Speaker 1 00:01:26 First participant. Hi, let you in the meeting. This is Tim, or is this the mayor's one? Okay. Thanks Ken. Okay, Tim, I've let you in the meeting. Thank you. Okay. Mute yourself Tim. 28 54. Hi Chanel. Hi there. Chanel. Chanel. Are you there? Hi Melissa. Yes, I'm here. Thank you. You're in the meeting now. Thank you. Hi Jim. I let you in the meeting. I just wanna make sure you're there. If you could unmute yourself and let me know you're there. I'd appreciate it. I'm here. Yes. Now I have you. Okay.
Speaker 2 00:10:20 Okay. So generally when I have to say something, I'll just unmute myself, but it starts at
Speaker 1 00:10:27 Yes, please. And then, and then unmute yourself back on with, okay. Okay, great. Jim bowler to mute and unmute yourself. Star six for both things. Just wanted to let you know that. Yes, sir.
Speaker 2 00:11:05 Thank you very much for that.
Speaker 1 00:11:07 Thank you. Hi, Frank. You're in the meeting. Are you there? Mr. Aaron? Okay. Thank you. I just want to make sure that you were with us. Hi, Michelle. Michelle, are you there, Michelle? I just want to make sure you're in the meeting just so you know. Okay. It's very muffled again. I don't know what it is. Yeah, I don't either. Okay. That's better. That's better. All right. Thanks, Michelle. All right.
Speaker 2 00:12:39 Seems like Franklin all the way back. Oh, I'm here. I you doing? I'm doing good. I'm trying to keep quiet. You know how life is you saying? Well, huh,
Speaker 3 00:13:01 Welcome.
Speaker 2 00:13:10 Yes, I got it. And I sent a Risa and I know saying I will be, there are in our store. I should have sent it to you. Right. Frank. I lied to get out of this house. Let me tell you. Yeah. Should I go out to the mailbox?
Speaker 1 00:14:19 You're in the meeting now. Cause I just want to let you know And you just unmute yourself so that I know that you are here. Thank you.
Speaker 5 00:15:07 Yeah.
Speaker 2 00:15:08 Yes, Dale, how are you?
Speaker 5 00:15:11 Hey, KPO just wanted to make sure they were, I was actually in the meeting. Hey Frank, how you doing?
Speaker 2 00:15:27 So now you're happy with your friends, right? Can feel that's going to cost you something. I know that
Speaker 5 00:15:40 Now that now that we got an actual president in charge and the vaccine is starting to roll out, we got some leadership maybe in six months, we'll all be together. I hope so.
Speaker 2 00:15:53 You're very positive. Turn it on six months.
Speaker 5 00:16:00 Well, yeah, I hope so too. But I mean, realistically, it'll probably take till this summer, I guess. I hope not
Speaker 2 00:16:12 To get vaccinated.
Speaker 5 00:16:15 Nope. The way I'm looking at it is it's like our it's our generation tests, you know, it's like being in a, you know, world war II or something, you know, you gotta, we have to just rise to the occasion. You make it through not much we can do about it. It would be easier if we had a Franklin Roosevelt instead of a Donald Trump could actually get Lee will lead us beyond idiocy. But
Speaker 2 00:16:45 It's a tough one.
Speaker 5 00:16:48 Well,
Speaker 2 00:16:49 From everything I hear and see
Speaker 5 00:16:55 Is this our last meeting of the year?
Speaker 2 00:16:57 Nope. One more next week. One more.
Speaker 5 00:17:06 I don't see that on the email I got up from Melissa. Oh yeah. I do see it. I see it. I have my glasses. I don't have my glasses on and I saw my iPad. I didn't print it out.
Speaker 2 00:17:21 Oh yeah. It's I don't know three pages.
