Now therefore be it resolved that the offer said ordinance, having had a second reading on June 11th, 2026, be adopted past and after passage be published together with a notice of the date of passage or approval in the official newspaper, be it further resolved that this ordinance shall be a sign number 2026 dash one one.

Speaker 5Hey everybody, my name is Shane Mitchell. I'm the New Jersey Political Director for the Hotel and Gaming Trades Council. The union representing hotel and hospitality workers in our region, or more than 40,000 members work at hotels, clubs, casinos, or racetracks in the region. Running from

Speaker 5Okay. I'm speaking on the, on the bill. Is that okay? I'm happy to come back later if that's Go ahead proper. Okay. So we're, we're here in support of the bill. I'm here mostly to speak about the issue of worker safety in hotels. I'm not sure if people are aware, but going by the latest OSHA statistics available from the Federal Borough of Labor Statistics, I'm sad to report that hotels are the top 20% most dangerous workplaces. A large part of hotel workplace injuries are caused by assaults. Hotel guests are a transient population and our members deal with them face-to-face in hallways and guest rooms. Our union innovated the panic button in response to the sexual assault of one of our members in 2011, and we remain committed to finding solutions to safety issues in hotels, both through our collective bargaining agreement and through good public policy.
Speaker 5I wanna commend the council both for this ordinance and for their prior action on hotel licensure. We have seen firsthand and other municipalities how licensure and great public safety laws can work together to make hotels safer and cleaner. When done right, a licensing regime can ensure that hotels provide high quality services for guests safety and health for hotel workers and accountability to their neighbors. I think tonight's ordinance amending the public nuisance law is a step in the right direction. When our reunion worked on licensure in New York City, we worked with prosecutors, police, and firefighters to identify the main public safety issues. At hotels, we're all familiar with human trafficking, but the transit nature of hotels make them enticing targets for all sorts of legal commerce. The New York City law made certain public safety features a requirement of licensure, and we think it is both appropriate and commendable for the council to set benchmarks for public safety and the public nuisance law. Most hotel owners who want to run legitimate businesses and attract tourists, families, business travelers and others, and I can assure you all that the just about every hotel worker wants to work in a safe and clean environment. My union and I will be following this issue with great interests. We look forward to working together to make the skyway safe for residents, hotel guests, and above all hotel workers. So we're in support of the ordinance. Thank you very much.

Speaker 7All right, thank you. So what I was saying is, I had a discussion with Raj and I just wanted a little bit more clarification if you could help. The ordinance is written to hold large corporations accountable for safety with large fines and tax claims. And, you know, it's definitely the, the right step. Are there any specific safeguards to help out struggling small businesses or homeowners who find themselves out of compliance due to financial hardship? And if they come into out of compliance, is there any safeguard in this ordinance for them?
Speaker 8So the first thing is, and as we spoke about this ordinance changes actually how the township is going to deal with these nuisance properties. The past ordinance that this is replacing was specifically monetary punishment based. This is actually now creating, there is actually no monetary fines or, or penalties. And unless the individual, the property property doesn't actually reduce their issues over 12 months, it's only after 12 months that there may be additional fines. And during that 12 month period, there should be continual interaction between the property owner and the township so that we can work together to figure out solutions. So part of part of the ordinance is to create a, an abatement plan that, that the property owner can work with the township on, on figuring out what solutions that they can do and the police department would, would, would assist with that. And then the other items included in there is potentially, and again, there wouldn't be immediately required.
Speaker 8It depends on, on the severity of the situation and, and each individual sit each individual property. But there's, there's potential for requiring live security in place, requiring cameras and other security measures, technology in place, better lighting, et cetera. So in terms of, of those in small businesses, it's really, it's, it's not, it's, it's been written so it's flexible as to when we do the hearing and the requirements that we ask them to do. We're looking for a results based, results based solution. So there's not gonna be a, a financial penalty associated with it. These are things that would their property probably actually reduce their costs too, in terms of dealing with vandalism and other, you know, other issues that would probably cost them money also. So I think, you know, you, after talking to a, a few attorneys and review getting dis reviewed by others, including our police department, we've gotten some positive comments back.

Many of the components in this ordinance are common sense safety precautions that many large and small businesses already have in place to safeguard their property and customers and residents. And so in, in reading it, I was appreciative of, of those components. In hindsight, perhaps we could have instituted these first and this would've provided time for us to gather the commission to address concerns regarding vulnerable populations at these hotels.

