Speaker 1 00:00:03 The whole minutes. This one's Dawn Laura. Yes. It's gab. I'm sorry. My computer goes to Dana accounts because we use the tech council. Oh, I can change your name. No, that's fine. Yeah. I can actually change your name. Thank you. No problem. Thank you. Okay, Susan that's dog, The closer doors. All right. Two minutes, everyone. Okay.
Speaker 2 00:01:04 Okay.
Speaker 1 00:01:10 And just everybody makes sure that you say your name for the record before you speak or make any comments, please.
Speaker 2 00:01:18 Okay. Or should I put my whole last name? Just for the hungry or
Speaker 1 00:01:23 No? You're okay. Just state, state. We should be okay.
Speaker 2 00:01:30 After the pledge of allegiance. Let me just put something on the record, how we're doing the meeting.
Speaker 1 00:01:34 Okay. Okay. Before Brenda does her spiel here, he guidelines. Okay, great. Thank you. Yes.
Speaker 2 00:01:45 So you know, everyone that has her name up there when they speak the picture and their name is going to show you still want them to even state their name?
Speaker 1 00:01:54 Well, yeah, stating it's good because I'm still doing my audio recording. So that way, if I have to do my stuff, I could still hear it. And then it's recording on two different things and you, so we're good. Okay, cool. Thank you. Thanks. So
Speaker 2 00:02:07 You're welcome. Hey, Laura, Krulak's Alexa.
Speaker 1 00:02:15 I feel like that the like instead of, Hey mom, it's funny. What? Gosh, 20 participants. 21. Yes, The funeral. Check-ins
Speaker 1 00:02:55 Okay, Brenda. We're good. Ms. Chairwoman.
Speaker 2 00:02:59 Okay. The Piscataway playing or adequate feeding is provided in the following way. Notice probably in the Korean news notice posted on the bulletin board of the municipal building notice made available to the township. Sir, notice the Korean news and the star ledger. Well, the clerk was
Speaker 1 00:03:21 Mayor Wahler Councilwoman Cahill
Speaker 3 00:03:29 Here.
Speaker 1 00:03:31 Ms. Corkery here, Ms. Cylinders, Reverend Kenny dope. Mr. Espinosa, Mr. Foster, and Madam chair Six.
Speaker 2 00:03:52 The records. We're going to say the pledge of allegiance for
Speaker 1 00:04:00 It's to the flag at the United States of America and to the Republic. One nation under God, indivisible with Liberty and justice.
Speaker 2 00:04:24 You're trying to go now notice into the record, please.
Speaker 4 00:04:27 If I may, the meetings being conducted virtually in conformity with the department of community affairs guidelines that were issued in response to executive order 1 0 3 and executive order 1 0 7, all the notices have provided the call information to this virtual meeting in light of the ongoing pandemic. I believe we had complied with the PCA guideline in the meeting should go home.
Speaker 2 00:04:58 We will elsewhere in the, the professionals.
Speaker 3 00:05:02 This is Carol Bonner's professional. Please read the white right-hand whether the testimony about to give me the truth and nothing but the truth.
Speaker 2 00:05:11 Yes, I do see Adoption of the minutes from the regular meeting of April 8th, 2020.
Speaker 3 00:05:23 And it I'm chairman. I Carol thought it would like to adopt the meeting minutes from a baby boy, 2020 meeting.
Speaker 2 00:05:32 Do I have a second
Speaker 3 00:05:36 Dawn carpet? I'll second it
Speaker 1 00:05:40 Mayor Wahler Councilwoman Cahill. Yeah. Ms. Corcoran. Ms. Saunders. Yes. Mr. Espinosa. Yeah. And Madam chair.
Speaker 2 00:05:57 Yes. Item number six, which I skipped over before. Adoption of resolutions. The memorialized action taken on April 8th, 2020 Madam chairman. I liked the more alive the regular accident would take with the April 8th, 2020 meeting. It's a meeting. Carol Vaughn. Do I have a second? Dawn Clark. And I'll second it, thank you. Rocco
Speaker 1 00:06:25 Mayor. Wahler yeah. Councilwoman Cahill. Yeah. Ms. Corporan Ms. Saunders. Yes. Mr. Espinosa and Madam chair.
