Speaker 3 00:06:37 Just wanna thank everybody for voting and supporting River Road Truck Ban. I, I believe we have about six weeks or so. Approximately before we've go into effect, I'd like to ask if we can start getting as soon as possible signage and convert out. Speaker 1 00:07:00 We believe that Speaker 4 00:07:01 The county will be doing and confirming resolution on December 20th. I know the county engineering department has been looking into where the signage she's gonna have to go as well as us. 'cause we're gonna have to put some signs up in our, so we, between the county engineering department, our engineering department, we we're working on it, but we will be having variable message boards out after the holiday season announcing, you know, roughly the first week of February the that's gonna be on to effect. So Speaker 3 00:07:33 Is the, is the, I know 'cause we talked the DOT commissioner, but I don't think we got down to this level of detail. They're gonna put signage on 2 87. Yes. Speaker 4 00:07:44 Signage on there. Be signage onto 2 87. But more importantly it'll be signed for the the county. We gotta get the county going first. Speaker 3 00:07:53 Well I, I was with the free order director today and I discussed this issue and the county engineer who's retiring and I discussed this issue with them and as you know we have their full, full support. They knew that we were gonna vote on it for second meeting tonight. Speaker 1 00:08:10 Thanks, council Councilman. Michelle Brady. Just, we had a very successful evening last night on the TV show with Santa. So thank you. Goes out to Santa and today was a very nice holiday party over at the thank council. Camille tro. There's a breakfast at St. Francis Cab Brady this weekend. So interested please if we did to come out. Okay. At this time are there any announcements from the the public? A motion to adjourn Motion. I'm sorry. Mr. Akens down. Speaker 5 00:09:03 Know I'm David Akens Abro Valley Lane. Good evening. Good evening counsel. Good Speaker 1 00:09:12 Evening. Speaker 5 00:09:13 Just to help me understand this item J Juliet, the chapter 1 59, correct me if I'm wrong, there is no, it's a gift so to speak. It doesn't have to be paid back. The friends of away that consists of who or what. Speaker 2 00:09:33 So this is money that the friends of the library raised and they designated it to be used to, to replace some carpeting for roughly 33,000. So that what they do is they give us the money, but since we didn't anticipate this, when we did the budget last year, we do what's called the Chapter one nine. So it's essentially added into our budget as such a donation, not a revenue through Speaker 1 00:10:01 Taxes. Speaker 2 00:10:01 And then we have to take the property through our budget. The library's part of the Township. So it's a way for them to give us money and then we allocate into our budget through, through this resolution tonight. Speaker 5 00:10:14 Is the Cooper the only thing that's being from the money they raised? Speaker 2 00:10:17 Well this is a small firm property. Speaker 1 00:10:20 You, you know, you know who the, the friends are. They're like the friends of the library. Right. Friends of the library. There you go. I'm one. There you go. Speaker 2 00:10:26 Okay. People who donate to support the library. Speaker 5 00:10:30 Your organization. I get involved. You sound right. Alright, thank you. You're Speaker 1 00:10:38 Welcome. Any other comments or questions from the public at this time? I'd like a motion to adjourn. Motion. Second. Speaker 5 00:10:45 Second. All in favor? Speaker 1 00:10:47 Aye. Aye. The meeting's adjourned. And we'll move on to the agenda portion of our meeting. Speaker 4 00:12:05 As the council member it's known, this is capital for both public works for reconstruction, about 15 streets, and then the engineering department with the full reconstruction of several more streets. School one Scotch Plains RA 1 3 86 Easter Seals and Jersey INC And bingo. License B 2 7 72 PTA School One Scotch Plains. Any comments or questions? Re item number 12, resolution acceptance of qualification and rates and appointment of professional data collection and inspection of vacant land. Any comments or questions please? Item number 13, a resolution authorizing change order number one for 2018 for various parking lot improvements via DeSantis construction. $43,617 and 37 