Speaker 5 00:17:25 Well, I, I I'm having cataract surgery in about three weeks, I guess it is. And, and the, my eyes are, have gotten that were, they've gone from bad to worse. So,
Speaker 2 00:17:40 Well, I had it twice one last year and the other five years prior to that, make sure you someone to drive you home.
Speaker 5 00:17:51 Yeah. I'm looking forward to it, frankly. I'm going to put a lens in my eye and I'll my, my vision will be completely improved.
Speaker 5 00:18:01 You won't wake up blind anymore. Well, you know, it's a hassle to answer, you know, it slows me down. I'm trying to respond to the fire call. I gotta stop, put my contact on. Then I can't really sleep in them. And you know, the two minutes or more to take to, to do that are three minutes over long, it takes is it gives a it's nice getting there on time and not so we'll be much more convenient. Sean Cahill had it recently. So it's not just you old gang. Most some of us youngsters, which aren't too young anymore. Just had it
Speaker 2 00:18:42 Done.
Speaker 5 00:18:44 Yeah. Yeah. It's pretty routine. Now I get it. I have a, a deposition tomorrow. Actually you got to put a jacket and tie on. So like I though I may have a hard time remembering how to tie a tie inside one in a while.
Speaker 2 00:19:11 Okay. Give it a try
Speaker 5 00:19:17 Once a month. Now I, you know, I probably have to wear it.
Speaker 2 00:19:20 Oh, that's not bad. Huh?
Speaker 5 00:19:23 That's supposed to know. As opposed to a couple of times a week.
Speaker 2 00:19:29 Not bad, not bad. I didn't know what happened. I didn't office his clothes. Oh, mushing from home. So I don't need a tie. That's right.
Speaker 5 00:19:58 Well, when we go on video and there's a judge there, or it's a deposition, that's a little more formal. I wear, I put on the jacket and John, you don't have a lot of people. Don't I just do a little old school.
Speaker 6 00:20:11 I'd like to have the counsel's attention. Please like to call this meeting of the Piscataway township council to order a adequate notice of this meeting has been provided as required under chapter 2 31, PL 1975, specifying a time date location. And to the extent known the agenda by posting a copy of the notice on the municipal building municipal court and the two municipal library bulletin boards, providing a copy to the official newspapers of the township. And by filing a copy in the office of the township clerk in accordance with certification by the clerk, which will be entered in the minutes.
Speaker 7 00:20:47 Now I'd like to read the statement. The township is using the telephone meeting format in an effort to mitigate the chance of exposure to COVID-19 as a part of it's ongoing efforts to slow the rate of transmission and avoid overwhelming our treatment centers. The dial in information and final agenda has been posted on the township website for the members of the public in order to make sure a clear record of the meeting can be made. And that all parties are heard in an organized fashion. All members of the public will be muted. And during the, during the meeting, if a member of the public wishes to speak during any public comment portion, please press star nine. In order to raise your hand to speak, we will unmute members of the public individually. If they have their hand raised, when it is your turn to speak, you will hear a notification that you have been un-muted.
Speaker 7 00:21:34 It is at that time that you should begin to ask any questions you may have. You'll have three minutes in which to speak at the conclusion of which you'll be muted again, and the, or administration will respond as necessary. Should you have any further comments or questions? The township council is always available by email and phone and you can always call the mayor's office during the normal operating hours. Each member of the public shell only have one opportunity to speak during each public portion. As the technology does not allow us to know if there are multiple callers on an individual line, we ask that if you wish to speak that you dial in on a separate line so that we can recognize you as a separate individual. Thank you in advance for your patience. As we implement this new technology to continue to move the township forward during this health emergency, Ms. Cedar, would you please take the roll call?
Speaker 1 00:22:24 Councilman arts, Councilman con Councilwoman Lombardi here in the column here. Councilman Shaw, Councilman urban council, president Cahill here and there. Brian Waller the administrator, Tim Dacey township attorney Roger Gomer, and down here, Melissa Cedar, the township clerk.