Yes, I would like to remind everyone that the street fair is this Saturday on Stockton Street from 10:00 AM to 4:00 PM sponsored by the Piscataway Civil No Piscataway Public Relations Advisory Commission that I'm a member of and happy. And they have lots of new vendors and food trucks and, and actually entertainment. So it's supposed to be a really fun time on Saturday. So bring your family and your friends and come out and have a good time. Also, on Tuesday, June 16th at 6:00 PM at the YMCA Community Center, the Civil Rights Advisory Commission will be sponsoring again, it's Juneteenth Flat Raising. And we will have a singer and, and, and a speaker and refreshments following. And there's still time to RSVP if you are planning to stay for refreshments. So that is being published on the Piscataway Updates website and on social media as well. So we all, what was the date again? Repeat it. It's the sixth Tuesday the 16th. Tuesday the 16th at 6:00 PM at the YMCA 6:00 PM at the YMCA for everyone to come out and help raise the flag. And one last thing I just want to shout out Mr. Carl Anthony Towns who he went to school in Piscataway and he's a member of the New York Knicks and they did a miraculous, had a miraculous win last night. Within the, probably the next two weeks we'll be having something to announce. But I'm very excited about that. We are looking at different parts of town, so hopefully we'll get that off the ground pretty soon.

Speaker 9Good evening, happy birthday. This month we are celebrating Pride month, starting on June 1st. I know the township had a flag raising at 9:00 AM on a Monday morning. It was also a local group, the PPDO, which created a pride event, the first of its kind in town at a, the jewel of our town, the community center. Well attended fun activities and I'm glad to see that we are honoring so many members of our society that contribute in so many ways. Between the last meeting and today, there were two events held by the township to which neither myself or council member Rashid received notification. Additionally, these events were not shared to the public for their participation either the Pride Flag ra, excuse me, the Pride Flag Raising event and the large construction project attended by the Lieutenant Governor of our state were both events to which all members of this council and township residents should have been included. The erasure of our targeted voices on this council is unprofessional and continues to diminish any opportunities for dialogue. I certainly hope that this erasure

Speaker 9Cease as a member of the Cultural Arts Commission. I'd like to notify our residents at the summer. Concerts will be beginning every Thursday at Columbus Park throughout the summer. The submissions are due August 22nd. Registration and information are also on the township website and flyers are distributed throughout the town. I do wanna repeat exactly what Laura said because that's something that's very important. The erasure of our targeted voices on this council is unprofessional and continues to diminish any opportunity for dialogue. Everyone on this council was elected to serve the community and it is unprofessional to be excluded. I will be supporting the Dome, the Piscataway Domestic Violence Team tomorrow for the Paint and Sip event. If you're available, please join them. It is a great cause. As part of the Cultural Arts Commission, we'd like to invite the public to come to the municipal building. They have an exhibit for then and now pictures of Piscataway from the sixties compared to now, which would be very interesting. So please come to the municipal building for that. I also would like to ask if there is any watch parties that are planned for Piscataway, because I do like soccer. So are there any watch parties that are being planned? Because I am not aware of any, so please let us know. Lastly, I will also be attending Juneteenth and look forward to it. Thank you.

You failed to broadcast it properly and then decided to continue the meeting anyway. I mean there is an ordinance on the books that requires them be broadcast, but you continued despite knowing it wasn't being broadcast. So I, I'd like an update as to how you're fixing that so it won't happen again.
Speaker 8I mean, as you can see, PCTV is here and PCTV is dealing with the issue that was technical issues. I didn't, you know, as, as it's been previously stated at the past meeting, the township has to comply with its ordinances to the best of of its ability. There was an IT issue, it doesn't prevent the council from actually having the meeting. We complied with Open Public Meetings Act.