Speaker 2 00:06:40 Yes. Yes. Item number 881 on our agenda. 19 PV 43 has been withdrawn without prejudice. I can never not 20 20 0 3, 20 DB zero three. Digital real Realty trust we haven't parents is pleased.
Speaker 5 00:07:09 Thank you. Madam chair. And I talked for the record. My attorney at law was able to represent the outlook in digital Realty. Trust your attorneys oriented properly constituted for meeting the video executive order. What else? So ask the, there'll be a ruling as to whether the notice proper attorney finds that efficient jurisdiction is for one housekeeping matter. Before I go into just an overview, we have reached staff reports that we've received. When we work with those three welfare CMU reports. You have a may 28, a staff report prepared by Mr. Hinterstein. We worked from the fire Marshall or probably the director of public works. Those last two, the director of public works and the fire Marshall there have no condiments or they've approved. Yeah. Patient. The report indicates that there are four cited impact issues, proposed sidewalk, retails, damaged curbs and sidewalks replacement of deck landscaping, and also
Speaker 1 00:08:28 Passport no 2, 4 7, 6, 7, 9. That's the password for
Speaker 5 00:08:32 I'm sorry. we will comply with those requirements. Don't have to testify. No parents was called out or wherever it was. You have to know that it's for a variance based on the CME report, which indicates that there is a recently inactive ordinance requiring one electric vehicle charging station for every 50 parking spaces on the site. There are presently no electric vehicle parked stations on the product, which is sort of interesting because it's a data center restructures that comprise the site, our data center we're required to have just a shade over six we'll come up and have the seven electric vehicle charging stations on the site installed just to orient the numbers of the board as to where the site, if it's roughly bounded by six Daniel avenue to the south or replace, which curves from east going all the way up to the Northwest portion of the proper word intersects with south Randolphville road, which forms the boundary of the property itself.
Speaker 5 00:09:43 There are three buildings that make the structure and I'll go in a clockwise fashion from the Southeast of the property. There's a two-story data center, which is the most recently added building on the site and that's south east corner. And as you go clockwise on the, towards the west, you'll find that first there's an electric substation, which was added, that's a lower grade than the actual grape of facility. It's surrounded by fencing. And then as you go further clockwise to the west, the story facing rebuilding with Jews to be a warehouse that has been converted to write a data center or one story based in rebuilding and you're in clockwise to the Northeast, it's a three story office building building, I'm sorry, Mrs. Smith. I was just saying rather than any head injury record reflect wherever you can join your meeting before that.
Speaker 5 00:10:55 So the three story brick building, which used to be an office building continues to be an office building, but also houses data equipment for tenants that are at that location. Now between that building and the new building, which I started off the driving, there's sort of a gap between the buildings and in that little gap area, there, there were pads that have been set up or some existing electrical switch gear equipment, and also some diesel storage tanks and future storage tanks to be located in that location. Subject of tonight's applications, that little area between the two we would like to add to larger diesel storage tanks for fuel tanks, one of 20,000, one's another $25,000 to increase that capacity, which provides longer continuous backup. Our, the result of that we'll have to extend some of the padding, the pads, every pads, where the storage tanks are placed in type a impact will be that we're adding roughly something short of 250 square feet of view.
Speaker 5 00:12:06 Previous coverage. I have the board members have any questions for me prior to my calling, when I young and it's or engineer, I would also like to point out that submitted a site plan or almost submitted your sheets, which I believe Mr. Barlow has indicated will be you provided that more than 10 days prior to the public, have an opportunity to inspect those two sheets as well. And we'll be referring to those during the testimony as either as the plan is to and Mr. Youngins scribe to share with your permission to call Mr. Younguns and have this morning,
Speaker 3 00:12:58 Mr. Young, can you please raise your right hand? You swear the testimony you're about to give will be the truth and nothing but the truth. I do. Thank you. This is Carol .