Speaker 7 00:23:09 Thank you, Ms. Theater, would you please join me in a sleep to our flag? I
Speaker 1 00:23:12 Pledge allegiance
Speaker 7 00:23:14 To the flag of the United States of America and to the Republic, the public
Speaker 1 00:23:20 One nation under God,
Speaker 7 00:23:22 Indivisible with Liberty and justice for all. Thank you everyone. Okay. That'll bring us to number five. These are comments from administration and council regarding a German of any matters on this agenda. Do I hear anything from council or administration?
Speaker 7 00:23:44 Okay. Seeing that'll bring us to number six. This is open to the public for comments regarding item number seven, which are the consent agenda items at this time. If anyone in the public wishes to comment, they may do so by pressing star nine, to raise your hand, when it's your turn to speak, you'll hear an announcement that you have been un-muted at that time. Please state your name and address and know that you have three minutes in which to make your comments. The council or administration will respond if necessary after you've completed any comments or questions.
Speaker 7 00:25:16 Okay. Seeing no hands raised I'm in meeting from the public, I will close the public portion that will bring us to number seven, which are the consent agenda items for efficiency items have been consolidated into a consent agenda to be voted on together. The materials for these items have been distributed to the council in advance of the meeting at this time. Are there any items that the council would like removed from the consent agenda to be discussed or voted on separately? Okay. Hearing none. Do I have an offer offer counseling? Bellard? Do I have a second, second Councilman con counseling con and Cedar, would you please take the roll call vote?
Speaker 1 00:26:02 Yes. Councilman con yes. Councilman Lombardi. Councilwoman Nicola. Yes. Councilman Shaw, Councilman Aron council. President of Cahill.
Speaker 7 00:26:23 Yes. And the consent agenda items pass that will bring us to number eight, which are announcements and comments from officials. Councilman Bellard. Thank you. Thank you, Councilman Khan. I don't have any comments.
Speaker 1 00:26:40 Thank you.
Speaker 7 00:26:42 Council woman Lombardi. The wish of those celebrating Hanukkah. This coming Thursday. Happy Hanukkah. Thank you. Council woman. The column. Yes. I'd like to do the same happy Hanukkah. Thank you. Thank you, Councilman Shaw. Nope, nothing. Thanks. Thank you. Councilman urn, Mr. Mayor,
Speaker 8 00:27:11 The council president department of public works should be finishing up this week with round for the leaf bag pickup, a curbside. So we're just highly recommending residents to get those leaf bags out there because December 31st is the last day that we pick up the leaf bags. So we should be starting round five next week, December 14th, and then probably round six, six and final round will start on the 28th right before new years.
Speaker 7 00:27:43 Thank you, Mr. Mayor. And just as a reminder, Mr. Mayor residents do not have to call for that pickup, right? They just have to
Speaker 8 00:27:51 Correct. Leave it out a curbside after January 1st, you have to bring it into the recycling center.
Speaker 7 00:27:58 Okay. Thank you so much business administrator, Tim Dacey. Thank you. Thank you. Councilor Raj summer.
Speaker 5 00:28:07 You're just happy Hanukkah and also a happy early birthday to our municipal clerk. I think she's turning, I won't say the age, but she's it's her birthday on a Friday. Twenty-five to birthday. Yeah, 25. I think that's what it is. So she, she makes my life a lot easier. So just wanted to wish her happy birthday.
Speaker 7 00:28:28 Well, that's wonderful, Melissa, you kept that a bit of a secret. So I will also wish you a happy early birthday and to our, to our Jewish brothers and sisters, we hope for you a very happy Hanukkah as you start this season. And with that, then I will close the announcements and comments from officials. And we'll go to number nine, which is the items for the agenda session for the December 15th, 2020 Piscataway township council meeting. The first item on is a bond ordinance. It is on second reading. It is $7 million, 6 million, $650,000 providing for various capital improvements open to be open to the public. It is a resolution adopting ordinance. Are there any comments or questions regarding this item?
