I'd like to call this meeting to order adequate notice of this meeting has been provided as required under chapter 2 31, PL 1975, specifying the time date, location login, or dial in information. And to the extent known the agenda by posting a copy of the notice on the municipal building, the municipal court and the two municipal library bulletin boards, the municipal website, providing a copy to the official newspapers of the Township. And by filing a copy in the office of the Township clerk in accordance with certification by the clerk, which will be entered in the minutes, the Township continues to use a remote meeting format in an effort to mitigate the chance of exposure to COVID 19 as a part of the township's ongoing effort to slow the rate of transmission and avoid overwhelming our treatment centers in order to make sure a clear record of the meeting can be made and that all parties are heard in an organized fashion.

NJS a 40 21, et Seth Venus hereby adopted on the first reading that it be published in the official newspaper. And that a second reading in public hearing be held at 7:30 PM prevailing time at the Piscataway municipal building 4 55 Piscataway New Jersey, as well as by remote meeting format. On the sixth day of October, 2022, we have further resolved that a copy of this ordinance shall be posted in at least two public places within the Township prior to the day of the second reading and final passage and a copy of this ordinance shall be made available at the office of the Township clerk for any interested member of the public.

Whereas every day, New Jersey, more than 30,000 men and women work as direct support professionals, providing extent and critical services to countless children and adults with intellectual and development disabilities. And whereas direct support professionals play an essential role in the daily lives of individuals with developmental disabilities, by empowering them to lead meaningful, independent and fulfilling lives by promoting independence and inclusion. And whereas these professionals provide a broad range of individual services, including meal preparation, help with medication, mobility, transportation, and daily personal needs. And the direct support professionals must build close, respectful, and trusted relationships with individuals and their families. And whereas direct support professionals help strengthen the Piscataway community by facilitating inclusive inclusion for the people with disabilities. And there is a critical and growing shortage of direct support professionals and direct support professionals deserve recognition where their hard work and positive impact. And I therefore Brian Wallen, the Mayor Piscataway Township and county Middlesex state of New Jersey hereby recognize and dedicate that role of these professionals in proc September 11th through to 17th 2022 as direct support professional recognition week. I just wanted to say that once again, our local Elks hosted a, you know, just a wonderful Memorial commemoration of nine 11, I believe it's the 21st anniversary that horrific event they put together a program that is just a wonderful experience for our residents. I know that there were some residents out there on this past Sunday, the Mayor spoke and I just for one would like to publicly acknowledge the Elks and Piscataway for doing this and hosting this every year.

Speaker 4     00:16:51    Yes. Thanks. Thank you, council president. I would like to acknowledge, I guess, and briefly comment on the passing of Dotty power Dotty. Power's a former council person, a longtime democratic committee person, the first female at the time, it was freeholder in Middlesex county. She was the president of the board of trustees at the county college, which was her true love county college education for long time. It would take me probably 20 minutes. If I actually read off all the things she did for in public service for residents of this town and residents of the county over a long, long career in public service. She's one, she was my former neighbor. One of the first people I met when I got actively involved in the community. She's the unofficial, I'm sure the Mayor, the Mayor knows more titles than me cause she's known her longer. The Mayor for many, many years of the possum town area and somebody who loved our community, worked tirelessly for our community for goodness, probably 50 plus years.  
Speaker 4     00:18:03    And she passed away a few weeks ago since our, our last meeting. And I, I wanted to send condolences to her family. Her husband passed away several years back and to just acknowledge her, her service to our town and to our community. And she's another example of some of the great volunteers and public servant that we have in our town that make Piscataway a great place. And, and I, I just wanted to make those comments. I don't, I don't know that in any way I could do justice to all she's really done for our town, but I did wanna acknowledge. Thank thank you, council president.

Speaker 3     00:19:00    Yeah. I just wanted to acknowledge our pop Warner and cheer program. We started this past Sunday. We had a very successful day. We have a hundred over 150 football players and over 60 cheerleaders this year, the program is doing very well. And our first home game is this Sunday. So anybody's interested come out and watch us. Speaker 5     00:19:27    Thank you, council president. I wanna acknowledge what Councilman Cahn said about Dotty powers. She was the longtime friend and dedicated public servant, not only to the county, but to obviously our Township. We gave her a good Irish sendoff and burial. So Dotty would've been appreciative of that. On a second note today, I had an opportunity to be on a, a conference call with myself and a handful of other mayors around the country with secretary grant home, speaking with her about the energy efficiency conservation block grant. As many of, as many of the council members know back in 2009 during aura law, we, we obtained a direct grant from the federal government during that block grant to put the solar panels up down the DPW yard and the new funding that was just signed into law with a deficit reduction act by president Biden. We will assuming we will be seeing some of that money towards us. So we plan to use the balance of that money to start the balance of the solar projects on our canopies down in D P w and the PD, but it was good to speak with secretary Holm. And to know that president did the right thing and signed that bill into law because the truth of the matter is it's really the seize and towns that are gonna lead the way, not the federal government to get energy efficiency done in this great country of ours. Speaker 6     00:21:07    Just like to thank everybody who assisted with and participated in all of our summer events. We had a very successful recreation program. This summer. The wise program was amazing, was fully, fully staffed and fully subscribed over the summer camps. We're up to over 11,000 members at the Y, which is a credit to the Mayor council and to the managers over at the Y. And the summer ended nicely with over two participating in the senior exciting and everybody participated.

Once again for their picnic outside at Riverside park, it was very well attended and a fun day was had by all for sure. And we had some great summertime concerts this year. It was pretty hot during some of them, but we had some new bands. We had some really good bands and I look forward to hopefully next year, getting that completely back into the works of having one every Thursday night, hopefully as we did in other years. So they were very good and helped to get people out and about during the summertime. And lastly, the next shredding event is this Saturday, the 17th at the little league field from eight to 12 or until the truck is full. So those are my comments for this evening and I'll close it with that.

