Speaker 3     00:11:54    Hi. Yeah, I had a, a question about this 9 million expenditure. I understand that 7.3 million are coming from a federal fund, American Rescue Plan Fund, but I'm confused why Piscataway would need to make a purchase for a communication system for police and emergency response when both the Middlesex County and the state of New Jersey have systems that cover this area. I would be really interested to hear why this is something that we need to invest in ourselves as the Township and why the council members think that this is a fiscally responsible move for Piscataway to make. That's the extent of my question. Thank you.

Speaker 4     00:13:01    So communications equipment like TVs, electronics, all eventually wear us out and the federal government's been narrow banding over the last 30 years and changing the frequencies. So our department went out and looked at the options that were available to them and it was determined that it would be the best interest of the Township if we have our own system that we can operate and maintain and not have to rely on on anybody else's systems as some other towns have chosen to do. And the fact that we're using the federal funds to pay for the vast majority of it makes sense fiscally and financially to us at the same time as it makes operational sense for us to maintain and control our own system.

So Mr. Dacey, it's my understanding too is that the, the bandwidth that we'll have with this system will give our residents much better service, much more reliable service. This was my understanding as to some of the reasoning why our, you know, our law officers and the Township too felt like this was a better route than going through the county. Is that's

We've got some, unfortunately we've got some spots where the communications in the Township aren't quite as crisp as they are in other parts of the Township and we had a communications company come in and design the system and they recommended putting up some additional towers that we could put repeaters on and the result of that will be we'll get better coverage throughout the Township and especially in some of the larger buildings if there's an emergency in the talk to police fire departments. The ambulance.  
Speaker 5     00:15:08    And if I could, just on a follow up question, just to make it clear for this resident, is that without that repeater system, which we would not necessarily have gotten had we signed on, that's what we're talking about, the gap in communications. Is that fair to say?

First of all, to Ms. Cahill, the, the system does not, the residents do not get any additional bandwidth from this. This is a purely used by the town and the fire department, the police departments and stuff. So like that's sort of related.

So if there's dead spots in the town, is EMS unable to contact their dispatch when they're in those dead zones? Is this system gonna remedy that in any way? Do we have qualified people on staff to do this or are we tying ourselves to contractors forever? This is 11% of the 2022 budget or it's equivalent to 11% I should say. Does this include the cost of buying new radios for all the fire departments and all the municipal employees? And does this include any sort of maintenance on an ongoing basis? Thanks.

Speaker 4     00:17:27    So the ambulances are dispatched through JFK right now and there's no dead spots for JFK dispatch. The additional towers will be for, to make sure that we have good coverage for the police, fire, and EMS all throughout the town to improve coverage. It is designed by, we do not have radio, radio design experts on our staff. So we did hire a company to do the, to do the design, but we'll not be tied to the company after the system is implemented. It does include money to buy radios for police department and I believe public works and some other departments and the police are working with fire commissioners for what they to do and it's managed in-house by of our polices. That covers it all.

I'm looking at an Oprah request from about a year ago where there's a bunch of emails between JFK and the New Jersey, o i t, where they're talking about setting up the dispatch talk groups on the state system. So I mean, they're, they're using that so there's coverage problems that that's a potentially big issue. That was it. Thanks.

He seems to ignore the federal grant. You know, so that that doesn't make it 11% of the actual budget if you reduce the amount by the federal grant. The other item is, I think Ms. Kratovil, she had stated that, you know, why don't we use the state and the county systems? You know, we would have to contribute to those systems if we use them too. So that has to be taken into account, constant annual contributions to those systems. Whereas if we, you know, install our own system, we're not paying anybody else for, for of their system.