Speaker 4 00:14:17 That was were all a lot of the parks, parking lots that were fully reconstructive. Speaker 1 00:14:25 Item number 14, the resolution authorized professional engineering and architecture services for Sterling Village renovations through t and m Associates, which is not to exceed $159,500 and one. Speaker 4 00:14:37 This is, this is the start of the five year capital improvement program that we're gonna have over the Sterling Village over there in the next five years. This is where we have to use some of the co funds by state law or can Speaker 2 00:14:51 You just Speaker 4 00:14:52 Refresh our memory? What, what are some of the things we're gonna be doing over the next five? Well you're talking about renovating a lot of apartments over there. So to become vacant, you know, you, you're basically got into apartments. There's also a new code that's out that where, you know, we have a lot of electric water heaters in the closets. So now they have to be, have access to water sprinkler system. Actually where the actual water heater is. I mean there's sprinkler systems in the building, but there's actually a new code that needs to be, so this is actually renovating the entire complex, adding a lot of plumbing into for fire access suppression system. And it's very involved. So, you know, they'll be only gonna be spent over a five year period of year that is gonna be done in phase. Speaker 2 00:15:40 There are a lot of Speaker 4 00:15:41 Alarm calls. Speaker 1 00:15:42 Yes. Yeah. What, what? We're having issues with a lot of hot water here. Speaker 4 00:15:45 Well it's not, well we're, we're replacing out a lot of pop water here 'cause they're getting towards the end of your life though. But since the state building codes have changed within the last six months, that requires now that you have to have water access. So given the fact that we're gonna be doing some renovations anyway where incorporated through the codes to pop water there Speaker 1 00:16:05 And this looks like the first part's, like a lot of the bones that we're doing. Item number 15, the resolution authorizing revising resolution number 18 dash 4 24 tax appeal settlement at 2 87 South Manfield Road. Any comments or questions? Item number 16 of resolution authorizing budget transfers. Any comments or questions? Any comments or questions? Speaker 2 00:17:22 This is replacing more meetings that our, so we authorized purchasing TAs, but we're notified buyer brothers that don't no longer be making, Speaker 4 00:17:33 They're no longer making to, Speaker 2 00:17:34 So close statement we have is the escape, Speaker 4 00:17:43 You said Speaker 2 00:17:46 He for DDPW. Speaker 1 00:17:50 Item 20 resolution authorizing professional architectural and historic preservation services for the expansion of the Ross Wall. Wall Gallery. metler, bovine, historic casino not to exceed $100,100. Any kind. Item number 21. A motion to accept the report of the clerk's account for November, 2018. You now answer questions. Item number 2322. Excuse me, any announcements? Speaker 2 00:18:21 I expect that we're finishing up the review of the, it's for the community center. We should have that on for the next meeting. Speaker 1 00:18:29 Thank you. Speaker 3 00:18:30 That was my question. I see, I know, I know we have the bids in, I know we've opened them. I know they're in legal review. I don't know how that's going because I haven't talked to the attorneys about it. But you anticipate be able to award the bid. Speaker 2 00:18:44 Hopefully I'll have everything by Friday. The attorneys have looked at it. We'll just check and read. Double checking the numbers. Have a bid recommendation to work for Friday for Speaker 3 00:18:55 Just, just to give the public a timeline if we're able to award the bid. Next meeting. We're, we're looking at the contractor being able to mobilize really this winter to start construction as soon as the weather's permit permit. Correct? Correct. Speaker 2 00:19:11 Probably if there bonds and stuff in place, probably mobilize and begin construction. Probably around early March. Speaker 1 00:19:20 Okay. Mr. Goomer, any comments or questions? Not Speaker 2 00:19:24 At honor. Thank Speaker 1 00:19:25 You very much. Sure. Councilman. Cahn, you help? None at this time. Thank you very much. Council. Speaker 3 00:19:33 I just wanna say after about 10 years, not 20 years, that some