Speaker 5 00:13:13 Sure, man. Thank you. Mr. Galligan said, you've been before this board and a number of occasions specifically for this application you've been before this board, a number of occasions that correct. That is correct. And you were accepted by this board and previous occasion, which is probably going back to around 2013 or so as a licensed professional engineer in the state of New Jersey, is that correct? That's correct. And since 2013, have your credentials changed in any way?
Speaker 6 00:13:42 Not in the state of Jersey. I added more licenses in other states,
Speaker 5 00:13:48 Madam chair, I would ask that he'd be still recognized as an expert field of engineering to Chaill on back at night. Thank you, Mike, if you want to go over the site itself briefly and then tell us what we're proposing on doing in terms of the site plan application.
Speaker 6 00:14:06 Yeah, you did a pretty good job of explaining, and obviously we have the three existing buildings and the data center campus today with the largest being with frontage and south Randolphville road, and then the next small and being with the three corporate address and then the smallest building, being the newest building, which is on the Centennial avenue frontage number 1, 1, 1, 5. This project proposes the addition of two new fuel diesel fuel storage tanks behind the 1, 1, 1, 5 Centennial avenue building. Those are proposed to be within the existing equipment yard that was previously approved to support that center.
Speaker 6 00:14:53 These tanks are going to be to one of 20,000 gallons and the other 25,000 gallons will be wholly contained in that storage area. I mean that the equipment yard, they will not be visible from San tango avenue or from corporate park drive. They are hidden behind the building. There really is no significant change as a very modest increase in pervious well below any standard. The area in the back today is gravel with equipment pads. We're actually eliminating a few proposed heads to put these new tanks in. So it's, it's roughly the same that was proposed in the original application. Now these tanks are 10 foot in diameter. They're about 12 feet tall installed with the foundations underneath them, which is considerably lower than the existing data center building. The tanks are double-walled tanks, which means that they meet the requirements for spill containment. In addition, all the piping for the tanks, from the tanks to the building or above ground mountain on piers.
Speaker 6 00:16:05 And again, they're all double wall piping and all of the exterior walls of the piping and the tanks will have sensor systems in them to alert. If there is a leak in the primary interior height or tank though, it's a completely viewable operation, everything above ground, no chances for leaks at all. Now these tanks are being posed to support the generators within the 1, 1, 1, 5 building to give them additional runtime. Generally the generators have a belly tank underneath it, which is good for about a day of supply. These tanks extend that to play out a little better than three days. I understand. So it gives you a lot better offering if there is some kind of a natural disaster or other events that this data center to run unimpeded, the installation of the tanks don't affect the accessing through the existing equipment yard. The fire lane is still clear as approved in the original drawing.
Speaker 6 00:17:13 And there is no there's some slight improvements that are done to the grenade system. We have to move some pipes out because the foundations for the tax ended up on top of them. We moved them out so we can maintain and monitor the better, but really no substantial changes in the way any of the other infrastructure in the back works fairly straightforward application. And I have two more questions for you. If you wouldn't mind. First is the staff report, Mr. Hinterstein staff report your redemption. And is there any condition that cannot comply with their, no, there isn't. I mean, I can go out and walk away. I just need to make sure that everything's okay. And I don't see any issue here.
Speaker 5 00:17:54 And finally, the CME reported a case that there is a variance. We didn't notice for a variance on the electrical vehicle charging stations or withdrawn a request for a variance before this board tonight, he was looking why we provide more than what's required seven, seven,
Speaker 6 00:18:13 Correct? Yes. And we've already had discussions with the owner and are right now receiving, how are we going to move those in electricity is not a problem. And it's like, we just got to get it over there when you have your own sub stage. And then it helps.
Speaker 5 00:18:28 That's true. Unless the board members have any questions. I have no other questions. They can request any questions from the board.
