Speaker 1     00:01:23    Well, I just want to, I wanna thank the the, the Mayor and for being as involved as he is with the US Conference of Mayors, which has really taken lead on this issue. The mayors of towns all over the country that deal are dealing with some of these issues have really been out front. And I mean this is something important. If you have any respect for the Constitution, if you have any respect for international law, if you have any respect for basic common decency, you know what's going on is wrong. And I'm glad we're doing this resolution. I'm not sure the people in Washington, all of them will get the message. But if enough towns across the country speak up enough, enough people across the country speak up, perhaps some folks in Washington will get.

Before we move on, I'll just ask Melissa, if you could just read the, read the Please Resolution, excuse me, Township Council, Pisca Township, New Jersey, that whereas considerable attention has been H the plight of children at the southern border and the New York Times recently reported that the Department of Health and Human Services had confirmed that the Department of Homeroom Security has separated more than 700 children from their parents since October, 2017, including more than 100 children under age four. And whereas the Department of Justice has adopted a zero tolerance policy toward individuals apprehended at the border, which calls for the prosecution of all migrants entering the United States outside courts of entry and the resulting forced separation of many children from their families. And whereas the new policy establishes that for parents and caregivers who are processed in the criminal court system and held in federal jails, their children will be classified as unaccompanied minors and housed in shelters awaiting placement with a US-based adult who can assume their care.  
Speaker 0     00:03:10    And if the office of the refugee resettlement cannot locate a US-based adult able to care for the child, the child will stay in federal custody separated from family indefinitely. And whereas according to media reports, the number of children in health and human services custody has grown by nearly 2000 over the past month alone. Shelters for migrant children are reportedly at 95% capacity and HHS is preparing to add potentially thousands of beds in the coming weeks to accommodate the rising number of detained children. And whereas many of these families are fleeing violence in their home countries, and it is inhumane to punish them for seeking safety and invoking their right to seek asylum in the us. And whereas by adopting the policy that forcibly separates immigrant families, D-O-J-D-H-S fuel the climate of hostility experienced by many immigrants and refugees residing here, which causes many to feel alienated and avoid contact with government agencies, which impacts public safety.  
Speaker 0     00:04:08    Now therefore be it resolved by the Township Council, the Township Piscataway, that the Township Piscataway registers its strong opposition to separating children from their FA families at the border and calls on the Department of Homeland Security and the Department of Justice to immediately reverse these destructive policies and allow families apprehended to remain together to the extent possible to help avoid the heartbreak and irreversible trauma of forced separation and be a further resolved by the Township Council of the Township of Piscataway, that the Township of Piscataway urges Congress to take action immediately to ensure the Department of Justice and the Department of Homeland Security are prohibited from this wholesale separation of children from their families at the border. And be a further resolved by the Township Council of the Township of Piscataway, that the Township Council supports the resolution of the US Conference of Mayors at its 86th annual meeting opposing the above referenced Department of Homeland Security policies.

The older kids, meaning those who were 14, 15. And then on Saturday there was the youngest person. This day expect about 300 kids there. And speaking to Malcolm, his mother and his father, it saves as though they have committ to a lifetime. And let tell you, I say shout out excellent job and something that our community, they look forward to.

I appre I applaud you for opposing the separation of families and I think it's a step that every town needs to take in every state, and thank you for doing that. I was wondering, 'cause I was gonna ask, what has happened to the fair and welcoming resolution that was discussed months ago and you got seemed fairly receptive to it. I'm wondering what the status is. We have a fairly good speaker who

Speaker 6     00:10:41    We've been working as for whether I think there's a resolution or not, the council is, is supportive of making sure that the policies of the Township are, are protective of, of our residents. That being said, I've been working with the Chief of Police to make sure that there's written policies to protect our residents in regard and also to have written policies to make sure that, that all the police officers in the Township have understand the protocol in dealing with ICE throughout the Township.

