Speaker 1 00:07:48 Yeah, Speaker 0 00:08:06 And it looked like no comments from the public. Okay. Number seven. Okay. Well, public person is close. Now. I must say one ordinance for Secondary adopting that you level up in plan for the property. Commonly known as 1 5, 7 0 Southwest in Kenya. When you there's as blocked by one doodle one large 2 0 4 open for the public, Speaker 2 00:08:51 The resolve and the conscious councils getaway township, New Jersey. Is that an ordinance entitled ordinance approving a redevelopment plan for block 5 1 0 1 that's 5.0 2.02 and 7.02 was introduced on the first day of January, 2021. And I've passed the first reading. It was published on the sixth day of January, 2021. Now therefore be resolved that the opposite ordinance having had a second reading on January 26th, 2021, the adopted passed then after passage to be published together with a notice of the date of passenger approval and the official newspaper, it further resolved that this ordinance shall be sign number 2021 dash zero one, Speaker 1 00:09:39 Open to the Speaker 2 00:09:40 Public. Any comments or questions? Speaker 3 00:09:43 Yeah. Hi. Can you hear me? Speaker 2 00:09:52 I hear you. Speaker 3 00:09:56 Yes, go ahead. Yeah. I have an objection regarding this building this warehouse on Washington avenue, if that's the portion related to that a lot, and the purpose is very simple. I would like to have some open land and I would like town council to consider first heavy utilized all available warehouse space in Skagway that is available today before building new ones and, and opening up for redevelopment and using open spaces. I also would like to add in case for those, those open space projects, maybe the land be allocated for either mini farm mini farming in terms of industrial use or permaculture where kids in high school or, or even in mid-school can go and learn something about agriculture hands-on as opposed to converting everything into a big town. Speaker 1 00:11:12 Thank you, Speaker 2 00:11:29 Stacy Berger, 2 33 Ellis Parkway. Is there a payment in lieu of taxes proposal to go along with the re area and reads about the need of redevelopment Speaker 5 00:12:01 You had nothing else is Tim. Nothing has been filed that's we've not had, I've not had any communication with anybody over a pilot on this. Speaker 4 00:12:11 Has anyone else on the council had a conversation about anybody else about anything else regarding a pilot? Speaker 0 00:12:19 I have not. No, I've not been aware of that. Well, it wouldn't be the counselor. It wouldn't be the role of a counselor person to have a direct discussion or negotiation with a potential developer. That's not something a council person should, should ever do. Speaker 4 00:12:42 I'm just responding to the way that Mr. Mr. Gacy responded to the question, which was that he was, he hadn't had a conversation and he wasn't aware that anyone else had someone to ask him to confirm whether anyone else had or had, I don't need you to explain to me. Thanks. Speaker 0 00:12:59 Okay. Thank you. Please state your name and address please. Speaker 0 00:13:41 Okay. So they didn't know days in, so I just, a public person do have offered. I just council president, when at some point I wanted to make a comment on the, on the ordinance do it now, or I could do it some other time. It's up to you. This is counseling. We can go ahead. Go ahead. I just wanted to, I just wanted to comment for the public, that this is a piece of property that we had attempted to buy as open space and had engaged in Barry's negotiations with the owner to purchase per open space. The owner simply refused to sell it to us at anything, close to what any government entity could pay. In other words, we can't buy property at inflated rate beyond it craves values. We've had lots of discussions over the years. This goes back many years, more than 10 years that we wanted to purchase this property as additional open space because we purchased the property we're in the process of across the street. Speaker 0 00:14:44 So that's actually the history of it. We did make that attempt. And the first gentleman who has some questions had a good point about some community farming issues. And that is actually part of the plan. I know Councilwoman, the party could probably comment further on it, but this is as actually part of the plan for the proposed environmental park across the street, the property that's the 70, I think it's, what's more than 75 acres that we did purchase. So I just wanted to make sure there was a clear understanding of the history of the, this particular site. And somebody else wants to comment further on what we've been. We want to do across the street. They can do so. Thank you, council, president. Thank you to, Speaker 2 00:15:29 Yeah, I just consultation all McComb. I just want to basically say that we did have a, a forum where individuals could come and put forth suggestions. So again, this will be a passive park and so there will be opportunities for items such as this. Speaker 0 00:15:48 Okay. Thank you. Okay. Do I have a most often Speaker 2 00:15:55 Counseling Boulevard? Yes. You Speaker 0 00:15:56 Have an offer. Thank you second. Speaker 0 00:16:05 Thank you. Speaker 2 00:16:08 Remember alert? Yes. Leading authorizing is meant pretty simple acquisition for Leslie avenue, maple street, and two 10 salt still drawer improvement. And should have, can you read it? But some case Speaker 2 00:27:20 Is all by the township council. It's gotta be township, New