Speaker 3 00:18:37 Madam chair, Dawn corporate, as I think at the workshop meeting, we briefly talked about sidewalks and whether or not there had ever been a contribution in lieu of the sidewalks along Centennial avenue. And I'm not sure whether or not you looked at into that. It is also come to our attention that there are not sidewalks on corporate. And I don't believe that that contribution that had been made many years ago before Centennial avenue covered the sidewalk along corporate. So an additional item would on the staff report would be that the applicant would be responsible for the installation of sidewalks along corporate. The town will certainly work with the owner to give them two to three years to have them installed. It's not something that has to be done immediately, but it does need to be addressed if it was not part of that initial, that initial contribution years ago,
Speaker 6 00:19:42 I have not been able to identify. I recall very clearly that was the sidewalks, the sidewalks along corporate
Speaker 5 00:19:54 Terrify me. I think I'd be able to add some light to this, the, the sidewalks along corporate place. I believe we've asked for relief from that condition. There was, there is sidewalk on the opposite side and we'd asked for relief from that condition because of these, the need for security at this facility itself, you did not want to encourage pedestrians to walk in that area. There some highly sensitive information, including financial information and national security type information security with services, security type information that is being housed at this location. So not to encourage pedestrians to walk along. I don't recall anything about Centennial and I'll certainly pass that on to our client,
Speaker 2 00:20:52 Ms. Madam Cochran. Do you have a response for that?
Speaker 3 00:21:04 I'm sorry, Mr. Esau. We're going to have to, they're going to have to be, they're going to have to do something either. It's going to have to be an income contribution or they're going to have to install them, but that could be something that can be worked out at a later date. I can be worked out with the attorneys with the owner
Speaker 5 00:21:26 And you just work it. I completely understand. I think we'll work something out. I just wanted to get that. I did look into why the sidewalks whenever built along a corporate place. I know that that's generally been the chap said, in fact, the policy of the township to have sidewalks in those locations. So I looked into it on my older files. We had requested relief from that condition based on the security issue. It was all lies. I don't believe there was any little contribution that was provided at that time. And I think that that certainly would be appropriate for the township to make that request. At this time, I'll speak to my client about that issue. I was determined that I don't, I don't have any recollection whatsoever about Angela, how bad a handout, but I understand that there is a policy issue on past.
Speaker 3 00:22:23 Okay, we'll work it out. Thank you
Speaker 4 00:22:26 Condition. I just wanted to note, I'm looking briefly at the prior resolutions and I don't see any reference if the relief was sought, that it was necessarily granted if a lot of somewhere else, as long as we can work it out to conditions to the teacher,
Speaker 2 00:22:46 Let's open it up to, are there any questions from the board?
Speaker 7 00:22:51 Yeah, I well said. I was just wanting to know whether the only concern with security around the facility, rather than, rather than any concerns about safety of the pedestrians.
Speaker 5 00:23:09 If I may, I believe that the issue of safety I'm not going to address. I know that where there generally isn't traffic, pedestrian, traffic walks. So I'm not going to raise an issue of safety at this point. I think it's more secure.
Speaker 2 00:23:35 Okay. The chair will now open it. Open the meetings.
Speaker 3 00:23:40 Madam chair. It's Councilwoman Cahill. That's okay. There's just one other quick question about that. Ms. Charcot. I told him that to everything security issue there with the installation of the sidewalk, then what you're suggesting is that there'd be no sidewalk and go out there. Is that accurate?
Speaker 5 00:24:07 That was the position that we raised at that time. And I think we're continuing to raise that at this time. We're not to have a sidewalk there, but I'll take it back to my client. If the situation has changed, as tenants may have changed since the last time we were before the board, which if I'm not mistaken 2013 and certainly the sidewalk, but we'll, we are fully prepared to work with township administration and professional staff to figure out which of those to refer to.