Speaker 8 00:29:21 If I may counsel president all this is geared towards the reconstruction of a lot of streets next year.
Speaker 7 00:29:27 Right? I did see that. Thank you, Mr. Mayor, that is, I saw a whole bunch of streets in there, so it's good for all of us to have that information handy too, for a residence. Number two will be an ordinance on second reading. It is fully funded. It is appropriating $2 million from the affordable housing trust fund for phase two of the senior housing Sterling village buildings, facility improvements. It will also be open to the public and it is a resolution adopting ordinance. So there are any comments or questions from council members or administration seen or not. The good thing we really want to see Sterling village get improved. Next item is an ordinance and the second reading is also fully funded. It is appropriating $1.5 million, $750,000 of which from developers contributions for preliminary planning and engineering for road in prison, it is open to the public and it is a resolution adopting ordinance. Are there any comments or questions regarding this item?
Speaker 8 00:30:31 If I may council president, and this is for approximately I believe six streets throughout the town. I know one of them is Hanover. Think blue Ridge, the third phase of second avenue, Ethel road west, you know, there there's a whole, whole bunch of them there,
Speaker 7 00:30:54 Right? That the whole list is included in that bond ordinance
Speaker 8 00:31:00 Started council president weekly avenue, Holly lane, Pearl street, and love guard, which is a big one over there.
Speaker 7 00:31:09 Yeah. I have a question of when is weekly mayor? When is that one going? Is it not, it's not
Speaker 8 00:31:18 Sweet if you award the contract to start to engineering Councilwoman, that will start the engineering services. So I'm assuming that it'll take them to do the engineering design next year. Assuming that there's no real acquisition. That may be a 2023 construction
Speaker 7 00:31:38 2023. Okay. Thanks. Thank you. Thank you also, no other comments or questions from admin administration or counsel on that item. here. Hanover's on that one. Yeah. Yep. Excellent. Okay. So see, none that will be on the next item will be an ordinance on second reading, amending various chapters of the Piscataway code. This is open to the public and it is a resolution adopting ordinance. Are there any comments or questions from council or administration on that item? Okay. Pain. None that will be on the next item will be a resolution authorizing additional engineering design services for the Piscataway community and cultural center project. It is grotto engineering associates, LLC, not to exceed $10,000, any comments or questions from an administration or council on this item.
Speaker 7 00:32:39 Okay. Seeing none that we'll be on the next item will be a resolution of authorizing budget transfers, any comments or questions regarding that item, seeing that we'll be on the next item will be a resolution authorizing change order. Number 2 20 20 various playground equipment replacement, play power LT, Farmington, Inc not to exceed $18,946. So are there any comments or questions from administration or council on this just said, I think we talked about this on the mayor show Mr. Mayor, this, this should hopefully be like the, the final pieces on the playground area equipment or is this,
Speaker 8 00:33:25 And then we're going to start in this coming 2021 to start this the three-year cycle for the basketball courts and the tennis court.
Speaker 7 00:33:34 Right, right. For some of the stuff that's a little bit more adult geared, but good. Okay. If there's no other comments or questions that will be on the next item which we vote on every single year is the resolution to authorize the temporary budget for calendar year 2021. As we know, we usually do not find out what the budgets are going to be until I guess, I don't know March timeframe if I'm correct there, Mr. Dacey and Mr. Mayor. So we always have to authorize the temporary budget. So any comments or questions from anybody on this item? Okay. Seeing on that will be on the next item is a resolution authorizing chapter 1 59, the cares act number three, any comments or questions regarding that item Dean on that will be on the next side and will be a resolution authorizing renewal of contracts with Microsystems and j.com for mod, for program, for assessing. And it is January 1st, 2021 through December 31st, 2021. It is not to exceed 14,000, $20 and 20 cents. Any comments or questions regarding this item, seeing none that will be on the next one will be a resolution to, of authorizing award of contract for the 2022 reassessment inspections and inspections conducted in 2021 professional property appraisers, Inc not to exceed 100, $4,677. Any comments or questions regarding that item?
