:20:40 Evening counsel. I'm very happy to see the work that's been happening at the parks. I just had a question about Brian Park for the hockey rink. Are any of the contracts going to address any scope of work for refurbishing? It doesn't have to, I'm just wondering. Speaker 9 00:20:56 We Speaker 3 00:20:57 We're, we're about a year or two away from refurbishing. We've already refurbished two of the hockey ring. Met four of them throughout the town. Probably next year we'll be refurbishing. Speaker 8 00:21:07 Okay. Thank you. Mayor. Wahler. Thank you counsel. Speaker 3 00:21:09 Sure, you're Speaker 0 00:21:10 Welcome. I'm not trying to create trouble for Scott away, but we, we would like to get this done. We understand the work. What's the project? What, what project? It's the new Genesis project on Kyles Avenue. And Genesis is represented by an attorney, Elnora Webster and Mr. Web is associate. Yeah, no, I know the project well and I've spoken to Mr. Webster about it some time ago. I know it's done. Is it done? Done? He sent us an email. He sent us an email last week that it was, it was in for action for tonight at this board meeting. That's why we're here. Speaker 4 00:22:46 I, I'll follow up on it. Must, is it Jim Clarkin that's handling, Speaker 9 00:22:50 I think it was Jim Clarkin, but I, I have a feeling that it is that Jim delegated to somebody else and I, I Speaker 4 00:22:56 I, I'll follow up with Jim and we'll get back to you. We finally have remediated the structures and there's still a legal dispute about soil remediation costs. There's significant, there was significant contamination the back of the site, but we're now gonna be able to take the buildings down, down and we're not gonna be able to build the park just yet. So I just wanna make people aware this, this, this happening so you know, prior often when people call others that you are kind of skeptical. So just want people to be aware of this. Okay. Now I'd like to open it up to the public. Are there any comments or questions from the public at this time? Please come to the podium. State your name and address in your three minutes. Much to speak. Speaker 5 00:29:23 Evan Chaill is my personal address. I'm actually a resident in Frank 34 out from road in Somerset. This has absolutely nothing to do with, with the rest of the squad at all. I just had a genuine, like a question. So for item number five, in reading through that statute, it states a special interest property, but it doesn't state what a special interest property is. Is there definition anywhere? I'm just, just curious. So, and is this on the agenda or the, the, the first, the meeting. So number, number five of what you just had? Yes, the agenda, the firearms. Okay. Yeah. So what, what would a special interest property be? Does that include residences, schools, like centers? So this is zoning only, right? Does Speaker 1 00:30:04 It include the rescue squad building? Is that Speaker 5 00:30:06 No, no, no, no, no. This has nothing to do with that. I'm just, I'm just trying to understand because it, it is an interesting, probably would, it's a interesting piece of legislation in Franklin. It might be something that's helpful. I have no idea. Just trying to better understand it. Because someone like, does it include like a, a person's residence though? Can't be because someone can conduct an FFL or a CNR license out of their own residence? No, Speaker 1 00:30:27 It doesn't include person to person transfers. 'cause we don't have any constitutional authority to regulate that. There's a bill tr on that issue. It, it only involves retail sales. In other words, a physical retail score. So it doesn't affect a person to person transfer a person. There's Bill and Trenton. That would be, that would restrict a person's ability to do a person to person transfer without a back match. That's not something that we have the authority Speaker 5 00:30:56 To deal with. If someone, someone can have a Curio and Relic license and operate outside of their home and physically actually have the firearm mailed to their home and do the transfer there. Right. Speaker 1 00:31:04 That's a big problem in Edison. They've got a number of individuals that are doing that, that in their homes and that's, I believe we have that problem in Chicago. Okay. Speaker 5 00:31:11 I was just curious like if, if there's, if you can, because I don't know the of it, I don't know, can you like include someone's residence in this or is that considered part of this for zoning? No, Speaker 4 00:31:21 It Speaker 5 00:31:21 Is. Or is this just like, it has to be a physical brick and mortar? Speaker 4 00:31:24 Yeah, well there, there has to be some interest in the property as to why, why the gun cells would be restricted. So, you know, we did a lot of research, legal research on this and, and the properties that are listed on the ordinances are pretty much as the, as large as we can go in scope without threatening constitutional violation. Speaker 5 00:31:44 Okay. I was just, I was just curious in New Jersey still allows like the c and r, which is I think anything over 50 years of age is considered more or less an antique, which is like another, there's a lot of loopholes. So I was just, I was just curious if that covered like a residential type, not per se, like regular business, but if that makes any sense. 'cause it's business like they can do a pass or, I have no idea. I'm just curious Speaker 4 00:32:12 And it's an interesting factor that we we'll have to look into. I, I would consider that based on the way the ordinance is written, that any type of, if, if, if it's not just a person, person private sale and they're actually running sales out of their property that they would be restricted with if they were within those areas. Zoning areas, Speaker 5 00:32:30 Commercial or residential in the matter. Okay. Just curious. Again, just interested. Yeah. Okay. Thank you. Speaker 0 00:32:39 Any other comments or questions from the public at this time? Have a motion to adjourn. Motion. Second. Second. All in favor? Aye. Ladies adjourned. A good evening.