Speaker 2 00:24:43 Jared's asking the board for any other questions here, guy hearing no one respond and now open it up or can we see
Speaker 3 00:25:01 Madam chair? This is capital and a Cato. We need to let the public know how to raise their hand. And it's new meeting. They should hit star nine. And that way they can raise their hand so that we can see that.
Speaker 2 00:25:18 Okay. Any from the chair, anyone wishing to respond to this application and the witness that I've seen thus far, would you please respond by hitting star star nine or nine? Did you see any responses? No. Ma'am seeing no responses. Hearing no response from Ms. Buckwheat, the public portion is now closed. Would you like to make closing statement, Ms. Advil,
Speaker 5 00:25:52 Patrick chair, I'll submit on the application. I believe that the only pending issue here is really the issue of the sidewalk, whether constructed or where there be a contribution. I understand that that's been the policy retention for a period of time. It took that back to my client will continue to work with the talented solution on that issue. That's the board looking at the sample with the patient favorably is that would be an improvement to the onsite operation for backup purposes. Certainly
Speaker 2 00:26:25 The chairs are requesting motion from the board,
Speaker 3 00:26:35 Madam chair. This is Councilwoman Cahill. I would make a motion to prove the application, but based the, the applicant going, or I guess Mr., I call going back to the applicants to check on the security measures and coming to an agreement with the township that would be acceptable in lieu of building sidewalk.
Speaker 5 00:27:02 I'm sorry to interrupt, but one of the ways that we might accomplish that, it might be to say that you required to enter into a developer's attempt to show.
Speaker 2 00:27:16 Is that inappropriate amendments, Ms. Cato refer back?
Speaker 3 00:27:23 Well, I, you know, I'm gonna, I will also ask that our counsel China and here, I mean, that is, that's fine by me except accessible to counsel.
Speaker 4 00:27:36 That's fine with me as a condition again, to work with. It gives us the ability to happen, work with the municipality in terms of the construction and or payment in lieu of, to the satisfaction of the burrows in his valleys professionals.
Speaker 2 00:27:53 All right. Now request the second a member of the board. Thank you, Jerry quests. That a roll call will be made
Speaker 1 00:28:08 Mayor Wahler. Yeah. Councilwoman Cahill. Yeah. Ms. Corporate. Yeah. Ms. Saunders. Yeah. Reverend Kenney. Mr. Espinosa. Yes. Madam chair.
Speaker 2 00:28:28 Yes. Thank you. Everyone. Motion is granted as a limited partnership. It has been postponed until our July 8th meeting,
Speaker 1 00:28:53 Correct
Speaker 2 00:28:57 Item number 11, courtesy review from the board of education, Middlesex county votes, vocational and technical schools. Solar array went here to present this.
Speaker 4 00:29:11 Yes. This is lie. Rawlings of advanced Stoller products. I'm the president and CEO of advanced solar. And thank you, Madam chairman, my mails, I also have with me Alissa Sarubi project manager for advanced solar products, Keith Smith, from French, from Perello engineers. And I believe, I believe Francis cap from the Middlesex county vocational technical school system is on the line. Although I don't see his, his name, but he, the participants as well. And if there are any questions and this is my first time to try a virtual planning board meetings, please be gentle with me. So pursue a, a public competitive bid at advanced solar products was awarded the project to niece design build own and operate a, a affordable take system on the grounds of the Piscataway campus, along with our financial partners. And we, and so I'll describe the system briefly. And then we will allow keysmith department Frank's umbrella to describe some of the civil engineering aspects as were submitted previously.