Speaker 7 00:35:09 Okay. I think as we know, we were like in an every four year cycle on that. So we'll be seeing that probably every other year, every year potentially the next item will be a resolution authorizing purchase of 2021 Vermeer F 9 23, TX compact utility loader with tracks under sourced. Well national co-op to mere north Atlantic, not to exceed $68,471. Any comments or questions regarding this item? Okay. See, none that will be on next item will be a resolution authorizing purchase of a 2021 premier BC 1,515 inch brush chipper with tier four final engine under sourced while national co-op Vermeer north Atlantic, not to exceed $27,559. Any comments or questions regarding this item? Seeing none that will be on the next item is the resolution authorizing purchase of 2021 Palfinger American roll off body for Freightliner one 14 FC under E S C N J Omaha standard, LLC, not to exceed $44,653 and 46 cents. Any comments or questions regarding this item? Okay. Seen on that will be on next to the resolution authorizing the purchase of a 2020 John Deere, 6 44 L wheel loader under ESB and J Jessica not to exceed $259,845 and 81 cents. Any comments or questions from council on that?
Speaker 8 00:36:49 If I may council president, all this equipment is storing our normal cash capital ordinance that we do every year around this time,
Speaker 7 00:36:59 Right? This is as part of what we used to spend to improve the,
Speaker 8 00:37:06 So I know the council members are aware a lot of this equipment, there is a long lead time for it. So when you authorize an executed contract, some of it may take up to nine months to a year to receive the equipment.
Speaker 7 00:37:21 Okay. Thank you for that explanation. Might I just ask, ask exactly what the wheel is? Her tests.
Speaker 8 00:37:30 Loader is the big, heavy John Deere that you see. Like when we have a major brush event, when there's a lot of downstream, you have that big piece of equipment for four wheel equipment out there. That's grabbing the, the trees and the logs and putting it into a roll off that's a wheel loader.
Speaker 7 00:37:47 Okay. Thank you. I appreciate that. Next will be a resolution authorizing purchase of 2021 Freightliner one 14 SD chassis with DD 13 engine under ESC and J Campbell Freightliner not to exceed $137,000, $137,139 and 64 cents. Any comments or questions from council on this item?
Speaker 8 00:38:13 Yeah, maybe the members know this. When, when you had the wheel over the Willow dumps into a roll off, roll off a chassis, this is what the roll-off is.
Speaker 7 00:38:27 Yeah. Both of these tortoises. I mean, there's a code you read. These are, these are being purchased mare under
Speaker 5 00:38:35 Contracts Just by way of explanation. That means that state has negotiated the lowest possible price for this equipment and, and municipalities combined, some shared services type of purchasing agreement. Is that, am I correct? Mare
Speaker 8 00:38:52 That's correct. Or we're purchasing it under a co-op and other cooperative agreement. That's what all these purchases, the only piece of equipment that's not on the list is a specialty piece from, for the sewer department. That's actually going to have to be put out to bid. So
Speaker 5 00:39:08 Yeah, I just want the public to understand that there's a process involved where the state negotiates essentially buying different types of equipment that they recognize municipalities or counties might need. And they, then they negotiate the best price. So it's not a quick, you know, somebody, sometimes we get read, people say, why are you paying X dollars for this? You know, it's because the state negotiated the best price. I just, I just want to make sure that that was out there.
Speaker 7 00:39:36 Right? Right. Thank you. Thank you, Councilman Condon. It's always good to know that that anywhere that this township on an end of the administration always does. This is anywhere where we can have shared services or get best prices by going into a co-op or state negotiated contract. That's what we do. Okay. So if there's no other comments or questions, that item will be on, the next item will be a resolution authorizing award of contract for professional consulting services, blue Ridge avenue road in prisons from Morris avenue to Terminus grotto engineering associates, LLC, not to exceed $110,700. Any comments or questions regarding this item?