Speaker 7     00:24:59    Okay. So just two things. One, as I said, I've been attending few meetings and I saw money appropriated or grants created and whatnot. Would it be possible that when the grants are appropriated or dollars are allocated, maybe the president of that organization on a quarterly basis, maybe come to a council meeting for five minutes and tell us what happened to that project and what got better. So that at least everybody's informed about it because I know there are a lot of line items that goes through that. And I know it's, it's very hard, but sometimes it's good to also show the progress. And I know many of you guys know it, but sometimes we don't know like, oh, 50,000 here or a hundred thousand there, which is fine. That's just the way it works. But somebody could come and say, Hey, this part got better because of this particular funding or this got better because of this block grant or this got better because of this state grant, I think that would help bring some credibility to government.  
Speaker 7     00:26:01    That pretty much nowadays I, as much as people say, the, the trust level is, is pretty down other than what trumpets in media. So that's one. And the second point was I think, and I don't know who oversees the road, but there are few potholes back and forth. So I don't know what's going on with that. I can bring it up to the public work department office that would be if that's okay. And the third point was, I think Mayor pointed out about the, the energy of the solar panels, which is all great. Can you like over the cause we, we are in new England or, or at least on the Eastern zone, how many water hours are going to be saved with those solar panels over the course of, I guess 10 years or 15 years, if, if some math or some clarity would be given. So at least those monies can be allocated for different projects. Thank you.

And I just wanted to thank the council almost a year after Ida for recognizing how bad that flooding was and to adopt the ordinance, responding to that and hoping to prevent further flood damage. But I also wanted to ask, I know other local municipalities like Danella and are working with nonprofit organizations to do stream cleanups and do rain garden construction to further prevent flood damage. Is that something skyways looking into it all?

And in coordinates with other cleanups, they do do the, the stream cleanup. We do look into other ideas and I thank you for bringing up other ideas that you just stated.

If I could also too, I do believe if I'm not mistaken that Mr. Gene Welk puts out information from the earth center that talks and, and can show people how to create those specific gardens using rain barrels and the benefits of it. I know the Township does promote that as well, but I'd imagine too that as we get closer to theological park coming under construction, that those might be things that we could look into. Even holding events there that could inform residents. I'd love to see that happen.

Speaker 4     00:32:53    Sure. We we've also worked with Radden river watch and Rutgers university who also has a program of annual cleaning along the Raden. I think it also involves some of the street, the feeders that go into the, so we, we have regularly participated with various different groups. I thank the caller. First

Speaker 5     00:33:51    Council president. If I may, I just, I neglected to mention about some of the businesses that are gonna be leaving to town. Unfortunately, we were notified HAPO Lloyd on hose lane will be leaving our town. They're moving down to Atlanta. They've been a part of this Township corporate corporation structure here for at least 45 years in change, Verizon on Centennial avenues, moving all their employees out of the site that on Centennial avenue, they're moving them up to Bedminster and unfortunately we're losing ShopRite. So ShopRite will be moving over to South Plainfield on that side. They were originally trying to look at building another site in Piscataway, but due to the issue with some of the folks that continue to file lawsuits about land use issues in town, I guess they made a business decision not to press build in a new site in town for the new shopping center.  
Speaker 5     00:34:57    So meaning, you know, for their store. And this is now having a direct impact upon our community where we won't have a very, I mean, we do have stop and shop, but you know, we in Aldi, but you know, now we lose a, a store to an adjacent community that have been part of our community for at least 40 years and change. So, which means we're gonna be at back to square one, looking for another grocery store in town, whether it be at the Kimco site, right where currently ShopRite is or another site. But there again, I wanna reiterate that with the, some of the folks that are filing lawsuits against the boards and the, it is now having a direct financial impact on our community and also on the, the residence, because now they're not gonna be able to go and shop at ShopRite because ShopRite's gonna be moving to a different community.  
Speaker 5     00:35:51    So I just wanted to make sure the council members were aware of that. We will be speaking with the property owners out on those three sites to see what they have in mind, what they're gonna be doing on that site. But, you know, it's unfortunate, but I guess this is the rules that are road going forward with some of these progressive advocates, you start suing people. And then it has a direct impact on our, of financial wherewithal in our community. Cuz right now our commercial base makes up about 38% of the property taxes, which means the homeowners are paying less versus having less commercial base out there. So, so that's pretty much it council president.

So just to, just to fill in some information for the public at home, the issue with ShopRite for a long time has been space and parking and space allocations and, and we had encourage them and have had conversations with them as the Mayor is done with almost every business in town about relocating to a place that was a development site. That site unfortunately was the subject of litigation. And ShopRight decided just to, to move on. I, I, I do wanna follow up and say, it's a, it's an important issue to the town. I was at a meeting recently with the Township attorney. Well the Township attorney and the Mayor, and they're all options are being explored as to what we could do with regard to that space and with regard to this issue. So I just wanna assure residents that we recognize it's a, it's a, it's a problem.  
Speaker 4     00:37:41    It's been a problem with ShopRite for a long time. This is not a new issue with ShopRite. They've threatened to move out of town for at least 10 years, if I'm correct, but I wanna assure people that it's an issue we're gonna attempt as best we can. You know, where the government, we're not private company to, to work, to resolve in the resident's favor, high up on the list of significant priorities. And the Mayor has got a long track record of being able to bring businesses to town. And I'm confident that if we put our minds to it and work hard, we're gonna be able to come up with some kind of solution for residents. But the Mayor, you know, the Mayor is right on with his comments as to how this problem came about. So I just wanted to follow up on that only cuz I was recently at a meeting where we had these discussions.