Jersey, then an ordinance and titled ordinance for the acquisition of rights away, easements and Landon fees. Simple for the improvement of Lesley avenue, ebook street and street and short street in Piscataway township county of Middlesex. New Jersey was introduced on the first day of January, 2029. And it passed the first reading and it was published on the sixth day of January, 2021. I do want to say that the county health department has been asking for folks to come help them out on their Speaker 4 00:32:39 Phone lines. So for COVID-19 related items, of course, we all know that the state doesn't have any right now. And the state did set up a hotline, which I do believe the township put out there. Other than that, I would like to wish all of our residents, safety and wellbeing as we head into, hopefully what is the beginning of the end with the, the vaccine. And that is it. Thank you. Speaker 0 00:33:11 Thank you. It's good to, just to con Speaker 2 00:33:15 I have no comment. Thank you, Speaker 0 00:33:17 Council president, you sent out. Speaker 6 00:33:22 Hi. Yes. Thank you, council president at this time again, I just want to remind everyone to continue to wear your masks. I know people are getting tired, but we have to stay true to safety. So continue to do so during these challenging times. But I also want to mention that the north stone AME church has a food pantry. This is not new to north stone AME church. This the food pantry is being led by Ms. Wilhelmina Bryant. She's not new to this township. She was an educator here in the town and just want to make everyone aware that the food pantry has opened the first, third and fourth, Saturday of every month from nine to 1130. And so if you do have an opportunity and you can do so, we also urge you to donate. They're willing to take a monetary donations as well as food donations and toiletries. So we know that there are many people in need of support during these challenging times. So if you can be appreciate your support. Thank you. Speaker 0 00:34:22 Thank you, Mr. Somebody Speaker 2 00:34:30 For asking for that, I did meet with her and spoke with her about running the food pantry over there, and she is definitely accepting donations. So I thank you for that stating that. And one of the other things that I wanted to make mention of is that I am working on at the moment, trying to figure out how we're going to go about our cleanup this year. We, we are going to probably do it a little differently, but we are going to do something in honor of earth day, probably for the whole month of April. So keep your eyes and ears open for the upcoming way of, in which we will do that this year. And we will be putting that up on the website. Thank you. Speaker 0 00:35:20 Thank you. Thank you. Now item number 14, open to the public. If you wish to speak at this time, press star nine. To raise your hand. If you're done with speak, you will hear an announcement that you have been unmuted at that time. Please state your name and address and know that you have it three minutes in . We will respond if necessary after you have completed any comment or questions. Speaker 4 00:41:54 Thank you. Burgers. 2 33 Ellis Parkway. I had a couple of questions. One Ms. McCollum is great. That one that you're familiar with one food pantry. I think there are quite a few actually in Skyway and MC foods does a great job as well. Cause the township has a list of all of those publicly available. I'm not sure why you would single out one food pantry and I'm not sure what the comment about the fact that the woman who's running it is not new. I don't know. There's some delineation about why it matters, whether it's someone who's new to our community or not new to our community. So, Speaker 6 00:42:35 Okay. So first and foremost, I did it doesn't matter to me whether you're new or old, Speaker 4 00:42:39 We just said it a bunch of times. So I'm wondering why, what you meant by it. Speaker 6 00:42:43 I think I only stated at once, so this person is a long time resident here and I shouldn't say residence. She was a teacher in this town. So the reason I mentioned her is because she reached out to me to ask me for a personal donation. And I did. I donated personally five bottles of shampoo, five bottles of conditioner to Ms. Wilamena, Brian. And she also asked me in tears, mind you, because she feels in her heart that she wants to be able to support the residents of his town. So she asked me if I would mention that the council meeting. So that's why I did. So there's no bias, which is anyone who's willing to donate or do anything for someone who's in need to me. Speaker 4 00:43:31 That was great, but I just didn't know what, I didn't know what the, what the, the Skyway progress. The progressive Democrats had been running a weekly food donation and household item donation. There's drop-off in every ward and it's really rewarding. I think you're right. There are a lot of grit. There are a lot to my three minutes. There are a great folks in our community who want to contribute. I know lots of folks contribute to fish. I just, I wasn't sure why we were singling out one particular entity. It's great. That said there's a teacher who wants to help. There are teachers are doing a phenomenal job on very difficult circumstances, retired current. Everybody is doing the best that they can and helping, helping our neighbors. So, you know, we have a food pantry, a food collection there's spots in, like I said, every ward it's really rewarding on