Speaker 2Afternoon while 2250 Plainfield Avenue North Piscataway. Good evening, Ms. Mark. Hi again. Hi. First I wanted to thank, I did get a call from the police about trucks on Plainfield Avenue. As I said, it's hard to catch a picture or get a plate 'cause they come whipping by, but they said they will make an effort to catch people using it as a cut grip. I did also, last time I asked about the buffer between my, between Plainfield Avenue North and Harba Scientific, et cetera. I have some photos of what is supposed to be by ordinance, a visual buffer between my property, my neighbor's properties, and the guy's crust, the street and that they committed when, a year ago, over a year ago now, to fix this area up, clean it up, which they ditched some of, plant, some trees and establish a visual buffer which has had decayed over the 23 years I lived there. I'd like to bring up the pictures and show you what a how not how little visible buffer there is between my driveway and just standing in my driveway if you want to pass it along and I won't give it over to you guys. I have been promised multiple times by
Speaker 3Mr. Wills. Is the same picture or two different pictures?
Speaker 2Same picture. Okay, thanks. I just figured you. Thank you. Pass them along. I've been promised multiple times, including when Ariba got some waivers for some zoning waivers to be able to put in a high, a nitrogen tank, et cetera, that they would be doing things they did a little then they were going to, you got later in the year they said we can't do it. We'll do it in the spring. Nothing has happened. That was a year ago spring. So, you know, this has been going on for 23 years. Multiple. I I can bring in the paperwork and letters that have gone back and forth between myself and my neighbors and the town where things were promised that, you know, were said we will take care of this. And it has never been. If anybody thinks that's a visual buffer, their eyes are worse than mine. 'cause I look across the street and I see a pretty clear picture. And even when there are leaves on the trees, there are enough of the big trees have fallen over and another one fell over in the last three or four weeks that you can actually see on the ground there. So there is virtually no visual buffer.
Speaker 3Understood. I have a meeting with the, the touch of Administrator at the engineer. We'll bring in the landscape architect, our's available. Let's discuss it tomorrow.
Speaker 2I I
Speaker 4Actually gave it to, to Henry last week after you brought up the issue and he's pulling out all their approvals to see what they were required to do. Obviously we can't force to plant anything in December, January,
Speaker 2February. No, I don't expect you to do it today. Take a look at the, they've had two falls plant in and two springs to plant in and they didn't. So I would appreciate and again, the garbage is starting to build up in it, so we would really appreciate and I know my neighbors would greatly appreciate not having to look at the back of a office complex.
Speaker 1Thank thanks for raising. Thank you. Sure. Any other comments or questions from the public at this time? If so, please come to the podium. State your name and address and you have to remove. Good evening, Mr. Counsel. Would you elaborate on item number seven?
Speaker 5Just adjustments to the salary ordinance for our negotiations. We're currently finishing up the ppa.
Speaker 1Say that again about the parking and
Speaker 5It's salary ordinance. We need to make sure that the salary ordinance reflects where we have to pay bargaining agreements. So make some minor changes to it.
Speaker 1Thank you. Thanks Mr. Kins.
Speaker 6Mrs. Is taller. Good evening. I'm Staci Berger at Ellis Parkway. I have a couple of good evening. A couple of questions that I think are sort of related to Mr. Kins. Is it possible to get copies of the resolutions that you're approving as opposed to just the items that you're like, can you provide those at the meeting as opposed to us having to ask Ms. Ms. Cedar for those? Could you put them on the internet before the meeting so people can look at them as a draft? There is a piece of legislation that would require all of you to put all of your meeting minutes and witnesses and stuff. Anything that you produce online, Senator, weinberg's, updates, public meetings, act in advance of that would be really helpful to have some, at least like the last year, the minutes ordinances resolutions
Speaker 3In advance might be a little hard, especially with week, where us as the attorneys are trying to get those resolutions to the council and get drafts to them, it putting out drafts that are not, are not final is a concern.
Speaker 6Usually just take that watermarking word and write, you know, the one that says a draft because
Speaker 1This
Speaker 3Yeah. But if the content is, is something that may not be approved by the Township,
Speaker 6But this has been, this is a consent agenda. So you've looked at it. I mean, I'm assuming if, if not on online at least for the meeting so that people can see what you're approving because
Speaker 5Look good. Yeah.
Speaker 1Alright. Thank you.
Speaker 6I'm sorry. Well, he said he,
Speaker 1Yes. We'll take a look at
Speaker 3Administration.
Speaker 6Okay. And then, so second, can you talk a little bit about what's in the, what's in I and j, the motion to accept the, like what's in the report with the division of revenue. Can you put that into the record and educate the,
Speaker 5So monthly report from the CFO that brings to the council and we request
Speaker 6The Right, so what's, what's in it?
Speaker 5How much money we receive?