other people said that, that will be probably the, the non-legal professional, the coolest building in town. It's a very forward thinking design. It's going to tremendously benefit the community. And, you know, hopefully, correct me if I'm wrong, Mayor by this end of the summer, you'll see this, this steel structure and the public will get an understanding of really what it's going to look like from a facade perspective. It's gonna be a very cool with modern looking building, it's gonna serve Speaker 1 00:20:15 Council. It's an exciting time to be involved in seeing this whole project come to fruition. So I look forward to putting this shovel in the ground and we did what was right and waited till it wasn't on the, the backs of the taxpayers. And so we had the money in place to make it happen. So I'm very excited to see this happen. Council Councilman, franker Mayor. Speaker 3 00:20:41 We might next Speaker 1 00:20:42 Week have another Speaker 3 00:20:44 Addon for the Speaker 1 00:20:45 HV, Speaker 4 00:20:46 The heating system over at the fire training building. So we're getting quotes for that now. So if not there would be a an Speaker 1 00:20:56 This place. Well, what the problem is, is that they're, Speaker 4 00:21:02 They Speaker 1 00:21:02 Can't get parts fixing anyone the units, you know, 18 years old. So Speaker 4 00:21:08 That's Speaker 1 00:21:08 That long. Yes. Yeah, I got a picture of someone when Jim was there. It's groundbreaking. So I guess it is that long ago. This an issue. Counsel. No promise. Thank you. I don't have any additional comments at this time. I'd like to open it up to the public. Are there any comments or questions from the public at this time? If so, please come to the podium. State your name and address and you speak. Speaker 4 00:21:40 I'm s Madison. I hold that 1 7 6 Blackford Avenue Pisca Evening Speaker 1 00:21:44 Mr. Evening. Speaker 4 00:21:46 I'm here to follow up on my idea of having a, another resolution about climate change. There was one last year, it did not include anything about a carbon tax. I'd like to just mention three things in, in terms of climate. In October, special report from governmental panel climate change came up. The way to think about that report, which comes between the fifth and sixth assessment reports. The fifth are 2015. The sixth doesn't come until 2023. This is in between. And basically the report says the greater the temperature gets, the worse. Climate change is not exactly something we didn't expect, but it's, it's getting worse. And then recently, the day after Thanksgiving, the United States government produced their report and basically said, Hey, you gotta get on the ball, which is just reinforcing. And a week ago, or I guess a week ago tonight or two weeks ago tonight, there was a introduction in the house of what's called the Energy Inter Innovation and Carbon Dividend Act of 2018. Speaker 4 00:23:05 And basically that's a carbon tax and we need to support that even though it is a realistically not gonna get passed for a couple of years. But way back in 2009 when they did, along with Waxman and Markey and Uhone got a Kevin trade bill passed through the house. That took a long time to get done. This will take a long time to get done too, the whole process. But we have to make the public aware that a carbon tax is the right thing to do. It's the most important thing to do and that's what should be in that resolution. And I'd like to make my services available because I have a lot of knowledge in this area and I, I'd like to see that resolution, which I gave you draft information. Last meeting I sent it to the clerk and I believe it was sent to everybody else, but at least that was my impression. So I'd like to, to see that go forward. Any questions? Speaker 1 00:24:14 Say that Speaker 4 00:24:16 I, I'll straight up, I haven't really got a chance to take a look at it. Speaker 1 00:24:19 We're trying to Speaker 4 00:24:20 Finish up somebody on last minute things before the, the weather breaks. You know, Speaker 1 00:24:25 I'll take a look at Speaker 4 00:24:26 It. Okay? Okay. Thank you Speaker 1 00:24:30 You No, I was just gonna say, I think it's the right thing to do for us as a body just to look at future all sorts of sustainability too. Thanks Nancy. Any comments or any other comments or questions in the Have a motion to adjourn? Motion. Second. Second. All in favor?