Thursdays people drop. I want to say down between 20 and 30 bags of groceries, non-perishables and household items, all, you know, all over town. And we're able to help support design hill Baptist church food pantry, which is handing meals and non-perishables since the start of the pandemic. So if anybody has questions about that, we'd be happy to answer that. Second. I'm wondering, Speaker 2 00:44:40 I would like to interject with that also during my three months of not working, I spent many of my days over at the fish food pantry. So ended most of my donating to the fish pantry. And also the other woman that is doing it is she created that in the name of her husband. And I definitely donated a hundred dollars worth of items to them. So we're not singling out any one food pantry. We're just stating the people that we have done work with and know that they need help. We're not, we're not, Speaker 6 00:45:15 Well, I would ladies day. It's Speaker 4 00:45:18 Nice for a minute. You can guide, you have lots of opportunities Speaker 6 00:45:21 On, well, we'll give you this for a minute, but I want to respond to your comment. Right? So things right. We're just starting off it to you. Right? I think it's important to try to be positive, right? It's time to, to make some changes and kind of move in the right direction. Whether it's the progressive Democrats, whether it's fish, whether it's north stone AME church. So when we imply that there's bias towards anyone, to me who willing to give to people, I, I question your intent of the comment. I wasn't sure why you were positive. Speaker 2 00:45:58 Well, thank you. Well, denied motion. Speaker 4 00:46:05 I don't think that it wasn't motion, but okay. So there's lots of food pantries and lots of ways for people to participate. It would be great if the council and the mayor's office could perhaps put a list of those places for people to donate at all of the food pantries and religious faith-based and other non part non, you know, non-faith based places on the website so that people could access them and find out where they could both donate. Because I don't think everybody needs to testify about whether they, how much they'd given. I'm sure everyone has given to the best of their ability. And that's fantastic. We should encourage that. So it's great that you all have made personal contributions. That's super. It would be great. If everybody who wants to make contributions had information, there's always questions on the internet and on the Facebook group, the township Facebook page about where people can donate. Speaker 4 00:46:52 So I'm just making a suggestion. My response specifically, Ms. McCall was about your comments that she was not new. I didn't know what you meant by that. I appreciate you clarifying. My other comments are quit in questions are regarding the gravel ordinance that we were all reminded about in a Facebook post by the township two days before Christmas. And I'm wondering if someone can, can speak to how it was. It was a written that the ordinance has long been on the books. I'm wondering if someone could inform us about how long it's been on the books, whether you all have done any due diligence about the environmental impact of impervious service purposes. Because over time people have come to realize that paving over everything is not so hot. And whether you haven't a beat on how many tickets or violations you've written and what the cost of those residents might be. Speaker 1 00:47:42 Wait, let it go. Thank you God. Speaker 4 00:47:52 You can answer to those questions. Thanks Ms. McCollom and Ms. Lombardi, You're not going to answer the question. Can someone answered those questions? Speaker 9 00:48:17 Public? It's a public hearing. It's not a Q and a Speaker 4 00:48:29 It's in the public comment portion. I'm allowed to ask a question. I'm asking a question. You have all the time in the world to answer it. So can you someone please answer the question about how long that ordinance has been on Speaker 0 00:48:41 Ms. Berger? Your, your time is up. They gave additional time because council people were answering the questions. If the council would like to respond, they can, you don't need to keep her requesting or response. Thank you. Speaker 9 00:49:23 Hello? Can you hear me? Yes. Yes. Sure. Hi, my name is Brian rack. I live on 1247 Brookside road. I was wondering if you guys could give us an update about how that ecological park is going. I mean, I drive by it just about every day. And so far, the only thing I've seen really happened is about a eight foot high dirt wall that you've paved in the middle of, which is fairly confusing to me. That was my only question here. Speaker 1 00:49:58 Yeah. Speaker 0 00:50:01 So Mr. Act, it's currently still under litigation in regard to the remediation costs and remediation of the site. However, I think the township is preparing an update just on that situation, but as it's continuing to be under litigation, I request to council to refrain from any comments. Thank you. Speaker 9 00:50:22 Sure. That's fine. Do you happen just real quick? Do you happen to know how long this has been a hundred Speaker 0 00:50:29 It's it's been quite awhile, unfortunately, we've, you know, we've been hoping to settle this and resolve this. It went up to, you know, higher courts and then came back down in regard to the remediation costs. And so we're, we're hoping to get this resolved as soon as we can. I can't say much more due to the ongoing litigation. Thank