Speaker 7I'd like to call this meeting of the Piscataway township council to order adequate notice of this meeting has been provided as required under chapter 2 31, PL 1975, specifying the time date location, and to the extent known the agenda by posting a copy of the notice on the municipal building municipal court and the two municipal library, bullet and board providing a copy to the official newspapers of the township. And by filing a copy in the office of the township clerk in accordance with a certification by the clerk, which will be entered in the minutes. And now I'd like to read also this statement. The township is using the telephone meeting format in an effort to mitigate the chance of exposure to COVID-19 as part of the township ongoing effort to slow the rate of transmission and avoid overwhelming our treatment centers. The dial in information and final agenda have been posted on the township website for members of the public in order to make sure a clear record of the meeting can be made.

And then by the township, it's the scattering in the county of Middlesex, New Jersey appropriate in $7 million. Therefore in referencing the issuance of $6,650,000 bonds or notes of the township to finance part of the cost thereof was introduced on the 24th day of November, 2020 and had passed the first reading and was published on the 28th day of November, 2020. Now therefore be it resolved that the after set ordinance, having had a second reading on December 15th, 2020 to be adopted passed. And the creation of the storm water utility was introduced on the 24th day of November, 2020. And that passed the first reading and was published on the 28th day and move on to 2020. Number two, property tax deduction and exemption for the peacetime peacetime veterans, including those who did not even go to the war. Now I know that if a veteran needed to get information, they had, they went over to Lisa and so forth and so on. But I have not seen anything published any place that other people can see it.

There there's been some suggestion that the, they can file this year's form, but that with our local tax collectors, but that's not been approved by the state. So there should be notice out hopefully within the next couple of weeks.

We'll have a little technical difficulty here with the one phone that all the council members know that we, our department of public works, I should say is ready for the tomorrow snow event. All the equipment has on the, the vehicles. We already started. The pretreated, the roads we should have that finished up by noon time tomorrow, the private contractor that's gonna supplement our workforce is already has their equipment here in the public workshop. Ready to go. So we're we're ready for the snow event. Hopefully it won't be heavy snow. That'll call us down power lines and taking down trees during the event. Cause that could be problematic for public works because you know, between piling the streets and having to deal with those issues could present challenge this for our town, but other towns across the states. So we're ready to go and that's pretty much it. And hopefully we'll get, we'll get out unscathed. I know it's been a year or so since we've had any significant accumulation out there and hopefully we'll get by that. We won't have to shovel our driveway too much. And thank you, council president for all the work running the meetings too so

Speaker 7Thank you so much. It, it definitely was yeoman's work this year. We are very fortunate in this town that we were able through. You know, certainly a lot of smart planning, you know, being very frugal and being financially savvy that we did not lay off people this last year. We do know that 2021 is going to be a difficult year for towns. Certainly the effects of the pandemic will be felt by towns, such as ours and others around us, but we are looking at all that we can do to make sure that we are very prepared. And I want to thank the administration. I want to thank the mayor on a thank Tim Dacey. I do want to thank all of the staff, Melissa, very much Raj for the support that you've given during this time where we've had to embark upon using technology that we had not so done previously.
Speaker 7And I believe that we we've opened it up and we've made it as open and transparent doing this virtual process. And I want to thank people. And I want to remind folks too, that I think most of us, at least in this mayor and administration and council, that we are all looking to have a collective sigh of relief come January 20th. And w as we go into this holiday season and we remind our residents too, that we, we are here to support them and serve them. And to wish them the happiest of seasons, be it Hanukkah, Christmas, or Kwanza, or even for folks who aren't celebrating just this time, when we all seemingly come together collectively as a country, I want to remind folks that the people that the person at the top of the ticket from November yesterday did speak after he was finally, the electoral college finally came in an all votes, came in for him without, without any hubbub, really, except that we, as a country, got to really see democracy in action.
Speaker 7And on that same day, he also reminded us of the anniversary of the tragedy of Sandy hook and that he will not forget. I know our town takes gun control very seriously. We ourselves have implemented an ordinance to that. There would be no gunshots here in town. So I just want for all the folks who are listening here and the council to remember all those who have lost loved ones, either be it from Sandy hook by terrible violence by COVID-19 or otherwise, as we are so fortunate here, all of us on this call to be going into this season, I'm still here with us. And that is what I have to say. I was going to offer to the mayor. If he wanted to say any one last words, I would open it up to the mayor,

So the first items that will be on will be the mayor's appointments for the civil rights advisory commission, green initiatives committee, the historic preservation advisory commission, the municipal Alliance, substance abuse task force, the board and the presiding municipal court judge. Any comments or questions regarding that item? Okay. Seeing none that will be on the next item will be an ordinance on first reading. It is adopting the redevelopment plan for the property commonly known as 1570 south Washington avenue and designated as block 51 0 1 lots 5.0 to 6.02 and 7.02. Are there any comments or questions from council regarding this item seen on that will be on the next item will be an ordinance on first reading, adopting the redevelopment plan for the property, commonly known as 1 41 circle drive north and designated as block 41 to two lot two. After we get through the appointments, there'll be an acceptance of qualifications and rates and also appointments of township professionals for 2021, the appointment of recycling coordinator and authorization to apply for 2020 recycling tonnage grants, the appointment of clean communities, coordinator, and authorization to apply for clean communities, grants, designation, a certifying official for the municipal lien searches designation of subdivision search officer Desi. These are also other designations I'll just quickly read through them. Agent of township for filing applications with state DEP designation of agent of the task of profiling applications with free hook soil conservation designation of agent for township, for filing applications with the state DEP designation of official township depositories approval of cash management plan for 2021 designation of the official newspapers designation of newspapers to receive notices of meeting designations of signatures for signing of checks, designation of interest charges for delinquent taxes, sewer service charges, and assessments. Next item will be a resolution authorizing Piscataway township department to participate in the defense logistics agency, law enforcement support office 10 33 program, and enable them to request an acquire excess department of defense equipment.
Speaker 13If I may council president, just to let everybody know this has to do with office of emergency management, we're looking to acquire a high water rescue vehicle. We've had issues where we've had flooding down by the river road apartments and also on possum town road and other areas where the fire company trucks are not high enough to extricate that this will, this is what it's in essence. I know Steve's a military guy. This is a deuce and a half. So it's a, basically a truck to transport people. And so in a high water situation. So