Speaker 6Right? I'm asking what is the content? I understand what the report, what the report
Speaker 5Content. Yeah,
Speaker 6Because it, it is hard for the public to know what you appro
Speaker 5Report of revenue. The counseling crews accepted from the finance office and you can certainly get one by putting on Oprah request letters.
Speaker 6Right. And that's what I, what I'm trying to avoid is extra work from Ms. Cedar who does a great job handling Oprah requests. But if it's, if it's something that you're looking at, is it not possible to provide it to the public in advance? If not, you know, super in events, perhaps like at the start of the meeting so that people know what you're approving. So could, if, if I understand it wasn't possible to do that before, right now, perhaps next week or the week after. But could you talk, could you, could someone explain what, what you've accepted? Like not the, not the, not the structure of the book. How much money came in, how much money went out, what it go, what did it go for? First surprise, Mr. S didn't ask us. And then same thing for Jay. The motion
Speaker 5Ask question.
Speaker 1Let's hold on one second. So you wanted an answer for how much money came in, right?
Speaker 6I just wanna know, I mean, I wanna know what you, the motion was made to accept the minutes, accept the report. I wanna know what's in the report.
Speaker 1Okay. So I think, I think, okay, so I think that our Business Administrator, I think he explained that the first time.
Speaker 6Right, right. No, I'm not asking what's the
Speaker 1Concept on
Speaker 5It. It's about, it's about a 30 page report, right? So
Speaker 6You all read it, right? So somebody should be able to say what's distributed Highlights.
Speaker 5It's distributed highlight.
Speaker 1So you know what I, I think it has to happen to be honest with you. You have to Yes. You're not gonna satisfy. Right. It's,
Speaker 6It's okay. I'm not missing anything. Mr.
Speaker 5If you requested by an s been led to seven, come see it at my office. You can see at the clerk's office or you can see at defendant's office. If you'll look at, well it's
Speaker 6A public document. I don't think you'd have to actually gimme a copy, but I'm asking, I'm not trying to
Speaker 5Find you put an open request. We'd glad to give you a copy. I'm not sure that we should be, this is the first time in the year and a half that I've been here and he was asked to see it. So I don't, I don't see the point of maybe making 20 copies of a 30 page document that's gonna wind up going into recycling bins. If you'd like to see it, we can certainly send it to you with an Oprah request. Or you can see it at my office. I have it. The CFO's office has it or the clerk's office has it. And you feel
Speaker 6Right, I'm, I'm asking if somebody who's read the report and just voted to approve it could summarize what they found in it. In this
Speaker 1It was the money that we had to send to the board of education. Okay, so, so we can go over that. I'm
Speaker 6Not asking,
Speaker 1There's wire transfers, boys and totals. Right. So for the regular checks I'll give you the total. The total is
Speaker 6Sure. I'm just curious 'cause it's, there's not, there's no documentation by any of the resolutions.
Speaker 1It's no problem. We have it right. Thank you. $31,530,974 and 54 cents. That's total there for the operating funds then only have capital funds $1,000,177 $289 82 cents. We have a trust funds 24 2 52 6 58 24. And for a grand total of $56,960,922 and 60 cents.
Speaker 6Thank you very much honor. I appreciate it. It would be really helpful if the resolutions themselves when you can do that would be made public or you know, readily available to people so they don't have to continue to file over request. It would probably be a good idea.
Speaker 1Okay, thank you. Okay, thanks. Thank you. And
Speaker 0Okay, that was your question.
Speaker 1Okay, I'd like a motion to adjourn. Motion second. All in favor? Aye. Okay. The meeting's adjourned and we'll move on to the agenda portion of the meeting. Adequate notice of this meeting has been provided as required under chapter 2 31 here, 1975 specifying the time, date, location and to the extent known the agenda by posting a copy of the notice on the municipal building municipal court and the two municipal library bulletin boards, providing a copy to the official newspapers of the Township and by filing a copy in the office of the Township clerk in accordance with the certification by the clerk, which will be entering into the minutes. Speaker 5I just wanna make one comment. I just, regarding President George W. Bush this week. You know, he passed, as everyone knows, he passed away last Friday and this entire week has been very saddened because of all the great things he did from World War I, world War ii and on and on and on. And one of the things they said, although he made mistakes, people, they still felt thought he was a human being. And so Mike condolence his family and whole bit and it's, it has really been sad for those of us who have listen to what has been going on.