you. Thanks. Phone number nine. Six. Speaker 3 00:51:07 Yeah. Hi. Can I speak? Yes. Yeah. Hi, my name is fatigue. And for three minutes, I'd just like to take this time to share a few observations that were passed here. And the first thing is obviously I would like to recognize people who did the awesome work of support that I would like to. Speaker 0 00:51:28 Yes. You say your name and address Speaker 3 00:51:32 Pristiq 29 redbud road, Piscataway New Jersey. Speaker 0 00:51:36 Thank you. Speaker 3 00:51:37 Okay. So first thing first, I would like to recognize Stacy Berger for outstanding work that was done over the past year. And to be very Frank harp newsletters and whatnot are much more informative about what going on or what's not happening in the town that I understand it in a language that I can be consumed. So, so thank you Stacy, for really informing me for all of this and also bringing to my attention things that would have just slipped through the pack, or I don't understand pain in blunt. All this legal language is nonsense sometimes anyway, parking lot. That the second question that I have is just matter of public trust. Public trust is not just once in zeros being added to bank balances. And I'm going to state a few facts over the last 10 years because I've been living in this town to just make those observations. Speaker 3 00:52:29 So the coming 10 years, I don't want to see this nonsense per perpetuating. First thing is we had for two weeks by the banking system that went into effect starting 2010, we are paying double the property taxes in this town compared to average population of any other town of this particular size. After going through all this, if somebody's going to tell me that the line of food stamps and all of this are inflating for whatever reason, then there is something wrong in the governance models. And I'm not going to put a blame on a person or something, somebody, but that requires some level of introspection. The third thing is the street that I'm on. It has been almost two years that are complained many times where there's this running water issue and the street is not my problem. But if you guys are charging Cadillac taxes, then I'd like to have Catholics streets as well. Speaker 3 00:53:24 That mimics those, those values. So just moving forward, I just want to make sure that win-win, when issues are raised, that, that there is some level of response versus just saying, Hey, we, I grew up and we just shut it down because I've seen, I, I just looked at you through ProPublica records, some of these tax charities and tax shelters that were going on. And, and frankly, to recruit some of these charities discard away, they had volunteers sitting on their board with zero hours. I mean, this is unexcusable this, if this passes your oversight, then I just want them to flow in terms of your governance capacity. One question now that I have the last one is if you guys are falling all the laws to the doc in terms of taxes, which is coming in from federal and state, when it comes to property taxes, how come your numbers are not how come you don't follow the laws that you write? Can you answer that please? Speaker 0 00:54:50 Okay. Last four or five to play. Yes, I, it is. Fargo's 15 excrete, just two things. First thing is I just wanted to acknowledge, I appreciate council member that mentioned the, a teacher that is doing the food pantry. It's always good to know what our council members are participating in. And thank you for acknowledging that and letting us know about the opportunity to donate. And secondly, I just wanted to say thank you for all the good work that the council is doing. Specifically, a council member, a couple shot that has helped with some ordinances, for some issues that we've had over the last 20 years, but finally being actually addressed. So thank you for the swept actions that you guys have done over the last six months in helping with the ordinance. That's all. Thank you very much. Anybody else? Anybody question, please raise your hand and Speaker 0 00:56:40 Okay. I'm closing the public portion council president, if I may make a comment. Yes, please. Thank you very, very briefly. This and there's, there's been from word go, a food pantry list on our website and the lady who was calling, I guess, for lack of a better word. It appears that Groundhog day has come early to Piscataway like clockwork. Again, it's Stacey Berger, unnecessary complaints, phony problems. She's even listening to this. Even Thursday, she's going to hold up the zoning board hostage because she doesn't like the fact that we're bringing in more hostage. You don't get to talk about me through the agenda and Ms. Berger, Ms. Berger, this is not a public forum. You do not move yourself over and over again. You don't get to talk about three minutes, please. No one is holding, especially in this politically charged climate. If you don't, you will be picked on the meeting. This is not the public portion. We need to manage the zoom phone system correctly. It is managed correctly. Well, we shouldn't have a situation where members of the public can shout out at us, unfortunately less than them on youth themselves. And there's no way to stop that. So they're not people aren't following the rules in other words. Okay? Correct. Okay. Gotcha. Can you go ahead please? Speaker 0 00:59:00 Okay. So they didn't know up item in about 15, second, second counseling, liberal arts, and you reading it agent. Thank you. Okay. Everybody say, I, like I say that.