I think anybody who lives here would agree that it is, and I don't know that declaring it really makes it any more welcoming, but I understand what your, the or the resolution that you're discussing. I did have an opportunity to, to talk to the chief today on this and other issues. He is actually at a convention or series of meetings. I'm not sure it's a convention throw stuff out Windows Tony is familiar with, but where, this is one of the topics and he, you have the, he's has the opportunity to talk to chiefs around the state and experts on this issue as to how each community should mold their own agenda. So this is one of the things that we're waiting for input from the experts as to what we should do or not do. But as the Mayor pointed out, it's always been the policy. It remains the policy that absent a court order, we are, we're not getting involved in an immigration issue absent a legal court order. That's, that is our policy. Correct. Mayor.

And I would like to tell you that there's an event families Belong together, which is gonna start at nine 30 on, on the 30th at the municipal building. And I believe people are gonna get together and just kind of talk about it and then probably go to the rally in Newark. So I'd like to invite any of you who want to attend to attend on the 19th, I had a problem with diesel fumes in my backyard from, from work being done on the 800 centennial site. People in my backyard were getting headaches and I had been another meeting, I was told to call 9 1 1. I called 9 1 1 and was told, asked if I need an ambulance and said, I don't think I do. I have a headache. They said then you can't shouldn't call this number. So I called N-J-D-E-P who got Middlesex County Health inspector out. They were idling trucks, idling a a actually a road grinder. Numerous, I saw numerous other people have air problems. So I think it's kind of a ringer of the truck diesel fme problem. But you know, I I would think the police should have come out and actually been willing to cite them for I, so I, that was problematic.

So, you know, they made promises to get waivers and variances and so far they were gonna do something in the spring. They did something in the fall, they made a good start. The spring happened, nothing happened. Nothing's happening now. I'm wondering if we've heard anything. I mean, the a a canopy of trees is fine, but those are above sight line, so it doesn't obstruct the view other than some sticks in the way.

I hope you kind of keep up to date on what's going on, whether or not we could have the entrance or the hundred Centel Avenue on Centennial Avenue just like it is for the medical arts building. And I think it's 1100 Cental Avenue just like it is for that daycare center working on it. We we're working on that with them and I'm hopeful that that Adrian's exit is gonna be on Centennial based on the last meeting that we had. We're trying to set up a follow up meeting. There's been some logistical challenges in doing that, but we had a meeting, Tim was there week two, two weeks. So ready and discussed that issue and I'm hopeful that we'll be able to work that out. Just outta curiosity, do we know when they're gonna be finished with the demolition and the construction? Well, the demo, so of that depends on exactly what they're building, but I think they, they anticipate being done with the site in January, right? February, January.

I just want to know, is that going to conclude all the work for the HVAC and does that include the entire municipal complex IE the police department and so forth?

So this is just for this building and this will be done here in September and October. We have no heat air conditioning essentially for two months, the same as they had a DPW and we expect to do probably next year some minor work in the police department won't be as extensive as was done with DPW here, some minor HV on that.

And believe me, not only they have a lot of people there, but everyone had a good time, the yogurt. And I know that some people wanted to get the Mayor, the push him or something like that, but he was not quite ready. He felt as though he was gonna fall asleep. But a shout out to the organization, he did an excellent job. Thank

Speaker 3     00:33:53    You know, I'll just reiterate what Councilman Valard mentioned is that the Iatric Center does a wonderful job, not just for our community, but there are folks who come from towns all around to not only attend this event, but any other event. And they do it in such a way that it is, it does not overtake the neighborhood, it doesn't impede. It's just a wonderful neighborhood and I am thankful to be invited to such events.

Speaker 1     00:34:37    But on a more serious, we, we had an event a couple of hours ago where we did something. Reason is that we had a signing event of Mayor signed the ordinance, restricting gun sales in Piscataway. It was a press event. And we did that because we're determined to spread the word to other municipalities around the state that you can do something and that you can demonstrate some leadership on the local level. On the final point on that, there was other things that, you know, we take this issue seriously. We take our responsibility here in town seriously on public safety and we have some other gun safety initiatives and, and that we're looking into in the future. So there may be some more on that front, but it was, it was a great event and I think the Mayor for hosting it such a fine new way.

Yes, it was a very good evening for the gun ordinance to be passed and signed and be acknowledged. But as we have been discussing that we believe that this is a multifaceted issue in that we are going to attack the next phase of that issue and that would probably be the mental health piece of it. So we're not gonna just let this go down with one piece. We're gonna try to adjust each piece of that is involved in those type of issues. Thank you Councilman.