Speaker 4 00:31:00 So the rotating system would be adjacent to the main campus along Gordon road. It's a horrible take system comprising nearly 2000 kilowatts of our output to be society's 1,976 kilowatts that's about out it's exactly 5,200 solar panels. They will be mounted in the field along Gordon road, adjacent to the campus on driven posts with solar panels to do high end portrait on those posts at a 15 degree tilt, that's a relatively shallow tilt to minimize the height of the array. The FarmBot Ted Ray will be surrounded by a security fence, two 12 foot gates to enable vehicle access. And the power will be routed to the, to the school building itself through, through a trench, wherever the interconnected on the customer side of the meter. And there it is expected to bride about 80% of the annual power consumed by the school and is estimated to the school approximately $800,000 over the first 15 year period that where we will be under contract to sell that power to the school at a substantial discount, which produces the savings. Now, of course, this array will last much longer than 15 years, and it has an estimated useful life of 30 to 35 years. So the school has an option to continue those savings after the initial 15 year period. And that is just a thumbnail of sketch of the project and, and what it will do you want to add some of the, some of the civil engineering details?
Speaker 8 00:33:11 Sure. Wait, a site is Kelly vocational technical school Scally campus while indicated we are doing the building yourself and Fordham road. The area that the places currently occupied by either there's a tennis court area and parking area or Porsche side and a road and a parking area, actually sole railroad people find up to two separate locations and they're in a connected low grade. On one side of it would be on there. The barbarian from two removed by the tennis court. We removed on post a photo arrays, basically two and a half, three that lower in the heart around great at the higher end of your requirements from a Spooner magnet standpoint, perhaps like pavement everyplace, where they lawn area, there'll be a low maintenance, low growing grass on the, in the area where the rays are site or mortar. These are already in place at the site and which are likely to notice a reduced amount of water.
Speaker 8 00:34:45 So there should be no impact of that of perspective, the parents or deviations from your ordinance. There are a kind of whole of the one that said the ratings are set by 40 feet of all family lines, or once you with the self where you're not operating within the residential zones when they might not shows Ellen quick start back. And I, whatever we're proposing do with being ready, ultimately, when a road right of way, there is a entire site will be on in a fence areas, but I've met some parade 10% back from the offense and you're ready. Like all the other thing. Well, basically between the school and a Fordham road, they find out. So we are within a Bundoora. However, the Ray will be facing away from the date and properties. As far as for replacement trees, there were 43 trees in the area that's being on. Those six of those are remaining. The other seven are being read by, but at the bottom based on bleeding on the site itself. So the light has been removed. That's a great advantage. Be able to replace the site. There was no in to the traffic circulation, the load that is there will continue to be there. No impact. older color. Okay.
Speaker 2 00:36:55 Okay. Your comment, the jury would like to know if there are any comments from the board. Any suggestions? No comments. Well, thank you for your presentation. I it's hearing no comments.
Speaker 1 00:37:17 Oh, hold on. Madam chair. I hear from the other room there. Line's not working.
Speaker 2 00:37:23 Oh, wait. I need to, I, should I put that into the problem
Speaker 1 00:37:26 Now? I'll give one second. She can't talk unmute. Go ahead, Dawn. Try it again. Okay. She's so fun. Yeah. I just muted her Dawn. You were muted.
Speaker 3 00:37:47 I'm on, I'm on a mayor zone. Hi, I'm sorry. Doing Corcoran. Just one comment. I under understanding that you're just coming in for a courtesy review. However, the town is asking that the boomers have to work with us in replacing or repairing the curb along all of your friends and job there. I mean, this is a very large project, you know, you're putting a lot of landscaping and you're doing different things, but we, we do need to have that, you know, that carving look that it's something you can work with our engineering department on it's it really doesn't have to be done right now because the solar project is going to take you some time. And again, we can work out a time, you know, the timeframe for that. Well, or did you pick that up? Yes. Okay.
Speaker 10 00:38:52 Yeah. Good evening. My name is Francis staff, Councilman Madam chair, members of board. Basically. Thank you for the courtesy view. The curbing question is what would be known as a road tail across from the new development facing east easterly side schools when we're talking about?
Speaker 3 00:39:21 Yeah.
Speaker 10 00:39:22 Okay. All right. All right. Because we're in negotiations and receiving contribution develop or for road improvements or maintenance. So I'll bring that flow to come in for indicating that there was some started out, have never been curved wire to go hat, sidewalks, and then establish on this side.