Speaker 1Thank you. Thank you. Councilman, Goomer, Councilman, Gabrielle Kale. Yeah. So council president, just a couple of things. First and foremost, a very happy Hanukkah to our friends who are celebrating this wonderful holiday. And, and to remind folks also about two upcoming events. December 7th, which is Friday. We do the tree lighting. I think our football team is gonna be in attendance. Yeah. Which is very nice. And then December 10th we know that Santa will pay a visit to the TV show. And so if you know anyone who has young children who would like to call and speak to Santa, they can do so on Monday. And that is it. Thank you Council resident. Sure, definitely counsel. Get ditto to everything That council. Okay. Y'all just set or anything? Yes, I I'll This Sunday at East Jersey Old Town we'll be having their holiday event, which is a very nice day with horse and buggy rides and tours throughout the village and carolers. It is actually a very nice point. Old-fashioned holiday event. Thank you. Well thanks Councilman Franker. I
Speaker 8Just want to congratulate the scout chiefs being 13 and oh and number one
Speaker 1In Jersey r Mayor O'Brien Raj.
Speaker 3Mr. MCC comment. Thank you.
Speaker 1Okay. At this time sir, we're gonna open it up to the public. So my apologies for receiving the other item. Please come to the podium to state your name and address. You have three minutes wish.
Speaker 9Hi, my name's Jonathan Powers, 360 1 Stelton Road. I live over by the new apartments going up on Old Brunswick. So one of these, number eight piqued my interest. 'cause as a few of you guys know, I got, I have dirt all over, dust all over my cars, my house, my grill. I complain stuff hasn't been helped but this piqued my interest. The number eight about the soil and movement of soil With that kind it has to do with,
Speaker 3Yeah, all we're doing is actually just accepting one family homes. So for any of those major developments, they're still regulated under the ordinance. We're making it a little easier for single family homes to be able to do some improvements on their laws.
Speaker 1Any other comments or questions from public at this time? If so, please come to the podium. State your name and address. We have three minutes.
Speaker 6Hey again, Alex Parker. Hi.
Speaker 6I wanted to just follow up 'cause I haven't been able to be here for a little while on the immigration fair and welcoming policies that you all had talked about doing. And when I was here, I believe in June July around, she had said there was gonna be something in August. Obviously the governor's office and our attorney general made a pretty broad statement the other day about level of cooperation between ISIS and police departments. But you had said that you had expected there to be a police directive or some result of that in August and I just didn't know where that was at. So
Speaker 1Back
Speaker 3Sure. So the police director sent me over his, his directives essentially as we just received the AGS policies. I I'm gonna be reviewing our, our, our chief of police policies, written policies to make sure that're in line with the, with the ags office. I think I, they basically are, but I just wanna make sure that if there, there doesn't need to be any notifications.
Speaker 6And are those gonna then be presented publicly at some point or what's the process? 'cause I, I had, had been under the impression that there was gonna be some sort of resolution or adoption by the council. And then also the issue of municipal IDs, which I know Councilman Bullard had talked about potentially being involved with. When we first started talking about this almost two years ago,
Speaker 3I'm, I'm not sure about the Ville IDs, but we
Speaker 6Whole conversation there when
Speaker 1We talked about senior,
Speaker 3We have to be working on making sure that the police policies are in line with,
Speaker 5With the beliefs of the Township.
Speaker 1So,
Speaker 6Okay. So there will be a public report out of what those policies are. I'll,
Speaker 5I'll discuss with the administration, we'll get back to you.
Speaker 6Okay. When do you wanna make
Speaker 1Your phone number? If
Speaker 6You could leave my phone, I'm sure. Yeah, I'm happy to do that. But, but on the municipal ID question, there was a conversation, I'm pretty sure we have video of it about using municipal ID system and developing a discussion. And Councilman Bullard had talked about maybe, and I know Council McConnell talked about that as something that we was under consideration,
Speaker 1That
Speaker 5It was discussed. I think we discussed that it's in, in Highland Park and a couple other places.
Speaker 6There were folks when yeah, when folks came from ACL U, they talked about the success of the new squad in Brunswick.
Speaker 1I don't think we ever said that we were going to do it. I think there's
Speaker 6Discussional You said it was a discussion, so I'm asking if there's going to be additional discussion about what not. Is this time
Speaker 1No.
Speaker 6Okay. So you're not doing it.
Speaker 1Okay. Thank you. Any other comments or questions from the public at this time? Sure. Please consider Williams is your name and address.
Speaker 5Good evening, John Costello, two 80 River Road. Good
Speaker 1Evening, Mr. Costello Costello.
Speaker 5I wanted to ask about number seven. The, the vehicles over designated weight limit excluded from certain streets River Road. Is this banning the TR trucks off of River Road? Is that what this is?
Speaker 1Yeah. Oh, John, you haven't been around. So yeah, Sue, with the completion of the Route 18 project, this is a promise that had been
Speaker 5Made. Good. Good. What, what is gonna be the weight of
Speaker 1It's 10 tons forms.
Speaker 5Okay. 20,000 pounds. Okay. Thank you. Sure.
Speaker 1Thank you. Any other comments or questions from the public at this time? If so, please come to the podium, state your name and address and feel free to state motion to adjourn please. Motion a second. Second. All in favor aye. Meetings adjourned. Have a good evening.