So this would have, you would have been able to just drive this vehicle through the water and picked up the person. So,

Recently, my, my mother also called that the deer have been, you know, a substantially and ever-growing problem in Piscataway and either the town or the county is doing anything about that. And it's, it's concerning. Despite what I think you guys are doing is a pretty good job. Most of the time, this is something that's been, you know, an ongoing problem since August they've broken my sense five times just most recently at the end of last week, they've just destroyed a hydrangea that has been in my family for over a century, constant deprecation on my property and my parents' property, all around town. I'm on the fire company. And a couple of months ago, driving around, looking for a missing person. I counted more than 60 deer in just one neighborhood driving around for a couple of hours. This is a real problem. The DEP is, you know, I'm aware of not only aware of this problem, but as encouraging municipalities to take some action, unfortunately, Piscataway has not. So I am hoping that I can get permission from the township, from the council to bow hunt in certain areas of the town. Now I am an EMT. I'm an environmental lawyer. I know how to do this safely properly. I'm certainly not proposing. I'm going to walk around anywhere in the town with a gun. That's absolutely not what I'm proposing.
Speaker 15I, if, if the town doesn't want to consider that to grant me permission to do that, what I would hope the town would do would be have a conversation with the DEP to figure out how to implement a responsible deer management program. I can give you the contact information for captain Shannon. Mauriac who I spoke with earlier today of the conservation police. They're the game wardens. They, Middlesex county has a deer management program, has such a program, might work whereby the town creates, you know, an, a number of permits that are then allocated according to whoever applies. And it's controlled in a safe manner, you know, certain days per week, only certain methods. And the DEP has a liaison that specifically that person's job is to work with municipalities to implement such a program. And so those are some options available to you. Of course, I would like the town to just grant me permission, you know, to, to remedy this, you know, in a safe, moral, ethical, responsible way in some of the wooded areas in the town. I already, I previously spoke to Mr. Clark and about this, and he, you know, informed me to, to bring it to the council and it, but if they did not want to do that, I, I would hope that they would have their ears open enough to at least have a conversation with the ecologists than the scientists themselves at the DEP to figure out how to address this problem.

I, I, I, I would agree that it's been, it's been a problem and I, and the answers are, the answers are not so easy, but I think that the caller who I know his suggestion of at least initiating a conversation with the department of environmental protection about some options is a good, it's a good suggestion. You know, whether, whether it's a hunt or some other, you know, there may be other options out there that we're not completely aware of. So I, I certainly would be in favor of, of engaging in a conversation with department of environmental protection and seeing if there's some options for us, because it is a public safety issue.

I agree with Councilman con, you know, I'm in favor of I'm sticking with the BDC as well, just to see what our options are, because you know, there's quite a few accidents and you know, my apologies for it's unfortunate that your fence has been knocked down four or five times just this year. So, no, sorry to hear that, but I'm in favor of checking into it as well.

Speaker 1Well, Dana, Dana has been with meetings. I know she's, she's still come to this resident numerous times. She has been attending meetings for the last year with DP, because the was looking at Devin expanded hunting in our area, including Johnson park and Highland park. And the logistics could never be worked out, but we're still having the conversation with them. It's just that there's no quick solution, cause it's all over Middlesex county right now.

It's been nothing 28 years now, and we never had a deer on our property until about three or four years ago. And I just like the folks on the council to consider, like the possibility is that the problem is arising because the overdevelopment and the destruction of wooded areas in our, in our town. And also I'd like to commend Mr. Rock for bringing up the point about the computer audio or just zoom in general. Zoom is a good tool to use, should be useful, I believe, but my questions have to do with item 13, the agenda for next meeting. And I'm a little confused. I think it might just be the bolting and the organization. But if we look at that on the fourth and fifth bullet, the fourth bullet says ordinance under first reading, and then it says appointments. And then under appointments, there's also things called designations and resolutions. Is this the way that it's meant to be organized or is this comes a little confusing to me? Is it the appointment designations and resolutions under one organs?
Speaker 7No. No. Mr. Tarbath I, you know, I, I didn't read them all individually, which, which may lend to some confusion there, just because if you looking at the agenda, if you have it there for pretty, there's so many, so what this meeting will do, we'll have all those appointments that we always do that we always have every year. One other issue I'd just like to share with folks is that I just became aware today of a legal settlement made by Middlesex county for $75,000, settling a seatbelt lawsuit, SIPA CETA, conscientious employee protection act in which two folks associated with the democratic party in the county, John Palomino and Dorothy Parker. I'm sorry. Darcy power were named, as folks were taking action to retaliate against a county employee. And the county employee brought a lawsuit and the lawsuit was settled for $75,000. And upon reading the complaint, assuming that what's stated in the complaint is true. I have called for the immediate resignation for Middlesex county administrator, John <inaudible>. And I hope that you folks will educate yourself as to what happened in this incident and will join me in calling for his resignation. Thank you.