Speaker 7 00:40:18 Okay. Scene on that will be on the next item will be a resolution authorizing award of contract for professional consulting services, FL road west road improvements from Steelton road, which is county road 5 29 to Sutton's lane. It is grotto engineering associates, LLC, not to exceed $186,261 and 70 cents. Any comments or questions regarding this item? Seeing none that will be on the next item will be a resolution authorizing award of contract for professional consulting services, Hanover street road roadway improvements from Carlton avenue to plumbing street. Najarian associates not to exceed $73,500. Are any comments or questions regarding this item? Okay. I think we can all see that there's a trend here. These are going hand in hand with the work that we are also wanting to vote on too. So the next item will be a resolution authorizing award of contract for professional consulting services for Holly lane road improvements from south Randolph hill road to Seward avenue. It is Menlo engineering associates and is not to exceed $99,300. Are there any comments or questions regarding this item? Tina on that will be on the next item is a resolution authorizing award of contract for professional consulting services. Love Garth street row a street road improvements from south avenue to center street. This is TNM associates and it is not to exceed $250,400. I take it. There's a lot to be done out there, Mr. Mayor,
Speaker 8 00:41:53 That is probably in the top three streets for worst streets in town.
Speaker 7 00:41:59 Hmm. Okay. All right. I'm sure a residents will be happy to hear about that. Any other comments from council or administration? Okay. Seen on that will be on the next item will be a resolution authorizing award of contract for professional consulting services. This is Pearl street roadway improvements from Hazelwood avenue to the Terminus and Jarron associates not to exceed 29,000, any comments or questions seeing them that will be on the next item will be a resolution authorizing award of contracts that are professional consulting services. This is second avenue. It is phase three roadway improvements from Elwood street to Hancock route. It is Alamo group not to exceed $97,700. Any comments or questions from council administration on this item?
Speaker 5 00:42:52 I do have a question. What is marijuana is not included in the last, you know, 150 feet or so from down to the corner,
Speaker 8 00:43:03 From what I understand, Councilman that there's, we're looking to do Hancock street and there's some storm water issues out there along with the Stratton street. So we, I guess we have to take care of the Stratton street stuff first, before we do that last one block stretch.
Speaker 5 00:43:23 Yeah. That's a county project that covert I, don't not sure the status of that, but the covert that runs run to their
Speaker 8 00:43:31 Probably that last block may do that internally the engineering design, because it would only be one block. So,
Speaker 5 00:43:40 Okay.
Speaker 8 00:43:43 And by the way, a Councilman we're expecting to be out to bid in January for the phase one and phase two of second street, second avenue.
Speaker 5 00:43:53 Well, are they, are they summer 2021 projects? Good because they're in the running we're streets to
Speaker 7 00:44:07 Does that also include that. Thank you, Councilman con, Mr. Marriages, Alison 2021 includes that part of the culvert. That is the county project.
Speaker 8 00:44:17 No, no. I think the county, the county is probably about two years away, maybe. Yup.
Speaker 5 00:44:23 Yeah. That that's been, you know, that's, that's an unfortunate hold up. Cause we had planned on moving forward with Stratton street and told residents we were going to do so, but it's conditioned on the county fixing that covert that runs underneath that COVID has been a problem. I know the resident that lives in the adjacent to it and she's had some difficulty with flooding and the county is as not, I mean, the county has a lot of Colbert's to do. I mean all over the county, I mean hundreds and hundreds of them, but that anything that fixing that culvert and the drainage issues out there of what are, what are holding up the completion of that street, which is frustrating because, you know, we, we can't do, we can't do the street and then have them rip everything up for drainage issues have to be done in a certain pattern in a certain order. There is a