Speaker 13Hello? Can you guys hear me? Go ahead. Yep. So good, good evening everyone. My name is Rena Renoso. I live in 30 Stanton Avenue, directly adjacent to the day park. I'm here because my property has once again been damaged by baseball from the field. Despite more than the year of raising safety concerns with the township, primarily to the, the recreational department. Been facing this issue since, since moving into this home in 2024. Baseball's regularly entered my property and struck my house in June, 2025. I formally contacted the recreational department and informed them that these baseballs continue to land my property. And as of August 3rd, 2025, last year, one of the baseballs actually shattered one of my solar panels. So I spent months documenting this issue and following up. But many of my emails were completely answered. I sent a formal escalation to John to director John Tierney on March, 2026.
Speaker 13Only then did he actually verbally inform me that protective netting would not be installed based on a review with the township insurance representatives. So I spent the following months following up with Paula Elli and assistant director Brock Muy from the recreational department. And at this point they said they're working on something to do, to help, to help prevent the balls from going into my property. But nothing has been decided yet. And it's still a process. But I come here because while they're deciding on this or deciding on the solution, these balls continue to happen. The baseball games continue to happen. And safety has been a concern of mine since I brought it up with the, now I'm recording

So I'm curious what the, what the actual process is for who decides which events get whose name branded on them and whose events do not. And it would be lovely if that, or if that part of our community included L-G-B-T-Q folks as part of the community celebration.

I guess the, since the State Supreme Court ruled today that all of your personal emails are valid to be Oprah for information about government business. I'm sorry in advance Ms. Cedar, I'm, I'm sorry Jennifer, I apologize. You all are su Jennifer's like it's not, it's on me. I apologize in advance. But you're now all subject to the Open Public Records Act in your personal email for government business. So since you refuse to retain a professional email address as a council member, we're going to be opening all of your emails and you're going to have to provide them for all of your government business. So I would just respectfully request that instead of continuing to pick fights with people, that you just open up the process for folks so that folks who want to attend an event like a pride flag raising can do that instead of forcing us to find out how you, how you got there. 'cause I'm pretty sure you didn't just transport yourself out of nowhere. Like you had to have an invitation. It didn't just come from nowhere.

Speaker 16I've been in Piscataway for 30, 40 I think almost 50 years. I lived on Walnut Street before I bought the house. I was on Walnut, then I went to Piscataway Royal Gardens after that. Then I bought the house on third. Me and my friend Hassan was just sitting talking and we asked each other one question and I'm going to ask the council the same question we asked. I need anybody to tell me what has been done in the Arbor section over there. And I'm gonna tell you the one thing that's been done and that's it. No, and I'm just asking, nothing has been done over there. We asked 101 things, but this gets done, this gets done, this gets done, this gets done. The only thing that's got done in the years I can remember is the dedication of the park. That's the only thing that's been done.
Speaker 16You did fourth Street, you paved it. Tell me something else that was done in that a section. I appreciate if you start doing what we ask, we don't ask for much. Mayor, I asked you can we lower them barricades? The situation we had then is done. I got people wanna buy stuff. Kirk, why is that up? I have to, I don't lie. I tell 'em why. But I asked you lower them. If we have a problem we can bring them back up. But they need to be lowered now. Instead respect three weeks there to clean up. I asked you this. I see they're not getting done. Maybe you're not gonna do it. If you're not gonna do it, tell me you're not gonna do it. And I'll find a way to get it done sir.
Speaker 4Council president, can I address Mr. Grubbs? Every street going back with the exception of Hazelwood and Pearl and his am neighbor has been reconstructed every street on the section over by wall. Wall over by Mervin Alexander. Every street over there has been reconstructed with the Exceptional Wall. And we're under engineering design for that. We have to install the water lines over there. We have spent an enormous amount of money on road projects in the entire Arbor area. On the other side of West seven Street. We are under engineering design for seven streets over there, which is gonna be a total of almost probably $15 million worth of road work. We finished up cedarwood, we worked with the county. Every street we're under working with the county, with West Seventh, almost every street. There's still a lot that needs to be done on the other side of Spain and that are under engineering design. And when that comes up, we're, we're gonna move forward it and then Cedar over on Hazelwood, which is street where we had some of his neighbors out yesterday. That is scheduled to go next year. Probably the road is gonna cost probably two and a half million, maybe $3 million to reconstruct. So Curtis, yes, the town government has done a lot of improvements over in the Arbor area.

But the plain fact matter is, is that the folks need to know that when it comes to the Memorial Day parade, Ms. Berger over the last couple years has intimidated the parade organiz organizers and has used very foul language to the parade organizers out there of that conduct. And that's shameful. And I just wanted to, I just wanna defend, I just wanna def, I just want defend the parade organizers in that respect and I'll leave it at that.
